BACKGROUND:
DISCUSSION:
The city council conducted its annual winter workshop on January 20 and
21, 1995. Among other things the Council discussed the Prior Lake
Strategic Plan, 1995 city council Goals and Objectives and the 1995
Goals and Objectives for advisory bodies. It is appropriate for the council
to formally approve the items reviewed at this meeting during a regular
city council meeting.
The Strategic Plan acts as the overall map which the city council and staff
will use as a guide in our day to day activities and decision making. As
such, the plan represents the characteristics which we believe to be
desirable for Prior Lake at its final development phase. The plan also
provides a vision and specific objectives within each vision which will help
us to accomplish the overall mission statement.
For the past two years the city council has adopted objectives for the
coming year. The attached objectives are based upon the council's
discussion at the workshop. The objectives are intended to be consistent
with the Strategic Plan elements and, in fact, are the first step in
beginning to implement the plan. The council should review these goals
and objectives to ensure that I have incorporated all of the revisions
recommended at the workshop.
In an effort to ensure that the council, staff and advisory bodies are
working in unison, the council has reviewed the proposed 1995 Goals and
Objectives for the Business Development Committee, Planning
Commission, Park Advisory Committee and Lake Advisory Committee.
Revisions were made to the proposed Goals and Objectives to assure
that they are consistent with the council's 1995 Goals and Objectives and
the Strategic Plan. Councilmembers should review these Goals and
Objectives to a§sure that they reflect your desires.

These documents will provide direction to the staff, council and advisory
bodies in conducting day to day affairs. It is important that each of these
documents be reviewed at the end of each year to determine how they
need to be modified based upon actions during 1995 and anticipated
1996 needs. As such each is a living document intended to facilitate
harmony in the efforl~)f many different individuals and advisory bodies.
The alternatives are to:
1. Adopt each document as recommended.
2. R~vise the documents as appropriate and adopt as
amended.
Review each document, make appropriate amendments and adopt as
part of the meeting.

promoting: Community values, environmentally sensitive community development,
robust business growth, financial stability, public safety and diverse recreational
opportunities.

PRIOR LAKE STRATEGIC PLAN
THE VISION
January 21, 1995
At buildout the City of Prior Lake will be balanced between residential, commercial and
business. Strong neighborhoods and homeowner associations will characterize most
developments, neighborhoods will be connected by transportation amenities for
pedestrians and motor vehicles. Platting will be encouraged through larger PUD
developments to preserve natural features. While single family dwellings will be the
predominant housing type, townhomes (for empty nesters) and multifamily
developments on major arterials are expected.
Neighborhood commercial centers will predominate-,'although a few community
commercial centers will exist. Commercial development will be localized primarily to
major arterial intersections involving State Highway 13, County Road 42, County Road
44, County Road 21, County Road 12, County Road 82 and 83. One regional center is
expected at the intersection of County Road 42 and 83.
Smaller businesses will be predominant. The focus will be on office, light industrial and
light manufacturing. Small office, warehouse and industrial developments are expected
along CR 21. One or more corporate office parks are expected. Business
Concentrations are expected along State Highway'13, CR 21 and CR 42.
Prior Lake is proud to be the home of the Shakopee Mdewakanton Dakota Community,
its tourist attractions and international network of businesses. The city seeks to work
cooperatively with the Dakota Community government toward mutually beneficial
objectives. The city emphasizes its historical roots as a small town resort area with
downtown, and incorporates these historic facts in its development plans. Positive
family, individual and community values will be reinforced.
Services provided by the community will be characterized by quality. An emphasis will
be placed on maintenance and replacement of infrastructure with the diversified tax
base to support needed government services.
A twofold recreational system will be available. One is characterized as the recreation
industry created by the Mdewakanton Dakota Community. The second will consist of
Prior Lake, Spring Lake and numerous natural areas dedicated to the public to preserve
their natural features. These major areas will be augmented by community parks,
playfields, neighborhood parks and trails. These facilities will be programed for
recreation directed toward all ages and interests.
The city will plan for and facilitate remodeling of areas requiring redevelopment along a
consistent theme as appropriate. Prior Lake's economy is not subject to down tums
caused by excessive reliance on one industry or another.

Work to achieve quick and convenient access between Prior Lake and the
metropolitan area, airport and out state Minnesota in a manner which is
coordinated with ma~s transit needs.

Develop a transportation system hierarchy which assures high volume
roadways throughout the community and provides access to residential
neighborhoods through local road systems.
C. Maintain optimum road conditions.
D. Integrate planning for construction of road, trail and sidewalk systems.

C. Promote the platting of large planned unit developments to preserve
natural features and park land.

Complete draft 2010 Comprehensive Plan, conduct public hearings and
submit to Metropolitan Council.
Complete revision of Zoning Ordinance and Subdivision Code.
Review Park funding mechanism, direct necessary changes and plan for
use of funds including plans for acquiring land for future community parks.
Consider~revised annexation policy and annexation plan which identifies
areas where annexation may be appropriate.
Identify the purpose of TH 13 and plan for road improvements to meet that

A. To meet with those neighborhood representatives scheduled for

SPACE PORTION OF THE 2010 COMPREHENSIVE PLAN.
A. To review and make recommendations for changes in the Parks and
Trail System element of the 2010 Comprehensive Plan in the
following areas:
1. Location of future neighborhood parks, open space, tot lots,
linear parks, community playfields, and special use parks
in the community;
2. To make recommendation in regard to standards in the
following areas:
A. Minimum level of service required for each type of park
area;
B. Minimum acreage required for each type of park based
on established national standards;
C. Development standards for each type of park including
equipment type, maintenance required, and level of
service;
3. To review the Park and Trail plan to determine those areas
where the trail plan is integrated with the Sidewalk
Policy.
REVIEW AND MAKE RECOMMENDATION ON THE PARK FUNDING
MATRIX TO KEEP FUNDING LEVELS CURRENT, KEEP A
POSITIVE CASH FLOW, AND IDENTIFY AVAILABILITY OF
CAPITAL PARK FUNDS FOR COMMUNITY PARK ACQUISITION
AND DEVELOPMENT.
VII. REVEIW AND MAKE RECOMMENDATIONS TO THE CITY COUNCIL
