FEBRUARY 6, 1995 BACKGROUND: DISCUSSION: The city council conducted its annual winter workshop on January 20 and 21, 1995. Among other things the Council discussed the Prior Lake Strategic Plan, 1995 city council Goals and Objectives and the 1995 Goals and Objectives for advisory bodies. It is appropriate for the council to formally approve the items reviewed at this meeting during a regular city council meeting. The Strategic Plan acts as the overall map which the city council and staff will use as a guide in our day to day activities and decision making. As such, the plan represents the characteristics which we believe to be desirable for Prior Lake at its final development phase. The plan also provides a vision and specific objectives within each vision which will help us to accomplish the overall mission statement. For the past two years the city council has adopted objectives for the coming year. The attached objectives are based upon the council's discussion at the workshop. The objectives are intended to be consistent with the Strategic Plan elements and, in fact, are the first step in beginning to implement the plan. The council should review these goals and objectives to ensure that I have incorporated all of the revisions recommended at the workshop. In an effort to ensure that the council, staff and advisory bodies are working in unison, the council has reviewed the proposed 1995 Goals and Objectives for the Business Development Committee, Planning Commission, Park Advisory Committee and Lake Advisory Committee. Revisions were made to the proposed Goals and Objectives to assure that they are consistent with the council's 1995 Goals and Objectives and the Strategic Plan. It is important that each of these documents be reviewed at the end of each year to determine how they need to be modified based upon actions during 1995 and anticipated 1996 needs. As such each is a living document intended to facilitate harmony in the efforl~)f many different individuals and advisory bodies. The alternatives are to: 1. Adopt each document as recommended. 2. R~vise the documents as appropriate and adopt as amended. Review each document, make appropriate amendments and adopt as part of the meeting. Motion and second to adopt each of the documents attached. FBAG2.WRT -2- PRIOR LAKE STRATEGIC PLAN MISSION STATEMENT January 21, 1995 The City of Prior Lake is committed to serving the common good of its residents by promoting: Community values, environmentally sensitive community development, robust business growth, financial stability, public safety and diverse recreational opportunities. STRGIC.CC STRGIC I PRIOR LAKE STRATEGIC PLAN THE VISION January 21, 1995 At buildout the City of Prior Lake will be balanced between residential, commercial and business. Strong neighborhoods and homeowner associations will characterize most developments, neighborhoods will be connected by transportation amenities for pedestrians and motor vehicles. Platting will be encouraged through larger PUD developments to preserve natural features. While single family dwellings will be the predominant housing type, townhomes (for empty nesters) and multifamily developments on major arterials are expected. Neighborhood commercial centers will predominate-,'although a few community commercial centers will exist. Commercial development will be localized primarily to major arterial intersections involving State Highway 13, County Road 42, County Road 44, County Road 21, County Road 12, County Road 82 and 83. One regional center is expected at the intersection of County Road 42 and 83. Smaller businesses will be predominant. The focus will be on office, light industrial and light manufacturing. Small office, warehouse and industrial developments are expected along CR 21. One or more corporate office parks are expected. Business Concentrations are expected along State Highway'13, CR 21 and CR 42. Prior Lake is proud to be the home of the Shakopee Mdewakanton Dakota Community, its tourist attractions and international network of businesses. The city seeks to work cooperatively with the Dakota Community government toward mutually beneficial objectives. The city emphasizes its historical roots as a small town resort area with downtown, and incorporates these historic facts in its development plans. Positive family, individual and community values will be reinforced. Services provided by the community will be characterized by quality. An emphasis will be placed on maintenance and replacement of infrastructure with the diversified tax base to support needed government services. A twofold recreational system will be available. One is characterized as the recreation industry created by the Mdewakanton Dakota Community. The second will consist of Prior Lake, Spring Lake and numerous natural areas dedicated to the public to preserve their natural features. These major areas will be augmented by community parks, playfields, neighborhood parks and trails. These facilities will be programed for recreation directed toward all ages and interests. The city will plan for and facilitate remodeling of areas requiring redevelopment along a consistent theme as appropriate. Prior Lake's economy is not subject to down tums caused by excessive reliance on one industry or another. STRGIC.CC STRGIC 2 PRIOR LAKE STRATEGIC PLAN 1 . VISION ELEMENTS January 21, 1995 Transportation Ae Work to achieve quick and convenient access between Prior Lake and the metropolitan area, airport and out state Minnesota in a manner which is coordinated with ma~s transit needs. Bi Develop a transportation system hierarchy which assures high volume roadways throughout the community and provides access to residential neighborhoods through local road systems. C. Maintain optimum road conditions. D. Integrate planning for construction of road, trail and sidewalk systems. E. Minimize traffic regulatory signage and equipment to that required by law, and conducive to a balance between traffic volume, speed and safety. Commercial A. Reserve sufficient space on major arterial roadways for neighborhood, community and regional centers. S. Have commercial development which meets customers needs city aesthetic standards and is consistent with mass transit objectives. C. Install arrival monuments and directional signs at the major highways so that amenities can be easily located. . Housing A. Identify the desired location of certain housing styles by revision of the 2010 Comprehensive Plan. B. Assure that zoning and subdivision codes provide specific direction regarding affordable uses in each zone and minimum building standards. C. Promote the platting of large planned unit developments to preserve natural features and park land. 4, ~Redevelopment A. Have a theme for redevelopment of existing commercial areas in focal locations such as Gateway, Downtown and Priordale. Public Service~ Al Effectively deliver basic public services which preserve and protect the community and its residents. B. Explore techniques which assure effective public services. Social Structure and Leadership A. Conduct at least one city wide annual event involving planning and execution by community groups. S. Identify a plan for maintaining ongoing communication between community groups and the city. Ce Communicate the strategic plan components and its regular update to the residents so that it will remain a living document and will receive regular review update and publicity. D. Elicit a means of involving neighborhoods in city affairs. E. Foster intergovernmental cooperation. Financial A. Complete five year capital improvement programs intended to match construction needs with available revenues. B. Provide the necessary financial resources for paying for city wide infrastructure. C. Evaluate impact of government actions on revenue sources and property tax levies to balance development speed and affordability. Tourist/Recreation Industry and Dakota Community Ae Establish joint marketing plan and program with Dakota Community and Tourist industry in adjacent cities. E! Communicate Strategic Plan and Comprehensive Plan to Dakota Community to identify opportunities for collaboration. C. Focus on governme, nt to government relationship between Shakopee Mdewakanton and Prior Lake. Community Recreation k. Standards are established and locations selected for neighborhood parks, community park and playfields. Ce Park construction and maintenance is aggressive and completed in a timely fashion. Complete revision of Zoning Ordinance and Subdivision Code. Review Park funding mechanism, direct necessary changes and plan for use of funds including plans for acquiring land for future community parks. Consider~revised annexation policy and annexation plan which identifies areas where annexation may be appropriate. Identify the purpose of TH 13 and plan for road improvements to meet that objective. Complete design and initiate construction of the Public Works maintenance facility. Adopt a 1996 General Fund Budget which provides needed services with a tax increase of 5% or less. Finalize strategic plan and approve tactical plan for implementation. Complete hearings regarding lake access issues and consider Lakefront Park master plan· ~ Consider updating the following ordinances: (a) Snowmobile, (b) Animal Control, (c) Tree Preservation and, (d) Sidewalk. Sell at least two acres of office park property. Identify Fire Station II property and negotiate for acquisition. Report on advantages of executing utility franchise agreements. Maintain Minnesota Star City certification. Review 2010 updated Comprehensive Plan and develop priorities and the process to assure future land availability for commercial and industrial growth. Complete study on commercial redevelopment in the Franklin Trail, Highway 13 and Priordale Mall area. Also investigate redevelopment of Pleasant and Main Avenue site. Develop a Tax Increment Financing Policy for Waterfront Passage Business Park and for commercial/industrial redevelopment projects. Conduct training program perhaps in conjunction with City Council regarding external constraints such as: - Metropolitan Land Planning Act. - Metropolitan Council Regional Blueprint. - Shoreland and Flood Regulations. - County and State Transportation Policies. lac95g 1. 1995 LAKE, ADVISORY COMMITTEE GOAI,S AND OBJECTIVES 1/20/94 Complete the Surface Water Management Plan which will be incorporated into the citfs comprehensive plan. The plan will include a method for implementing financing and managing water quality improvements for new construction and existing developed areas. . Participate in public hearings to be held for the. remaining public access sites that have been recommended for vacation in the Lake Access Study. The LAC will support the Watershed District by having a member on the Prior Lake/Spring Lake Advisory Committee. P 1995 GOAI~S AND OBJECTIVES PARKS ADVISORY COMMITTEE Adopted by the Prior Lake City Council February 6, 1995 I. TO REVIEW AND MAKE RECOMMENDATIONS TO THE CITY COUNCIL REGARDING GRANT PROPOSALS AND OTHER ALTERNATIVE FUNDING MECHANISMS. A. To assist the Director in prioritizing grant eligible projects. B. To recommend to the City Council which projects should be pursued with grant funding. II. TO REVIEW AND MAKE RECOMMENDATIONS TO THE CITY COUNCIL REGARDING CHANGES OR ADDITIONS/DELETIONS IN PARK ORDINANCES OR POLICIES. A. To review Park Dedication Ordinances and review Parks and Open Space funding policies and recommend necessary changes. III.TO PROMOTE THE PARKS AND RECREATION DEPARTMENT PROGRAMS AND PARK SYSTEM TO THE COMMUNITY. A. To meet with those neighborhood representatives scheduled for proposed development in 1995 to obtain concensus on proposed improvements. Bo To assist the Director in promoting recreation programs, the parks and open space system, communications with the residents, and disseminating promotional information by attending the Info/Expo and neighborhood meetings. TO ASSIST THE DIRECTOR IN RECOMMENDATIONS FOR NEW PROGRAMS, FACILITIES, IMPROVEMENTS, OR EQUIPMENT. A. Vo REVIEW AND MAKE RECOMMENDATIONS TO THE PLANNING COMMISSION AND CITY COUNCIL ON THE PARKS AND OPEN SPACE PORTION OF THE 2010 COMPREHENSIVE PLAN. A. To review and make recommendations for changes in the Parks and Trail System element of the 2010 Comprehensive Plan in the following areas: 1. Location of future neighborhood parks, open space, tot lots, linear parks, community playfields, and special use parks in the community; 2. To make recommendation in regard to standards in the following areas: A. Minimum level of service required for each type of park area; B. Minimum acreage required for each type of park based on established national standards; C. Development standards for each type of park including equipment type, maintenance required, and level of service; 3. To review the Park and Trail plan to determine those areas where the trail plan is integrated with the Sidewalk Policy. REVIEW AND MAKE RECOMMENDATION ON THE PARK FUNDING MATRIX TO KEEP FUNDING LEVELS CURRENT, KEEP A POSITIVE CASH FLOW, AND IDENTIFY AVAILABILITY OF CAPITAL PARK FUNDS FOR COMMUNITY PARK ACQUISITION AND DEVELOPMENT. VII. REVEIW AND MAKE RECOMMENDATIONS TO THE CITY COUNCIL REGARDING THE LAKEFRONT PARK MASTER PLAN. VIII.REVIEW AND MAKE RECOMMENDAATION TO THE CITY COUNCIL REGARDING THE LEVEL OF PARTICIPATION IN THE C.R. 82 TRAIL PROJECT. IX. REVIEW AND RECOMMEND THE FIVE YEAR CAPITAL IMPROVEMENT PROGRAM FOR THE PARKS AND OPEN SPACE SYSTEM WHICH INCLUDES SPECIFIC IMPROVEMENTS BY PARK FOR EACH OF THE PROGRAM'S FIVE YEARS AND IS CONSISTENT WITH THE PROPOSED 2010 COMPREHENSIVE PLAN.
