HomeMy WebLinkAbout8B - Carriage Hills ParkwaySTAFF AGENDA REPORT AGENDA #: PREPARED BY: SUBJECT: DATE: 8B LARRY ANDERSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING BIDS FOR CARRIAGE HILLS PARKWAY STREET IMPROVEMENT (PROJECT #93-02) FEBRUARY 6, 1995 INTRODUCTION: BACKGROUND' ALTERNATIVES' The purpose of this Agenda item is to receive authorization to re-advertise for bids for Project #93-02, Carriage Hills Parkway. Bids were previously received and rejected on August 15, 1994. Project #93-02 is the segment of Carriage Hills Parkway from CSAH 21 easterly to Pike Lake Trail. Please see the attached drawing for the location. On July 18, 1994, the City Council approved Resolution 94-38 approving the plans and specifications and authorizing the advertisement of bids. There were two bids received on August 15, 1994. The City Council rejected the two bids because the Iow bidder was substantially above the engineer's estimate. Staff believes that the bids were not competitive due to the time of year. Eminent domain proceedings were authorized by the City Council for land acquisition on December 14, 1993. Through the eminent domain proceedings, the City will take possession of the land in February. The cost of the right way acquisition will be determined in future commissioner hearings. The City Council has previously approved the plans for this project. The Resolution sets a bid opening date of March 13, 1995. Bids will be submitted to the Council at the March 20, 1995 meeting. Funding for this project is from the Municipal State Aid account and $60,000 from the 1993 construction bond issue. The City will deposit with the District Court an amount equal to the appraisal value of the property which is required for right-of-way the week of February 6, 1995. The alternatives are as follows: o Approve the Resolution ordering an Advertisement for Bid with a bid opening date of March 13, 1995, at 10:00 A.M. . Table this item for a specific reason. . The cost of Project #93-02 will be recovered through Municipal State Aid funds and Ad Valorem Tax Levy which has been included in the 1993 construction bond issue. Make a motion to REVI the Resolution as recommended. -2- "RSg5._" RESOLUTION 95- RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS ON CARRIAGE HILLS PARKWAY (PROJECT 93-02) MOTION B Y: SECONDED BY: WHEREAS, pursuant to Resolution 93-16 which the City Council approved on March 15, 1993, the City Engineer and the City's Engineering Consultant, MSA Consulting Engineers, has prepared plans and specifications for the su'eet improvement project on Carriage Hills Parkway (formerly known as Carriage Hill Road) from CSAH 21 to Pike Lake Trail by the construction of grading, sanitary sewer, watermain, storm sewer, aggregate base, concrete curb and gutter, bituminous surfacing, sidewalk, landscaping, and appurtenant work; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that o Such plans and specifications, a copy of which is attached hereto and made a part of hereof, are hereby approved. , The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published not less than 21 days prior to bid opening, shall specify the work to be done, shall state that bids will be opened, and that all bids will be received by the City until 10:00 A.M. on March 13, 1995, at which time they will be publicly opened in the Council Chambers of City Hall by the City Engineen No bids will be considered unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake for five (5) percent of the amount of such bid. o The City reserves the fight to reject any and all bids for any reason as determined solely by the City. 16200 Eagle Creek Ave., Prior Lake, Minnesota 55372-1714 / Ph.
