The project began with general excavation and construction of wall#4 on November 2, 2012 and finished with the completion of the add-on southwestern wall on August 10, 2013. Each of the seven original walls and the additional wall received multiple site visits from WSB Inc. Site visit observations included but were not limited to block reviews, drainage rock measurements, geogrid examinations and geogrid measurements. Most of my background is in the more stringent, commercial construction field, where I'm used to using certified engineers to analyze and test my soil, along with any other test that a city may require (steel, special inspections, etc.) And I expect to supply the City with copies of those tests if you want a copy of them. I know its not uncommon for a city to ask for some extra compaction testing or something like that. But I've never had a city require me to hire another engineering firm to test and check the same things that my engineers have already looked at. In the past, when I've worked on projects with large retaining walls, the other cities have simply required me to provide them with an engineered wall drawing, and once I did that they just put it in their files and let me start. I think most cities preferred to let the responsibility for the retaining wall fall on the engineer that designed the wall. I've already paid Civil Design Professionals and Braun Intertec a lot of money to design and evaluate my site, and they are already signed up to be paid to do more work for me, doing inspections of the retaining walls while they are being constructed. The engineers on this project have already been paid tens of thousands of dollars for some pretty simple work, mainly because they are supposed to be liable for their work. 1 th any engineer that I hire, I expect that engineer to be on the hook for any problems that are a result of his work or ,ecisions; which is why they get paid so much. If the city is going to force me to hire another engineer of their choice lake sure my walls don't fall down, it only seems appropriate that the City and their engineer would accept all of the ,ponsibility and liability for my retaining walls; since that is what they are being paid for. I've always felt that there's no Ant in paying any of these engineers to make decisions for us, if they don't have responsibility for anything. Also, if I knew that the City would require me to hire WSB, I would not have already hired Civil Design Professionals and Braun to do the work that WSB is currently quoting. Should I be canceling my work with those companies now? Wouldn't it make more sense for us to just leave the retaining wall designer with responsibility for the walls? I'm concerned that adding a 3rd engineering firm to the mix would simply add to my costs and dilute everyone's responsibility. Can you imagine if we ever did have a failure; we'd end up in court with a city, a developer, and 3 engineers all pointing fingers at other people, and the lawyers fees would far exceed the cost of fixing the retaining wall. My wall designer keeps assuring me that we have a solid retaining wall design for this project and you can see that I also designed the walls with Recon block, which is probably the strongest, highest quality segmented block system on the market. We are using 2,000 pound blocks and some of them are 5' deep. Which seems like overkill when you look around the lake and see mostly un-engineered walls made out of railroad ties or 1' deep, 40 pound, "Keystone"type blocks. I know the City has some extra concerns and requirements when working in the shoreland district and near bluff zones, but I sometimes think we are being overly cautious. Most of our walls are being installed in areas that are not currently in bluff zones, and after we chop 25'off the top of the hill, most of the steep bluff zones on this property will be leveled out, so that we no longer have bluff zones to worry about. We are also lucky enough to be in a fill situation, which allows us to see, inspect, compact, and test, the dirt that goes in behind our retaining walls. Please also keep in mind that I am designing the footings of the homes so that they do not act on the retaining walls by the lake; providing yet another layer of safety just in case a retaining wall ever did fail. Hopefully the City realizes that I'm a little different from the typical contractor that you might need to keep an eye on, who might be trying to throw up a wall as quickly as possible, to make as much money as possible, and then leave town. In this case we are dealing with my own home, and you can see from my choice of block that I'm spending a lot of extra money in order to build a very high quality wall system (Recon is almost twice as expensive as small block). I probably want a safe wall system more than any one else does, because it's my reputation and money on the line if we ever have a problem. So, I guess what I'm wondering is if we can get started on building our retaining walls? Our project is basically at a stand still until we get your approval to start and I think we both have the same goal of building a safe wall system. I'd just prefer to do it the more typical way, where my engineers do the work and if the City wants some extra compactions tests or something else done, you can just instruct me to have my engineer complete them and send you a copy. I would think that this system would provide a liability advantage for the city, and it also keeps us from doubling up on engineering work. I don't mind meeting the city's code requirements, but I do feel that having WSB do the same things that my engineers are already doing is probably overkill. Also, if I understand things correctly after talking to WSB, most of their work (compaction, testing, etc.) gets farmed out to the company that I have working for me(Braun Intertec). Project Understanding The City of Prior Lake is seeking a consultant to assist with the overview of constructing block retaining walls located near the northwest corner of TH 13 and Candy Cove Trail. The project includes reviewing the engineering drawings provided by the contractor, on-site inspection of the newly constructed retaining walls, and geotechnical analysis and testing of the soils supporting and being retained by the walls. Project Scope We have thoroughly reviewed and researched the items identified in the Request for Quotes and propose to complete the structural engineering services identified in house and utilize Braun Intertec as a subconsultant for the geotechnical services. We understand that the project includes the following general construction activities: 1. Plan Review a. Review plans provided by retaining wall contractor b. Plan review completed by State of Minnesota licensed engineer c. Provide comments on plans d.
