MN 55372 4INNESO CITY COUNCIL AGENDA REPORT MEETING DATE: October 26, 2015 AGENDA#: 9A PREPARED BY: Frank Boyles, City Manager PRESENTED BY: Frank Boyles, City Manager AGENDA ITEM: CONSIDER APPROVAL OF RESOLUTIONS APPOINTING INDIVIDUALS TO SERVE ON CITY ADVISORY COMMITTEES AS RECOMMENDED BY THE INTERVIEW/ SCREENING COMMITTEES DISCUSSION: Introduction The purpose of this agenda item is to request that the City Council adopt reso- lutions making appointments to various advisory committees pursuant to the provisions of the city council bylaws. History The City Council's various advisory committees operate in accordance with adopted bylaws. The bylaws provide that committee members may serve three year consecutive terms subject to nine-year term limits. Each October, incum- bent committee members whose three-year term is scheduled to expire are asked if they are interested in re-appointment. If so, they submit a new applica- tion and participate in an interview unless they are the only candidate under consideration and have fulfilled advisory committee performance criteria during their tenure. At the same time, staff recruits new applicants for vacant advisory body positions using the Prior Lake American, City Website, and other com- munication venues. Current Circumstances Existing advisory committee members have been asked to reapply if they de- sire. New applicants have been recruited. The respective advisory committees' interview teams composed of the appropriate representatives have been con- stituted and interviews conducted over the last two weeks. The remainder of this report summarizes the recommendations of the interview committees. The tables below show all recommended appointments, incum- bents, terms, number of potential openings, committee size if recommended appointments are made, and interview teams ( in some cases interview teams changed for various candidates because of scheduling). While we have historically moved toward one person appointed to one committee, this year persons were considered and sometimes appointed to more than one committee. The Technology Village Board of Director candidates and Economic Develop- ment Advisory Committee candidates are not included as these bodies are ap- pointed by the Economic Development Authority. If Council members have questions about the proposed appointments, the Council representatives who participated on the interview teams will be pre- pared to respond. FINANCIAL There is a cost or at least a potential of cost for the staff to provide administra- IMPACT: tive support to the committees on an ongoing basis and for City Council mem- bers to attend the meetings as liaisons. On the other hand, local government benefits from having the input of residents to accomplish the many goals and objectives identified in our 2040 Vision and Strategic Plan. ALTERNATIVES: 1. Adopt each resolution of appointment as recommended or with amend- ments for each advisory committee. 2. Refer the recommendations back to the interview committees or council liaisons. What skills do you possess which will be beneficial in serving on this advisory committee? • I work with a broad range of technology subsets,not being an expert myself in any area,but get to learn about integrating diverse technologies and procedures from many talented people.I've had to be a project manager when none were available on smaller projects but still needed to create a budget and get different resources to collaborate. Briefly describe your interest in this position and how you can serve the community. I have served on this committee since 2009 and have seen how it helped the city council make decisions about issues they may not have knowledge on.I liked helping with the website redesign and checking it for continuity and errors. I like working through the issues the committee is tasked with and soliciting advice from other residents and also hearing that they like the changes or recommendations that have come out of the committee like the website and water utility bill.
