RE: COURTWOOD VILLAGE BUILDING B TEMPORARY CERTIFICATE OF
OCCUPANCY
City Staff has met to discuss the Temporary Certificate of Occupancy for the Courtwood
Village,Building B. The remaining issue on this site pertains to the grades that are
currently in place on the Building A site. The Building A site was excavated in
anticipation of construction, however the owner of this property has decided to hold off
on construction of this building. Currently the grades on the Building A site are unstable
and unsafe. With the pending occupancy of the Building B site, these grades need to be
addressed.
Prior to the Temporary Certificate of Occupancy,the City requires that the work to
correct the slopes be completed or a Letter of Credit in the amount of$15,000.00 be
submitted to the City for this work. The Letter of Credit would cover the costs for the
grading of the slopes,promoting drainage, and for turf establishment for the Building A
site. The grades must be graded to a slope of 3:1 or less,the low areas that currently hold
water must be graded to drain, and the site must be stabilized with permanent erosion
control measures (turf). Once these improvements are made and the turf established,the
City will perform an inspection of the Building A site and if acceptable, the Temporary
Certificate of Occupancy will be granted or the Letter of Credit will be returned.
If the site grading work is not completed by July 15th,2007,the City will draw down the
letter of credit and complete the work.

RE: COURTWOOD VILLAGE BUILDING A GRADING
At the request of Brad Rothnem, the City performed an inspection of the Courtwood
Village site to determine if the outstanding grading items have been completed and the
site stabilized.
Upon viewing the site part of the re-grading work has been completed to the satisfaction
of the City in particular the northern and western edge of the excavation of Building A,
however the grades on the south side of Building A site are over 3:1 slopes, have erosion
gullies, and need to have turf established. Erosion appears to have drained into the
wetland and must be removed. In order for the financial guarantee to be returned, the
above listed items must be addressed as well as establishing vegetation on the Building A
site. Additional topsoil is recommended to allow the seed to establish.
