HomeMy WebLinkAbout9C Bids for Construction Contract Report ti U rn 4646 Dakota Street SE 4/IMvsaoi/ Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: NOVEMBER 9, 2015 AGENDA #: 9C PREPARED BY: KATY GEHLER, PUBLIC WORKS DIRECTOR PRESENTER: KATY GEHLER AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND AWARDING THE CITY'S STANDARDIZED CONSTRUCTION CONTRACT FOR MARKELY LAKE TRAIL (CITY PROJECT #PRK15-000006) DISCUSSION: Introduction The purpose of this agenda item is to accept bids and award a construction contract for the Markley Lake Trail Project. History The 2030 Comprehensive Plan identified various trail links within the City to provide connectivity for non-motorized forms of transportation. One of the more vital links connects Cardinal Ridge Park south through the new Markley Lake Woods Development and around Markley Lake. This segment will complete the connection from County Road 44 to the regional trail along County Road 21. This connection will allow greater recreational mobility to the regional park destinations of Murphy-Hanrehan and Cleary Lake Park. In addition it provides a local neighborhood connection for those users desiring a shorter looped route. The 2030 Comprehensive Plan on page 122 states:" Some of the most popular recreational facilities are trails around lakes. The city currently does not have a trail loop around a lake." The plan goes on to talk about Jeffers and Campbell Lakes as Priorities. Jeffers has been completed and Campbell is in the annexation area. As the council is aware progress has been made installing trail around Pike Lake. The 2007 Park and Trail map show a proposed trail or sidewalk next to Markley Lake. Accordingly the developer donated an extensive trail segment for this purpose. The trail will navigate from the existing bituminous trail in the developed portions of Cardinal Ridge Park through the passive forested park land and down the slopes to Marley Lake. It will then run along the shore of Markley Lake terminating at the Welcome Avenue Cul-de-sac. In the future it is envisioned this route will connect through the industrial park to an improved intersection at CR21 and CR87 (Revere Way/170th Street). The trail placement near the lake is multi-functional. This location will allow users to experience a closer connection to the ecological habitats surrounding Markley Lake. In addition the trail will serve as a border between the delineated wetlands of Markley Lake and the residential homes. During the review of the Markley Lake Woods development it was determined that the City would take the role of building the trail because the donation of property Phone 952.447.9800 / Fax 952.447.4245/www.cityofpriorlake.com needed for this purpose approached the statutory maximums . The City contracted with LHB to complete the design work for the project. The Plans and Specifications were advertised and bids were received on October 26, 2015. Current Circumstances The City received a total of nine bids on October 26, 2015. The bids have been tabulated and checked for accuracy. To allow flexibility of the project award bidders were asked to give a base bid for the work from Cardinal Ridge Park through the Markley Lake Woods development and bid the remaining work as an Alternate. The Council can decide whether to award just the Base Bid or the Base Bid plus the Alternate. M.HENTGES $833,778.00 $86,133.75 $619,911.75 VEIT $563,049.00 $98,723.50 $661,772.50 Barber Construction, Inc. from St. Bonifacius, Minnesota submitted the low bid in the amount of$443,713.00. The lowest bid was $151,722 or 25% below the engineer's estimate of$595,435.00. Due to the significant difference in the low bid amount, references were confirmed. Barber has performed well on similar or larger trail projects in other municipalities. In one case Barber was the low bidder by a substantial amount. The City reported that they performed well on the project without issues. Conclusion The bidding environment was extremely favorable this fall for this project and so the staff recommends that the entire project be undertaken. It is recommended that the construction contract be awarded to Barber Construction for both the Base Bid and Alternate. ISSUES: Construction Although the 2015 summer construction season is almost over, this project fits well into a late fall start. Due to the location, a dryer or frozen condition will be more ideal for the excavation and subbasing of the trail. Basing of the trail this fall will avoid surprises by acting as a visual cue for the property owners of the Markley Lake Woods Development. Final grading in upland areas and placing of the bituminous will occur in the spring. Property Acquisition The City is in the process of acquiring property rights to the last remaining property around Markley Lake. It is not expected that this property will be subdivided in the future so property rights will have to occur through direct negotiation. The City will need about twenty feet of width for the trail plus an additional ten feet for construction. The north side of this lot lies in low land that is not suited for 2 industrial development. Staff will be bringing forward a subsequent item regarding the acquisition of property once an agreement is finalized with the current property owner. This project will not be initiated until the staff successfully secures this property. Our estimated cost for this acquisition is $5000. FINANCIAL The funding to initiate this project is available in the Capital Park Fund which has a IMPACT: balance of$606,500.63 and may only be used for park related purposes. A summary of the project costs is below. Our projections in the Capital Improvement Program did anticipate this expenditure. ALTERNATIVES: 1. Approve a resolution accepting bids and awarding the City's Standardized Construction Contract to Barber Construction Inc. for the Markley Lake Trail Project #PRK15-000006. 2. Deny this item for a specific reason and provide Staff with direction. 3. Defer this item until a future date. RECOMMENDED Motion and second for alternative No. 1. Barber Construction is the lowest responsible bidder. 3. The Mayor and City Manager are hereby authorized to enter into the City's standard contract with Barber Construction in the name of the City of Prior Lake for the Markley Lake Trail Construction (Project#PRK15-000006) Base Bid and Alternate in the amount of$443,713.00. 4. The City Manager is hereby authorized and directed to return to all bidders the deposits that accompanied their respective bids. 5. All of the bids were reviewed and no errors were identified. We contacted several references for Barber Construction and received positive comments.
