INTRODUCTION:
The City of Prior Lake Parks and Recreation Department
has been approached by P .L.A. Y. about building a storage
shed / picnic structure at The Pond Athletic Complex. The
building would be built from donated material and donated
labor, all of which would be coordinated by P.L.A.Y.
BACKGROUND:
Currently there is a storage shed located at Memorial Park
which is used by P.L.A.Y. In addition, a portable storage
structure has been used in the past at The Pond Athletic
Complex. These two storage facilities are not meeting the
current demand for storage space.
P . L.A. Y. is proposing that a building be built for storage
and selling concessions. The building itself would be
located southeast of the lower parking lot, be
approximately 32' x 44', and be constructed with 8"
rockface block for durability, resistance to vandalism, and
also to match the existing building located between the
softball fields. (Please see attached sketch of building
and site plan showing location.)
Tom Reddinger, P.L.A.Y.'s Football Program Director, is
the contact person from the P .L.A. Y. Board that staff has
been communicating with regarding this idea. Mr.
Reddinger has been, and will continue to be, the individual
who will coordinate the project. So far he has been in
contact with several organizations and private contractors
seeking their support for the project. Mr. Reddinger has
informed staff that the support is there, but final

DISCUSSION:
FISCAL IMPACT:
commitments have been put on hold until the city council
approves the project.
This was a project that Bill Mangan was working on with
P.L.A.Y. for the past few months. P.L.A.Y. was hoping to
have started this project earlier, but has had to wait until
staff has had the chance to get up to speed on this proj ect
and make sure that everything is in order.
This building would be used to house the equipment for
P.L.A.Y.'s football program and also for some of the Park
Department's field maintenance supplies. The picnic area
attached to the structure would allow spectators a chance to
get out of the rain or hot sun during an athletic contest and
it would also provide a good location for a "tournament
headquarters" for any tournaments held at the park.
The Parks and Recreation Department would benefit
greatly from a facility of this nature. Items used for field
maintenance could now be stored on site. They would not
have to be hauled in each time from the parks shop. In
addition, the portable storage trailer could finally be taken
out of the park.
The location of the building is acceptable to both staff and
P.L.A.Y. for the reasons mentioned above concerning
storage and ability to view the fields. The building will
have water and electricity running to it. However, the
water will be in the form of an outside faucet, meaning
that no sewer connection will be needed. If concessions
will be sold, it will have to be done in the picnic area and
not in the storage area.
Aquisition of the building material and construction of
the building would be handled by P.L.A.Y. The parks
department will run a water line and an electricity line
from the existing building to the new building. Sentence
To Serve personnel are expected to help in construction
of the roof over the picnic area.
As has been done in the past with park facilities, P.L.A.Y.
is requesting the city permit fees be waived for this project.
All of the appropriate steps have been or will be taken in
regards to the project plans and specifications through city
staff. The Building Official has reviewed the plans and has
informed me that there would be three or four inspections
required for the project.
As part of the permit process, a "letter of intent" will be
signed by P.L.A.Y. to assure that when the project is
started, it will in fact be completed by P.L.A.Y.
ALTERNATIVES:
There are three alternatives for the City Council to
consider:
1.) Approve the request for P.L.A.Y. to build a storage
and picnic building at The Pond Athletic Complex.
This would also include the permit fees being
waived for the project.
2.) Deny the request from P.L.A.Y.
3.) Table this item until a date certain in the future
RECOMMENDATION: Staff recommends Alternative #1 be approved allowing
P.L.A.Y. to build the storage and picnic shelter at The Pond
Athletic Complex. Staff also recommends that the permit
fees associated with this project be waived as has been done
with other park projects.
This type of addition to the park will be an asset not only to
P.L.A.Y. and all of its participants, but also to the general
public who will have an opportunity to use the sheltered
picnic area when they use or visit the park.
