INTRODUCTION:
The purpose of this Agenda item is to approve plans and
specifications and to receive authorization to advertise for
bids for Project 95-05, Carriage Hills Parkway Phase 2.
BACKGROUND:
Proiect 95-05 is the segment of Carriage Hills Parkway from
Pike Lake Trail easterly to Bluebird Trail, within the Knob Hill
plat. Please see the attached drawing for the locations.
The developer of the Knob Hill plat is providing right-of-way
through their plat. A permanent street, drainage, and utility
easement along the south side of the first 700 feet east of
Pike Lake Trail is being acquired through eminent domain of
which the City has taken possession in February 1995. The
developer of Knob Hill is grading the right-of-way for this
road and installing watermain in this area prior to July 1,
1995. Following July 1 st, the City has access to construct
the storm sewer and street improvements for the parkway.
The Resolution sets a bid opening date of June 16, 1995.
Bids will be submitted to the Council at the June 19, 1995
meeting.
Funding for this project is from the Municipal State Aid
account and Street Collector fund. The City did deposit with
the District Court an amount equal to the appraisal value of
the property the week of February 6, 1995.

The alternatives are as follows:
1. Approve the Resolution ordering an Advertisement for
Bid with a bid opening date of June 16, 1995 at 10:00
A.M.
2. Table this item for a specific reason.
3. Deny the project at this time.
Approval of the Resolution would be appropriate.
The cost of Project 95-05 will be recovered through
Municipal State Aid funds and Street Collector funds.
RESOLUTION 95-35
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
AND ORDERING ADVERTISEMENT FOR BIDS ON
CARRIAGE HILLS PARKWAY PHASE 2 (PROJECT 95-05)

WHEREAS:
pursuant to Resolution 95-11 which the City Council approved on
February 21, 1995, the City Engineer and the City's Engineering
Consultant MSA Consulting Engineers, has prepared plans and
specifications for the street improvement project on Carriage Hills
Parkway Phase 2 (formerly known as Carriage Hills Road) from
Pike Lake Trail to Bluebird Trail by the construction of grading,
storm sewer, aggregate base, concrete curb and gutter,
bituminous surfacing, sidewalk, landscaping, and appurtenant
work;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that:
1. Such plans and specifications, a copy of which is
attached hereto and made a part of hereof, are hereby
approved.
2. The City Manager shall prepare and cause to be inserted
in the official paper and in the Construction Bulletin an
advertisement for bids upon the making of such
improvement under such approved plans and
specifications. The advertisement shall be published not
less than 21 days prior to bid opening, shall specify the
work to be done, shall state that bids will be opened, and
that all bids will be received by the City until 10:00 A.M.
on June 16, 1995, at which time they will be publicly
opened at City Hall by the City Engineer.
No bids will be considered unless sealed and filed with
the City Manager and accompanied by a cash deposit,
cashier's check, bid bond, or certified check payable to
the City of Prior Lake for five (5) percent of the amount of
such bid.

3. The City reserves the right to reject any and all bids for
any reason as determined solely by the City.

RESOLUTION 95-36
RESOLUTION RELATING TO PARKING RESTRICTIONS ON
S.A.P. 201-106-04 ON CARRIAGE HILLS PARKWAY FROM
PIKE LAKE TRAIL TO BLUEBIRD TRAIL IN
THE CITY OF PRIOR LAKE, MINNESOTA
MOTION BY:
SECONDED BY:
WHEREAS,
the "City" has planned the improvement of MSAS 106 (Carriage
Hills Parkway) from Pike Lake Trail to Bluebird Trail; and
WHEREAS,
the "City" will be expending Municipal State Aid Funds on the
improvement of this Street; and
WHEREAS,
this improvement does not provide adequate width for parking on
both sides of the street; and approval of the proposed construction
as a Municipal State Aid Street project must therefore be
conditioned upon certain parking restrictions.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that the "City" shall ban the parking of motor vehicles on both sides on
MSAS 106 (Carriage Hills Parkway) from Pike Lake Trail to Bluebird Trail.
