FRANK BOYLES, CITY MANAGER,\XY CONSIDER APPROVAL OF APPOINTMENT TO LAKE ADVISORY COMMITTEE MA Y15, 1995 John Wingard has resigned from the Lake Advisory Committee effective on his date of appointment as Assistant City Engineer, which is May 22, 1995. To retain a full complement of Lake Advisory Committee members it is necessary to appoint one new member. On April 24, in accordance with he City Council';s Bylaws, individuals were interviewed to fill vacancies on the Business Development Committee, Park Advisory Committee, and Lake Advisory Committee. Three individuals were interviewed for the Lake Advisory Committee. One opening was filled with the appointment of Tom Kearney. Attached for information are applications from the other two individuals that were interviewed. Both parties appear to have qualifications desirable for service on the Lake Advisory Committee. A determination should be made which of the two individuals should be appointed to fill Mr. Wingard's unexpired term which will be completed on October 1, 1996. I have lived in Prior Lake for 4 years and live with direct access to the lake and spend a great deal of ny time on and around it. With the changes that will take place the Prior Lake area in the near future, I feel there will need to be solid emphasis on maintaining all aspects of the quality of the lake. Was involved during the discussions for establishing more detailed regulations on the lake. I am the V.P of the Willow Beach Association. WORK EXPERIENCE: 3/93 to Present SENIOR ENGINEER, ELECTRICAL CAE/D APPLICATIONS, ROSEMOUNT AEROSPACE INC., BURNSVILLE MN. Responsible for all company wide electrical CAE/D applications. Includes UNIX based workstation and software installation, budgeting and administration. Have responsibility for development of processes and procedures for the use of the tools along with in house training, component library control and supervision of the component librarian. 4/90 to 3/93 SENIOR ENGINEER, MANUFACTURING ENGINEERING., ROSEMOUNT INC., EAGAN MN. Responsible for automatic test support for this facility, including computer related support of the technical office community. Also have manufacturing responsibilities for several product lines, including capital equipment planning, process specifications and documentation, along with day to day floor support. 12/83 to 4/90 PROJECT ENGINEER, APPLIED TECHNOLOGY, ROSEMOUNT INC., BURNSVILLE MN. Responsible for design and implementation of automatic test systems for the Aero division. Including, writing appropriation requests, vendor analysis, software documentation, and budget tracking. Worked closely with design engineering on new products to ensure testability. Worked on many interdepartmental projects, giving work direction and technical support. 9/79 TO 12/83 MANUFACTURING ENGINEER, ROSEMOUNT INC., EDEN PRARIE, MN. Responsible for design and maintenance of test and calibration equipment for production floor. Also responsible for production documentation, evaluation of nonconforming product, and process evaluation to reduce cost. Gave work direction to three technicians. I enjoyed working with all of you during my time on the Board, and think together we accomplished a great deal to benefit our City's finest natural resource. As you know, I have accepted a position as Assistant City Engineer with the City of Prior Lake, and this makes my resignation from the Lake Advisory Board necessary.
