Change in Planning Commission Bylaws
June 19, 1995
The purpose of this report is to present recommended changes
in the Planning Commission bylaws which provide for
apprenticeships for new members and extends the terms of
current commissioners.
At its April 20 meeting, the Council adopted a motion to
"request that the Planning Commission recommend
appropriate revisions to their bylaws for the continuation of the
terms for Planning Commission whose terms are to expire until
such time as the 2010 Plan has been completed and also to
include a provision for an apprenticeship to be served by newly
a'ppointed members to assure continuity." The Commission
discussed this at its May 22 meeting and asked staff to draft
suggested language which reflected the comments made. The
Commission reviewed this language at its June 12 meeting
and recommended its approval.
The language set forth below is the recommended amendment
to the Planning Commission bylaws.
Section 2-3-1 of the Planning Commission Bylaws is
hereby amended by deleting the last sentence beginning
"Said members..." and inserting the following:
Said members shall serve as apprentice members from April 1
to June 30 following their initial appointment. During this
period, the apprentice members shall attend Planning
Commission meetings for the purpose of familiarization with
the planning process. Apprentice members may participate in
the deliberations of the Commission at the discretion of the
Chair, but they shall not have voting privileges. In the case of

an appointment to replace a Commissioner before the end of a
term, the apprenticeship period may be waived by the City
Council.
The members regular term shall begin on July 1 and shall run
for 2 years and terminate on June 30 unless the member is
reappointed..
New Commission members appointed for terms beginning July
1, 1995 shall serve a 3 month apprenticeship period from July
1, 1995 to September 30. 1995. Commissioners whose terms
expire on June 30, 1995 shall have their terms extended to
September 30, 1995.
ALTERNATIVES:
1. Approve the recommended language.
2. Deny the recommended language.
3. Approve the recommended language with specified
modifications.
RECOMMENDATION: The staff recommendation is to approve Alternative 1.
