AGENDA #: PREPARED BY: SUBJECT: DATE: BACKGROUND: DISCUSSION: ISSUES: STAFF AGENDA REPORT 4(n) (\~~J\~ FRANK BOYLES, CITY MANAGER '\."'\ \l CONSIDER APPROVAL OF APPOINT TS TO PLANNING COMMISSION JUNE 15, 1995 The City Council has directed that the Planning Commission revise its bylaws to provide for apprenticeships for new Planning Commissioners. Agenda item 4 (m) accomplishes this direction. Accordingly, it is appropriate for the City Council to consider the appointment of replacements to positions occupied by Chuck Arnold and Dave Roseth who will reach their term limitation maximums as of June 30, 1995. This agenda item provides recommendations to accomplish this purpose. An announcement was placed in the Prior Lake American. As a result of the announcement, six applications were received. Applicants included individuals who were very well qualified to serve on the Planning Commission. Applicants included: Dave Wuellner, who was a member of the Planning Commission for two years and who resigned because of travel demands associated with his previous occupation. Dave has now changed jobs which entails substantially less travel. William Crieg-o is another applicant who is president of W. C. Enterprises, and owns three Battery Plus stores in the Metropolitan area. He has had substantial experience in marketing and sales as well as general management. Garv Gleisner is a certified public accountant and has extensive experience in banking, financial issues and works for a Casino Management Corporation. While all three candidates were well qualified, David Wuellner and William Criego would be excellent choices to fill the two upcoming vacancies. The City Council should determine whether or not it will accept the recommendations of the Subcommittee for the appointment of David Wuellner and William Criego to serve as AG615953.DOC 16200 Eagle Creek Ave.. As part of their appointment for the period of July 1 through September 30 would be served as an apprenticeship. During this period the two would attend all Planning Commission meetings, participate in the discussion, but have no voting rights. During this period of time we would propose that each be paid $20 per diem as opposed to the $40 per diem for full members. The terms for these two individuals would also be extended to September 30 instead of the normal June 30 to compensate for this apprenticeship time. ALTERNATIVES: Council has the following alternatives: 1. Approve the appointments of Dave Wuellner and William Criego to the Planning Commission as part of the Consent Agenda in accordance with the recommendations of the Subcommittee. 2. Remove this item from the Consent Agenda for additional discussion. RECOMMENDATIONS:Altemative #1. The Subcommittee recommends that these two individuals be appointed to serve on the Planning Commission. ACTION REQUIRED: Motion and second to approve the appointment of Dave Wuellner and William Criego to the Planning Commission to serve an apprenticeship from July 1 through September 30 with a per diem reimbursement of $20 per meeting followed by an appointment as Planning Commission members from September 30,1995 through September 30, 1997.
