CIVIL DEFENSE SIRENS IMPROVEMENT (pROJECT 93-04)

INTRODUCTION:
The purpose of this item is to consider the approval of the plans and
specifications for Project #93-04, Civil Defense Sirens improvements. If
plans are approved by the Council, then adoption of Resolution 95-45 is in
order to authorize the Advertisement for Bids on the project.
BACKGROUND:
This project proposes to construct five (5) Civil Defense Sirens to increase
the City's system of outdoor warning sirens. There would be two (2)
sirens in the Shakopee Mdewakanton Dakota Community area, one (1) in
The Wilds, one (1) by the new fire station in the Business Office Park, and
one (1) would be located on Pike Lake Road by Pike Lake. Sirens provide
an immeasurable benefit to residents with an early warning to events such
as severe storms, environmentally dangerous situations, or national
security threats. The sirens are proposed to be an electro-mechanical siren
that is rotational and has a range of 5,000 feet. The attached plan shows
the location of the proposed sirens.
MSA Consulting Engineers has been authorized to prepare the plans and
specifications. The plans have been prepared for Council approval. If
Council approves the plans, the next step would be to authorize an
advertisement for bids by approving Resolution 95-45.
The construction cost estimates for Project 93-04 were estimated to be
$80,000.00.
DISCUSSION:
The project will construct the five Civil Defense Sirens in the locations
shown on the plans. The sirens will provide coverage to areas in the
northwest and southeast areas of the City that do not have a warning siren.
The Engineer's Estimate to construct the improvements is estimated to be
$80,000 which includes 50/0 contingency and with 30% indirect costs to
cover engineering, bonding, administrative, and legal costs. The total
project cost to construct the Civil Defense Sirens is $104,000.

We have requested that the Dakota Comm unity pay for the two sirens
servicing their community. If they elect not to pay, we will delete these
sirens from the project.
The bid opening for this project, if Council approves the plans, would be
scheduled for July 14, 1995 at 10:00 A.M.
ALTERNATIVES:
The alternatives are as follows:
1. Approve the Plans and Specifications and approve Resolution 95-45
ordering an Advertisement for Bid with a bid opening for July 14,
1995 at 10:00 A.M.
2. Table this item for a specific reason.
3. Deny the project at this time.
RECOMMENDATION:
Approval of Resolution 95-45 would be appropriate subject to Council
direction.
FINANCIAL IMPACT:
The cost of Project 95-45 will be recovered through Equipment
Certificates. The City is working with the Shakopee Mdewakanton
Dakota Community to receive funding for two sirens located on
reservation land. If the city does not receive approval from the Shakopee
Mdewakanton Dak Community for the two sirens on their property,
then the bid ts will allow the deletion of the two sirens.

RESOLUTION APPROVING PLANS AND SPECIFICATIONS
AND ORDERING ADVERTISEMENT FOR BIDS ON
CIVIL DEFENSE SIRENS IMPROVEMENT (pROJECT 93-04)
MOTION BY: SECONDED BY:
WHEREAS, the City Engineer and the City's Engineering Consultant, MSA Consulting Engineers, has prepared
plans and specifications for the construction of five (5) Civil Defense Sirens and appurtenant work;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that
1. Such plans and specifications, a copy of which is attached hereto and made a part of hereof,
are hereby approved.
2. The City Manager shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such improvement under
such approved plans and specifications. The advertisement shall be published not less than
21 days prior to bid opening, shall specify the work to be done, shall state that bids will be
opened, and that all bids will be received by the City until 10:00 A.M. on July 14, 1995, at
which time they will be publicly opened in the Conference Room by the City Engineer.
No bids will be considered unless sealed and filed with the City Manager and accompanied
by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior
Lake for five (5) percent of the amount of such bid.
3. The City reserves the right to reject any and all bids for any reason as determined solely by
the City.
