PREPARATION OF PLANS AND SPECIFICATIONS.

The City Council has authorized the selection of BRW Elness
as architects for the Prior Lake Public Works/Parks
Maintenance Garage. The Council has also revised the total
project budget from the originally estimated $2.6 million to
$3.0 million. In order to proceed expeditiously with the
project, it is necessary for the Council to approve the building
design and authorize preparation of plans and specifications.
This agenda item requests that the Council act upon each of
these issues.
Jeff Ortell and Pete Keely representing BRW Elness
Architects, Inc. have been meeting with Public Works and
Park Maintenance staff members to discuss the Public
W orkslPark Maintenance building project.
The focus thus far has been on the building's interior and
exterior. We have been concerned that the interior has
sufficient size, layout and equipment to optimize its utility for
the most number of years. We have also worked carefully to
avoid conflicts between the use of various portions of the
building interior . We have been seeking a way to economically
breakup the exterior monotony of the large storage area while
assuring that the office portion of the building is consistent
aesthetically with the fire station.
Attached is a schematic showing the building site and
proposed interior of the building, including the office area,
equipment maintenance and vehicle storage areas. The office
area is intended to provide expansion capacity for future
employees in the Public Works and Park Maintenance area. A
number of the offices are not hard walled which will allow
flexibility in the future and the opportunity to maximize space
utilization. Finally, the layout and location of the conference

room is such that the building can be used by the public after
normal work hours for meeting purposes.
The key sections of the building are the equipment
maintenance area and shops. In these spaces much of the
preparation is done so that maintenance activities in the
community can take place. Vehicle storage is also high priority
so that the city's multimillion dollar investment in equipment
is well protected.
The building exterior is intended to be reasonably consistent
with the quality found at the fire station #1. The office portion
of the structure will consist primarily of brick in colors which
are similar in many respects to the fire station. The storage
area will be tip up concrete panels which are banded and
textured in an effort to provide aesthetic relief for the garage
portion of the building.
Included with this report are building sketches from various
vantage points. The architect will review these plans with the
City Council at the June 19 meeting. Council may wish to
share comments or propose revisions. One decision the
Council should make has to do with a bell or clock tower
proposed on the northern elevation of the building. The north
and west elevation drawings show the clock tower. This
concept is intended to keep this building structurally
consistent with both the fire station and city hall. According to
the Architect, the cost of the tower is approximately $5,000.
Councilmembers should determine whether, in their
estimation, the cost is worth the benefit of retaining the tower.
Once the Council has reviewed the design plans, it would be
appropriate to approve the plans and then consider
authorization for preparation of plans and specifications for
bidding purposes. Attached is a building schedule for the
maintenance facility. Council will note that the intent is to
award bids by September 5 and start construction by
September 12 of this year. By doing this the Architect believes
we can get the best prices possible and have the building
envelope completed so that interior work can take place over
the winter. This also allows the Park Maintenance and Public
Works Departments to move into the building by
approximately July, 1996.
In order to move forward with the Public WorkslParks
Maintenance Building project, it is necessary for the City
Council to approve the design of the structure and authorize
the preparation of plans and specifications. The design
proposed is within the project budget. If the architect is to
remain with the proposed building schedule, then Council
actions on both issues are required on June 19. If, however,
the Council has major concerns it is still appropriate to defer
action for further study.
AL TERNA TIVES: Council has the following alternatives:
1. Approve the building design with the clock tower and
authorize preparation of plans and specifications.
2. Approve the design without the clock tower and authorize
preparation of plans and specifications.
3. Defer action on approval pending the receipt of additional
information.
RECOMMENDATIONS:Alternative #1. In order to maintain the schedule laid out by the
architect, it would be appropriate for the City Council to approve
the building design and authorize preparation of plans and
specifications. In my estimation, the clock tower provides a ready
identification for Prior Lake municipal buildings. Given the
productive life of this facility and the image the city is intending to
convey, I believe that the clock tower is a minimal and worthwhile
investment.
ACTION REQUIRED: Motion and second to approve Resolution 95-54 Approving Design
for the Prior Lake Public Works and Park Maintenance Building
and Authorizing Preparation of Plans and Specifications.

A RESOLUTION APPROVING THE DESIGN FOR
AND AUTHORIZING THE PREPARATION OF PLANS
AND SPECIFICATIONS FOR THE CONSTRUCTION
OF PUBLIC WORKS/PARK MAINTENANCE BUILDING

WHEREAS, the City Council has approved a project budget of up to $3,000,000.00 for the
design and construction of a Public W orkslPark Maintenance facility; and
WHEREAS, the architectural firm of BRW Elness has been selected; and
WHEREAS, the City Council has authorized financing for this project and reviewed a
project timeline.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PRIOR LAKE, MINNESOTA that it should and hereby does approve the
design for the Public Works/Parks Maintenance facility as set forth in the Staff Report of
June 19, 1995 and authorizes the preparation of plans and specifications.
