AWARDING BID FOR THE FOLLOWING COMBINED
PROJECTS:

PROJECT 93-03 TH 13/MITCHELL POND STORM SEWER
PROJECT 95-01 RIDGEMONT AVENUE
PROJECT 95-02 CREEKSIDE CIRCLE
AND AUTHORIZE MSA CONSUL TING ENGINEERS TO
PERFORM CONSTRUCTION ENGINEERING SERVICES.

INTRODUCTION:
The purpose of this Agenda item is to accept or reject bids received
and enter into a contract for the above mentioned projects.
Resolution 95-52 has been prepared for Council action on the
award of bid. Also this Agenda item is for Council to consider
authorizing MSA Consulting Engineers to perform the
construction engineering services on this project.
BACKGROUND:
On May 15, 1995, the City Council approved the Advertisement
for Bids for the following improvement projects:
Project 93-01 Industrial Park Storm Sewer,
Project 93-03. TH. 13/Mitchell Pond Storm Sewer,
Project 95-01. Ridgemont Avenue,
Project 95-02. Creekside Circle,
A bid opening on June 12, 1995, at 10:00 A.M. was held at City
Hall, and the results are shown in Resolution 95-52.
DISCUSSION:
The four projects were bid together in hopes of obtaining the best
unit prices. Resolution 95-52 shows that S.M. Hentges & Son Inc.,
from Jordan, Minnesota is the low responsible bidder. The low

base oid including Alternate bid A and B is $424,077.85. The
Engineer's Estimate was $425,000.00 for the combined projects.
Project 93-01. Industrial Park Storm Sewer
The City is negotiating with new property owner for an easement
to construct storm sewer straight through to Markley Lake.
Property owner is favorable to sign an easement to allow such
construction. MSA Engineers will revise the plans to show the
agreed upon route and a Change Order will be prepared to reflect a
reduced cost of construction.
Project 93-03. TH. 13/Mitchell Pond Storm Sewer
Under the Cooperative Agreement conditions with MnDOT for
Mitchell Pond, the project cannot be awarded until MnDOT has
reviewed and approved the plans which is currently underway.
MnDOT should give approval the week of June 6-12, 1995.
Project 95-01. Ridgemont Avenue
The base bid with alternate A for the reconstruction of this street,
storm sewer, sanitary sewer, and watermain is $164,542.45. The
original feasibility report estimate was $226,700.00. The
assessments were calculated using the estimate from the feasibility
report. New assessments rates have been calculated using the
actual bid prices for this project. The following is a breakdown on
the assessments:

Project 95-02. Creekside Circle
The base bid with alternate B for the reconstruction of this street,
and storm sewer is $125,334.40. The original feasibility report
estimate was $119,900.00. During the design phase alternatives
were explored to change this roadway from a rural section the
urban. At the end of final design a urban section was included in
this project resulting in a estimated 50/0 increase in the project cost.
Notifications were sent to the effected residents informing them of
this increase. The bid received indicates a 4.5% cost increase.
AL TERNA TIVES: The alternatives are as follows:
1. Approve Resolution 95-52 accepting bids and awarding the
contract for Project 93-01, 93-03, 95-01, and 95-02 to the
lowest responsible bidder, S.M. Hentges & Sons, Inc. for the
Base Bid and Alternate Bid amount. Approve a motion
authorizing MSA Consulting Engineers to perform
construction services for these projects at a cost not exceed
$48,992.00.
2. Do not approve Resolution 95-52 for specific reasons.
3. Table this item for specific reasons.
RECOMMENDATION: The recommendation is to award the bid to S.M. Hentges & Sons
Inc. for the base bid amount and alternate A and B contingent upon
fully executed Cooperative Agreement with MnDOT.
FINANCIAL IMP ACT: Project 93-01 and 93-03 will be paid through Ad Valorem Tax
Levy.
Projects 95-01 and 95-02 will be paid through Special
Assessments, Ad Valorem Tax Levy, and Trunk Reserve.
ACTION REQUIRED:
Make a motion to approve or deny Resolution 95-52. Make a
motion to authorize MSA Consulting Engineers to perform
construction services 0 Project 93-01, 93-03, 95-01, and 95-02 at
a c~ ed $ ,992.00 without further authorization.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that
1. The Mayor and City Manager are hereby authorized to enter into a contract
with S. M. Hent~es & Sons Inc. of Jordan Minnesota in the name of the City
of Prior Lake for the street overlay/reconstruction improvement project as
follows:
Project 93-01 Industrial Park storm Sewer
Project 93-03 TH. 13/Mitchell Pond Storm Sewer
Project 95-01 Ridgemont Avenue
Project 95-02 Creekside Circle
by the construction of grading, storm sewer, sanitary sewer, watermain,
aggregate base, concrete curb and gutter, bituminous surfacing, and
appurtenant; according to the plans and specifications therefore approval by
the City Council and on file in the office of the City Manager.
2. The City Manager is hereby authorized and directed to return forthwith to
all bidders the deposits made with their bids, except that the deposits of the
successful bidder and the next two lowest bidders shall be retained until a
contract has been signed.
