STAFF AGENDA REPORT AGENDA NUMBER: PREPARED BY: SUBJECT: DATE: PAUL HOKENESS, PARKS & RECREATION DIRECTOR REJECTION OF BID PROPOSAL FOR PURCHASE OF ONE NEW 80 HORSEPOWER FOUR WHEEL DRIVE TRACTOR JULY 31, 1995 INTRODUCTION: The City of Prior Lake received bids on July 18, 1995 for the purchase of City equipment. Included in the bid package was one new four wheel drive 80 horsepower tractor. Staff would like to reject the bids and rebid the tractor hoping to solicit more vendors and receive more competitive bids. BACKGROUND: The tractor will be primarily used by the Parks Department for soil preparations, turf development, athletic field maintenance, and snow removal. This tractor will replace a 1984 Allis Chalmers which is to be traded in as part of this transaction. DISCUSSION: Two bids were received for the tractor, however, only one was opened at the public bid opening. The other bid was erroneously delivered to the Public Works Garage. Consequently, there is some question whether this bid can be considered at all. The single bid received is generally the conformance with the specifications but I believe that rebidding the equipment could be additionally advantageous to us in the areas of: 1. Price 2. Conformance with specifications 3. Maintenance availability 4 . Vendor relations The public notice and bid invitation does specifically say that, "The City of Prior Lake reserves the right to reject any or all bids." Staff estimates that by rebidding this piece of equipment there could be a $2,000 savings. 1. Reject all bids for this equipment received on July 18, 1995 and direct staff to rebid the tractor and solicit other vendors. 2. Accept the current bids and not rebid the tractor. Staff recommends Alternative # 1. We have contacted the two vendors involved so they are aware of our recommendation. We have asked them to submit another proposal if they are interested in supplying this equipment. AGENDA #: PREPARED BY: SUBJECT: DATE: BACKGROUND: DISCUSSION: ~RANK BOYLES, CITY MANAGE (X:: CONSIDER APPROVAL OF RES ION 95-73 PROVIDING FOR THE ISSUANCE AND SALE OF $950,000 GENERAL OBLIGATION IMPROVEMENT BONDS OF 1995 JULY31,1995 The City Council has authorized solicitation of bids for the sale of $950,000 in general obligation improvement bonds. The bid opening is scheduled for Monday, July 31, 1995 at 11 :30 A.M. The City Council will be awarding the bid at 1 :00 P.M. at the Fire Station. Attached is a copy of the preliminary official statement prepared by Juran and Moody with respect to the sale of the $950,000 General Obligation Bond Issue. The projects to be financed by this issue include: Creekside Circle, Ridgemont Avenue, Grainwood shelter, Memorial Park rest rooms, County Road 18 improvements and County Road 44 improvements. We anticipate receiving numerous bids with respect to this bond issue. The date of opening has been carefully established by Steve Mattson, of Juran and Moody, in hopes of maximizing competition between syndicates. Attached is a resolution prepared by Briggs and Morgan which would authorize award of bid. The Council will have to fill in the appropriate information based upon the bids received. ALTERNATIVES: Council has the following alternatives: RECOMMENDATION: 1. Authorize award of bid to the lowest responsible bidder as determined by Juran and Moody. 2. Take no action subject to receipt of additional information. Alternative #1 ACTION REQUIRED: Motion and second to approve Resolution 95-73 to authorize award of bid for the sale of $950,000 in General Obligation Improvement Bonds for 1995.
