Hentges and Sons would like to thank residents for their patience during the street reconstruction on Ridgemont Avenue. The work being done is much more than just repaving. This is a total street reconstruction project, includ- ing underground utility work, which will provide a quality road for the next 20 years Utility Installation The installation of sanitary sewer and watermain will be completed by the end of this week. Storm sewer crossings will be installed early next week and will complete the under- ground work. Getting Around To assist traffic in getting through the construction area, the contractor, S.M. Hentges & Sons, provides a flagman during working hours. Because Ridgemont Avenue is your only route to and from your homes, the contractor has arranged his work so that your route remains passable. The surface is to be graded hourly during working operations. We ask that you be patient with the sticky condi- tions on rainy days, until the contractor has a chance to grade the road and the sun has a chance to dry out the wet soil. Construction of a temporary detour road was evaluated during the design of the project. How- ever, due to site constraints, it was determined that a temporary detour road was not feasible - there is simply no place to construct one. Subgrade Correction In the next week or so, unstable soil will be removed from areas that are especially soft to drive on. It will be replaced with crushed rock, which will provide a stable sub grade to support the new road surface, and provide a temporary driving surface. The city is working closely with the contractor to expedite the placement of the crushed rock. In addition, 4-inch drain tile will be put in place to help sub grade drainage. This will extend the life of the new pavement. Continued on back Estimated Schedule. Next Three Weeks Week of July 31 - Storm sewer installation - Placement of crushed rock Week of August 7 - Crushed rock placement Week of August 14 - Curb and gutter installed · Wet weather could affect this schedule (Continued from front) Schedule The Ridgemont Avenue Street Reconstruc- tion Project began this past July 17. The scheduled completion date is September 14, 1995. To many of you it may appear that little progress has been made. This is because the underground portion of this type of project takes longer and results in more disruption to residents, than the above ground work. This particular project has also been complicated by the fact that there have been several rain days since its begin- ning. Two inches of rain fell on July 21st, which virtually stopped work. Nevertheless, despite the rain and unforeseen delays in the underground phase, the City, MSA and the contractor feel confident of meeting the completion date. Residents should notice a great deal of progress in the next two weeks. Who To Call Dave Thompson is the proj ect inspector. Dave is accessible in Prior Lake every day. Your number will appear on Dave's pager and he will call you back as soon as he is able. Dave is the quickest and most efficient means for you to get answers regarding the proj ect. However, if you are unable to reach Dave, you can call Paul Boetcher at the MSA office at 644-4389, or the contractor (S.M. Hentges) at 492-5700. We thank you again for your cooperation and patience during these periods of rainy weather. After the crushed rock has been placed over the next several days, the rain will have less impact on the condition of the roadway and travel should improve throughout the area. RIDGEMONT AVENUE CONSTRUCTION UPDATE JULY 31, 1995 The Ridgemont Avenue project involves watermain and sanitary sewer extensions, minor storm sewer work, and total reconstruction of the street, including placement of concrete curb and gutter. A sidewalk will also be constructed along the Lake Front Park side of the street. The construction cost estimate that was presented to those persons attending the public informational meeting and public hearing is attached and totals $226,700. The low bidder (S. M. Hentges) bid the project as follows: Street and Storm Sewer Sanitary Sewer Watermain $123,861 27,870 30.653 Total $182,3~4 By subtracting the bid price of $182,384 from the estimate of $226,700, it can be determined that the bid price is $44,316 lower than the estimate. The estimated cost was based on subcutting the street one foot and replacing the excavated material with granular borrow (pit run sand). However, during design, the subcut and granular borrow were deleted in an effort to reduce construction costs and the resulting high assessment rates (please see attachment). In lieu of subcut and granular borrow, a one-foot subcut and recompaction were specified. This measure saved $25,000 to $30,000 in construction costs, which was reflected in the difference between the estimated construction cost of $226,700 and the bid price of $182,834. The Contractor, S. M. Hentges, is now working on the underground construction. The sanitary sewer is in and work is proceeding on the watermain. A minor amount of storm sewer construction will follow the watermain work. Barring rain delays, the underground work should be completed on or about August 2, 1995. Actual street construction will begin after the underground construction is completed. Since the project began, there have been a number of rainfall events, including a 2-inch rainfall on July 21, 1995. A large number of resident complaints have been received. The complaints peak after each rainfall event. In addition to making the subgrade slippery and difficult to drive on, the rainfall has increased the moisture content of the sub grade to well over its optimum moisture content for compaction. To reduce the moisture content of the subgrade to make it suitable for compaction, it will be necessary to "farm" the soil by scarifying, windrowing, and turning it to get it to dry out. This process will take time and will result in only one lane being available for traffic for extended periods of time. Based on the number of resident complaints received to date from the 150 homeowners that must use Ridgemont Avenue, it is MSA's opinion that this will lead to an intolerable situation. 102/023-2702.jul An alternate to subcutting the subgrade and "farming" the soil would be to remove the subcut material and replace it with granular borrow or crushed rock. Crushed rock would be better because it would provide a better temporary driving surface that would minimize resident complaints. The primary advantage of this alternate would be to reduce the impacts of the Ridgemont Avenue reconstruction to the 150 homeowners who must travel through the construction zone. A secondary advantage would be extended pavement life. The disadvantage of this alternate would be that it could potentially add back the $25,000 to $30,000 that was saved. However, based on the large number of complaints received from residents to date, it is staff's opinion that the alternate method of construction be implemented.
