AUTHORIZING AWARD OF BID FOR WATER TREATMENT
CHEMICALS AND EQUIPMENT
JULY 3, 1995
INTRODUCTION:
The purpose of this Agenda item is to consider adoption of
Resolution 95-59 authorizing the City Council to Award the Bid for
water treatment chemicals and equipment -to convert from
granular polyphosphates to liquid polyphosphates. Labor cost to
maintain and repair chemical feed equipment is also included
within the quoted chemical pricing.
BACKGROUND:
On February 1, 1995, the water treatment chemical contract with
DPC Industries Inc. expired. Staff has solicited quotes for the
upcoming year from DPC Industries Inc. and Feed-Rite Controls
Inc. Both companies have supplied chemicals and service to the
City in past years. Attached are the quotes received from DPC
Industries Inc. and Feed-Rite Controls Inc. A summary of the
quotes is as follows:
1. DPC Industries Inc.
$13,957.70
2. Feed-Rite Controls Inc.
$15,035.00
DISCUSSION:
Within the quote specifications, Award for Bid is based on quality
of equipment provided, degree and amount of service provided,
and cost. There is also a product equivalency requirement with
the liquid polyphosphate.
Based on the following, I am recommending the Council Award
the Bid to Feed-Rite Controls Inc. based upon the following:
1. SERVICE
For the past 1 1/2 years, DPC Industries has supplied water
treatment chemicals and service to the City of Prior Lake.
Their performance in chemical delivery has been adequate.
However, service on equipment is less than satisfactory.
Turn-around time on equipment repairs is slow. Most repairs
to equipment have required DPC to return to the office to
make repairs thereby reducing pumping capabilities from the

City's wells. The general knowledge of the representative
making repairs is limited. On more than one occasion he has
stated that he is "learning repairs as he goes".
Feed-Rite Controls Inc. provides a more efficient level of
service. All chemical delivery personnel are factory trained in
chemical feed equipment repairs. They also carry a full supply
of parts and equipment on their transport truck. Feed-Rite
Controls Inc.'s drivers will also exchange on-line chlorine
cylinders if they are empty. DPC Industries Inc.'s drivers are
not qualified and do not perform any of these services.
2. PRODUCT EQUIVALENCY POL YPHOSPHATES
Within the quote Calgon (C-5) polyphosphate is specified. C-5
is used widely across the state and is highly recommended by
other communities. Feed-Rite Controls Inc. supplies C-5.
DPC Industries has quoted pricing on an alternative product
manufactured by Kjell called Aqua-Mag. When questions of
product equivalency arose, both suppliers were given identical
water analysis reports and were requested to provide feed
rates required for their respective product to perform at
optimum levels. These feed rates determine the amount of
product needed to treat a specific quantity of water. The
following is a cost comparison of the two polyphosphate
products quoted based on the feed rates supplied by each
vendor. Feed rates are based on treatment of one million
gallons of water per day.

At these projected feed rates Calgon C-5 represents a cost saving
of $825.97/year. Less C-5 product is needed compared to Aqua-
Mag because C-5 contains less ortho additives.
In view of past performance relating to repair and maintenance
service on chemical feed equipment and product equivalency
issues with the polyphosphates, it is evident that Feed-Rite
Controls Inc. should be named as low responsible bidder. I have
discussed these issues with Mr. Dave Mangine of DPC Industries
Inc. Under these circumstances he stated he would be willing to
withdraw his bid. When asked to confirm his withdrawal in writing,
he stated that he didn't feel that it was necessary.

WATER TREATMENT CHEMICAL QUOTATIONS
The City of Prior Lake is soliciting quotations for water treatment chemicals and
chemical feed equipment to convert from granular polyphosphate to liquid polyphosphate
for the next 12 month period from June 1, 1995 to June 1, 1996. The quantity of
chemicals to be purchased is dependent on slliTuner w~athcr conditions and cannot be
accurately determined. Therefore, each chemical should be quoted by the unit (pound or
150# cylinder). Quantities have been estimated for bidding purposes.

Delivery of chemicals shall be within two to three business days after the order is placed.
The chemicals are to be delivered to two locations - Wellhouse No.3 and Wellhouse No.
5. The Wellhouses are approximately one-half mile apart.
Vendors submitting water treatment chemicals shall also be responsible for maintaining
and repairing the City's chemical feed equipment, including polyphosphate feed pumps,
fluoride feed pwnps, chlorine booster pwnps, chlorinators and chlorine injectors. All
parts used to maintain equipment shall be of the same brand of equipment being serviced.
This equipment will be available to view at the bidders request.
The labor cost related to maintaining and repairing the chemical feed equipment shall be
incidental to the prices quoted for water treatment chemicals. The City of Prior Lake will
reimburse the vendor for any repair parts for the chemical feed equipment at the vendor's
cost. Documentation of the cost of the repair parts shall be submitted with the invoices
for the repair parts.
It is the City of Prior Lake's intention that the chemical feed equipment be Inaintained
and repaired by factory trained personnel at the time chemicals are delivered. If
maintenance and repair work cannot be performed at the time of delivery, a factory
trained representative shall inspect and maintain the chemical feed equipment at regular
monthly intervals. On occasion the vendor may be asked to make a separate trip to repair
equipment. The labor cost and mileage cost for the separate repair trips shall be
incidental to the prices quoted for water treatment chemicals. The City of Prior Lake
expects a two to three business day response time for separate repair trips.

ejectors except that existing 140 gallon storage tanks will be utilized. A new solid lid
with a bulkhead fitting and dip leg shall be provided for each tanle. Obsolete equipment
(pumps, mixers, etc.) shall become the property of the low responsible bidder.

WHEREAS: the service provided by Feed-Rite Controls Inc. as well as the quality and price of
product (Le. Calgon C-5) is superior to that proposed by OPC Industries Inc.
Thereby rendering Feed-Rite Controls Inc. to be the lowest responsible bidder,
and
WHEREAS: OPC Industries Inc. representative Dave Mangine has agreed verbally to withdraw
his quotation in light of the above information.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that it hereby awards the bid for water treatment chemicals to Feed-Rite Controls
Inc. on the basis that they are the lowest responsible bidder.
