APPROVING THE PLANS AND SPECIFICATIONS AND
ORDERING BIDS FOR CONSTRUCTION OF THE PUBLIC
WORKS/PARKS MAINTENANCE FACILITY (PROJECT 95-04

The purpose of this Agenda item is to approve plans and
specifications and to receive authorization to advertise for bids for
Project 95-04, construction of a new public works/park
maintenance facility.
On June 19, 1995, the City Council approved the selection of
BR W Elness as architects for the Prior Lake Public W orks/Parks
Maintenance Garage.
BR W Elness has prepared two contracts. Contract "A" includes all
the work for the main building project and contract "B" is for the
construction of the salt /sand storage shed. Contract "A" has 11
alternates.
The bid opening date for this project is September 7, 1996.
Construction is scheduled to begin in the fall of 1996 with
completion in July of 1997.
Alternates are used within the bidding process to meet the pre-
established contract dollar allotment. For contract "A" a number of
variables can have an impact on the final cost of a project
including:

A) The bidding climate (The prices are currently heading upward)
B) Number and type of contractors bidding
C) Type and quantity of components that have been added and
deducted through the design process
D) The cost estimates for the building thus far are just that. Only
the final bids will tell what the construction cost for this building
will be.
Some of the alternates listed in the attached section are "adds" and
others "deducts". Experience shows that if larger components are
listed as additions, better bids can be obtained than if they were
listed as deducts. The logic is that if a contractor wants a bigger
project, they will have to make it worthwhile to the owner.
Attachment 1 lists each of the proposed alternates. The city may
award the project including or excluding any or all of the
alternates.
Complete construction plans for Council review are available at the
office of the Director of Public Works.
ALTERNATIVES: The alternatives are as follows:
1. Approval of Resolution 95-71. Approves the plans and
specifications and authorizes the advertisement for bids.
2. Do not approve Resolution 95-71 for specific reasons.
3. Table this item for specific reasons.
RECOMMENDATION: The recommendation is alternative #1, approve Resolution 95-71
FINANCIAL IMP ACT: This project is financed by a combination of sources including
$360,000 Building Fund Contribution, $250,000 Trunk Reserve
ACTION REQUIRED:
Fund Contribution, $250,000 Enterprise Fund Contribution and
$2,140,000 in bond proceeds to be reimbursed over a twenty year
period from the Capitol Facility Account Charge paid by each
utility customer.

RESOLUTION APPROVING PLANS AND SPECIFICATIONS
AND ORDERING ADVERTISEMENT FOR BIDS ON
CONSTRUCTION OF PUBLIC WORKS/PARKS MAINTENANCE FACILITY
(PROJECT 95-04)

WHEREAS:
pursuant to Resolution 95-54 which the City Council
approved on June 19, 1995, the City Engineer and the
City's Architect, BRW Elness, has prepared plans and
specifications for the construction of the Public Works/Parks
Maintenance Facility.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR
LAKE, MINNESOTA, that
1. Such plans and specifications, a copy of which is
attached hereto and made a part of hereof, are hereby
approved.
2. The City Manager shall prepare and cause to be inserted
in the official paper and in the Construction Bulletin an
advertisement for bids upon the making of such
improvement under such approved plans and
specifications. The advertisement shall be published not
less than 21 days prior to bid opening, shall specify the
work to be done, shall state that bids will be opened, and
that all bids will be received by the City until 9:30 A.M. on
September 7, 1995, at City Hall,16200 Eagle Creek
Avenue. All bids received by this deadline will be opened
at the Fire Hall, 17676 Fish Point Road at 10:00 A.M. for
project "A" and 10:30 A.M. for project "B".
No bids will be considered unless sealed and filed with
the City Manager at the city hall by the 9:30 A.M.
deadline set forth above and accompanied by a cash
deposit, cashier's check, bid bond, or certified check
payable to the City of Prior Lake for five (5) percent of the
amount of such bid.

3. The City reserves the right to reject any and all bids for
any reason as determined solely by the City.

ATTACHMENT NO.1
Alternate 1: Eliminates an entire structural bay of vehicle storage (approximately 4800
s.f.). The alternate includes space that is most easily expanded at a later
date. This alternate provides the greatest cushion in case the bids are all
very much above the estimate. It is very unlikely that this will be needed.
Alternate 2: Provides a less expensive concrete wall panel surface at the exterior of the
storage and maintenance area. The aggregate surface will be the same with
or without the alternate, but there would be no variation or contrast (made
by hand troweling various surfaces to make the walls more interesting) if
the alternate is not added. Since Fabcon's plant (the lead supplier) has been
on an extended strike, we are concerned about the potential increased costs
and limited ability for this low-cost/local supplier to be in the competitive
position they were just two months ago.
Alternate 3: Specifies a high quality, easy to maintain floor coating nearly identical to
that in the new Fire Station. This can be added now or at any point in the
future.
Alternate 4: Includes a "tower" design to the north elevation of the office area. This is a
non-functional design, which is to symbolically match the tow~rs at the
Fire Station and City Hall.
Alternate 5: Adds a storage and shelving package. It has been our experience that this
"accessory" or equipment bid can be either reasonable or excessive
depending upon bidding conditions, and it may be less expensive for the
City to purchase direct. The alternate allows us to chose.
Alternate 6: Reduces the number of skylights in the Vehicle Storage area, just in case
we need to reduce the project cost by a relatively small amount.
Alternate 7: Eliminates the painting of the walls and features in the Vehicle
Maintenance area (the high profile portion of the building) should a small
adjustment in cost be necessary.

Alternate 8: Eliminates the bulk lube provisions at the vehicle storage (not vehicle
maintenance) area, used by crews to perform quick and simple tasks
without either having to drive into a service bay, or without having to
perform the work manually (e.g. opening a container of motor oil to top off
an engine).
Alternate 9: Substitutes heavy timber construction in lieu of concrete for the exterior
storage bins. The timber is not as permanent or substantial, but less
expensive.
