HomeMy WebLinkAbout4G - Clean-Up Day 1995 AGENDA NUMBER: PREPARED BY: SUBJECT: DATE: INTRODUCTION: BACKGROUND: DISCUSSION: STAFF AGENDA REPORT 4 (g) BRET WOODSON, RECREATION SUPERVISOR 1995 RECYCLING / CLEAN-UP BRIDGING DAY AUGUST 21, 1995 At the July 3rd City Council Meeting, an agreement was approved with Scott County to reserve funds for an anticipated fall clean-up day to be held in October. The city has received notification that the funds have been approved for such a program. This agenda item has been prepared to outline the proposed 1995 Recycling / Clean-up Bridging Day. The City of Prior Lake has held a clean-up day for the past six years. The clean-up days have provided residents of Prior Lake the opportunity to dispose of various recyclable goods at a central location of the city. This year, as in the past, the emphasis will be placed on recycling. Only five types of items will be able to be dropped off during the recycling / clean-up day. They are: Tires, Batteries, Appliances, Yard Waste, and Scrap Iron. The 1995 Recycling / Clean-up Bridging Day has been scheduled for Saturday, October 14, 1995 from 8:00 a.m. to 12:00 noon. The event will take place once again in the parking lot of Hidden Oaks Middle School. Each car entering the lot will be checked by city staff for residency, charged a $5.00 tipping fee, and also checked to ensure that they are only dropping off the prescribed recyclable items. There will be staff located throughout the parking lot to help regulate traffic and to help unload the recyclable items. This year, like last year, household goods will be accepted through the Prior Lake Rotary's 'Bridging' program which will operate concurrent with the clean-up day. Bridging is a non-profit organization designed to provide needy families with furniture and various other household goods. The Prior Lake Rotary initiated this program last year and is offering the program once again this year with the assistance of the Prior Lake Lions. Cars entering solely for the purpose of dropping off items for the Bridging program will not be required to pay the $5.00 tipping fee. In past years the city has also never been able to accept hazardous waste material because of stringent county regulations and limitations. This year Scott County is offering a Hazardous Waste Collection Day to dispose of unwanted hazardous waste. Unfortunately, this cannot be tied in to Prior Lake's event because of scheduling problems with the respective haulers. 16200 Eagle Creek Ave., Prior Lake, Minnesota 55372-1714 / Ph. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPOR1UNITY EMPLOYER The county's Hazardous Waste Clean-up I Drop-off Day is scheduled for Saturday, September 23rd and Prior Lake's Recycling I Clean-up Bridging Day is scheduled for Saturday, October 14th. Therefore, through promotional literature from each agency, each program will be publicized and the residents will have the opportunity to get rid of a wider variety of items. For three weeks, from September 23rd to October 14th, both events will be publicized in both the Prior Lake American and the city's newsletter the Wavelength. The importance of recycling and the overall benefits for the community will be stressed during all publicity efforts for each program. FISCAL IMPACT: The reason that this program needs to be approved two months prior to the event is for promotional reasons. The next Wavelength / Recreation Brochure is due out to the residents on Friday, September 8th and the next city council meeting is not scheduled until Tuesday, September 5th. Therefore the 1995 Recycling I Clean-up Bridging Day must be decided upon in August to give ample time to successfully promote the event. These costs have historically been drawn from the miscellaneous account in Building Inspection. The revenues from the grant money and the gate fees offset the expenses so there is no budgetary impact. ALTERNATIVES: 1. To approve the 1995 Recycling / Clean-up Bridging Day as proposed. 2. To modify the 1995 Recycling / Clean-up Bridging Day as needed. 3. To discontinue the Recycling / Clean-up Bridging Day Program by not approving this item. RECOMMENDATION: Staff recommends Alternative #1, to approve the 1995 Recycling / Clean-up Bridging Day Program as proposed.
