AUGUST 21, 1995 INTRODUCTION: The purpose of this agenda item is to consider approval of resolution 95-72, approving the plans and specifications for city project #94-07 upgrading lift station #3. This project was originally scheduled for .1994 but is being completed this year as part of the staffs initiative to bring all the projects up to date. The attached resolution approves plans and specifications and also authorizes city staff to advertise the project for bids. BACKGROUND: Lift Station No. 3 is located off Franklin Trail in the Brooksville Hills 5th Addition and was built in 1971 to serve the Brooksville Hills area. The Cardinal Ridge subdivision is also to be served by this lift station. The lift station is close to capacity currently and needs to be upgraded to handle the increased sewage flow generated by Cardinal Ridge. Lift Station No. 3 has an existing capacity of 180 gallons per minute. Calculations show that with the addition of Cardinal Ridge 2nd Addition, the lift station will be over capacity and it is necessary to increase the capacity. A sewer study was done by City Staff for this area in 1988 that indicated an upgrade of the lift station is necessary once the area east of Brooksville Hills develops. With the amount of development in the Cardinal Ridge and Brooksville Hills area it is time to increase the pumping capacity of the lift station. The construction items include replacing both pumps in the lift station. Since the construction cost is estimated to be 1620(ft!brgr~reek Ave., Prior Lake, Minnesota 55372-1714 / Ph. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORlUNrTY EMPLOYER over $25,000.00, an advertisement for bids and public bid opening is required. Plans are available in the engineering department. The attached resolution 95-72 sets the bid opening on September 19, 1965. Construction would be done this year pending Council authorization. A map has been also enclosed showing the lift station location and sewer service area. The estimate for the project is as follows: Pump Replacement Control Panel Internal Pipe Replacement Contingency (15%) Engineering Total $10,000 $10,000 $12,500 $5,000 $5.000 $42,500 An alternate bid has been added to the bid proposal for work outside the manhole. The alternate bid adds the replacement of 4" pipe with 6" pipe outside the lift station. This work would be prudent for two reasons: 1. The 4" line feeds into a six inch line. Replacing the 4" pipe with a 6" would improve the overall flow from the lift station. 2. The existing 4" pipe has been broken and repaired. This break occurred due to settlement of the backfill around the lift station. This kind of settlement is not likely to reoccur. The velocity in the 4" pipe is presently at the maximum recommended. Larger pumps will increase the chance of rupturing the repair clamps. The cost of replacing the pipe, estimated at $15,000, is high, however, as there are several utilities, including cable, power and telephone in the vicinity of the pipe. This means that the pipe would need to be hand excavated. The bid alternate will provide a means to evaluate whether replacing the pipe now would be more cost effective than replacing the pipe at the time of a future break. A break in the winter, especially, could be costly and difficult, with the prospect of hand digging in frost conditions. AG821LS3.DOC The initial feasibility study, dated November of 1993, indicated a cost of between $35,000 to $40,000. This preliminary estimate encompassed all the work shown above including the bid alternate. The total estimated cost of the project, today, with the addition of the bid alternate, is $58, 000. The sanitary sewer lift station upgrade is needed to serve the overall area and not just the plat of Cardinal Ridge. The appropriate funding source is Trunk Reserve Fund. The controls and pumps have served their useful life and this is an appropriate time for their replacement. DISCUSSION: At the March 21, 1994, Council meeting, MSA Consulting Engineers were given authorization to prepare plans and specifications for project 94-07. The council is now asked to give approval to the plans and specifications and authorize the advertisement for bids. ALTERNATIVES: The alternatives are as follows: 1. Approve resolution 95-72 2. Deny this item for a specific reason. 3. Table this item for specific reason. RECOMMENDATION: The recommendation IS Alternative No.1, approve resolution 95-72. FINANCIAL IMP ACT: This amount will be paid from the Trunk Reserve Fund and a sufficient fund balance exists to cover this expenditure. ACTION REQUIRED: AG82 1 LS3.DOC RESOLUTION 95-72 RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS ON UPGRADING LIFT STATION #3 (PROJECT 94-07) MOTION BY: SECONDED BY: WHEREAS: pursuant to a motion which the City Council approved on March 21, 1994, the City Engineer and the City's engineering consultant MSA, has prepared plans and specifications for upgrading lift station #3. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that: 1. Such plans and specifications, a copy of which is attached hereto and made a part of hereof, are hereby approved. 2. The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published not less than 10 days prior to bid opening, shall specify the work to be done, shall state that bids will be opened, and that all bids will be received by the City until 10:00 A.M. on September 19, 1995, at City Hall, 16200 Eagle Creek Avenue. All bids received by this deadline will be opened immediately at the City Hall No bids will be considered unless sealed and filed with the City Manager at the city hall by the 10:00 A.M. deadline set forth above and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake for five (5) percent of the amount of such bid. 1620~gmxtreek Ave., Prior Lake, Minnesota 55372-1714 / Ph.
