SCHOOL REFERENDUM
SEPTEMBER 5,1995
Dr. Les Sonnabend and a member of the CASE Committee will be
present to make a presentation to the City Council regarding the
proposed school referendum scheduled for Tuesday, September 26,
1995.
As the Council is aware, the school district has sought to receive
approval for a number of referendums to provide the financial
wherewithal to expand and improve school facilities commensurate with
current and anticipated growth in the district.
Attached is a copy of the referendum questions which will be voted
upon. Also attached is a copy of a resolution which the Council has
heretofore adopted supporting the school district.
The Council could:
1. Adopt the attached resolution supporting the school district.
2. Take no action.
RECOMMENDATIONS: Alternative # 1
ACTION REQUIRED:
Motion and second to adopt the attached resolution following receipt of
the presentation regarding the referendum.

A RESOLUTION EXPRESSING SUPPORT FOR THE
PRIOR LAKE/SA V AGE SCHOOL DISTRICT

WHEREAS, strong effective schools are an essential precondition to a strong society; and
WHEREAS, effective school districts are equally dependent upon an aggressive education oriented
administration and teacher corps, coupled with facilities and equipment which are
conducive to education; and
WHEREAS, the explosive growth is now taking place and expected to continue over the next
several years within the school district; and
WHEREAS, growth will increase the demand for additional buildings and the necessity to have the
land available for expansion; and
WHEREAS, such construction projects, land acquisition and building improvements cannot be
funded through the existing budget.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR
LAKE, MINNESOTA, that it does support the efforts of the Prior Lake/Savage
School District to maintain high quality education for our youth and facilities and
equipment which are conducive to learning.
Passed and adopted this 5th day of September, 1995.

Pursuant to due call and notice thereof, a special meeting of the School Board of
Independent School District No. 719 (prior Lake/Savage Area Schools), State of Minnesota, was
duly held in said district on July 31, i995, at 12: 30 o'clock E..m. for the purpose, in part,
of calling an election to authorize the issuance of school building bonds.

moved the adoption of the following
Resolution:
RESOLUTION RELATING TO THE ISSUANCE OF
SCHOOL BUILDING BONDS AND CALLING AN ELECTION THEREON
BE IT RESOLVED by the School Board of Independent School District No. 719, State
of Minnesota, as follows:
1. (a) The board hereby finds and determines that it is necessary and expedient for the
school district to borrow money in an aggregate amount not to exceed $13,750,000 and not to
exceed any limitation upon the incurring of indebtedness which shall be applicable on the date or
dates of the issuance of any bonds, for the purpose of providing funds for the acquisition and
betterment of school sites and facilities, including the construction and equipping of a new
elementary school; the construction of additions to Hidden Oaks Middle School; and the
acquisition of land for additional school sites. The question on the borrowing of funds for these
purposes shall be Question No. 1 on the ballot at the special election held to authorize said
borrowing.
(b) The board also finds and determines that it is necessary and expedient for the school
district to borrow money in an aggregate amount not to exceed $895,000 and not to exceed any
limitation upon the incurring of indebtedness which shall be applicable on the date or dates of the
issuance of any bonds, for the purpose of providing funds for the acquisition and betterment of
school facilities, including the remodeling, repair and construction of improvements to Prior Lake
Senior High School, Westwood Elementary School and Five Hawks Elementary School. The
The school district's adopted capital expenditure facilities program is hereby amended to
include each program component specified in the school district's Review and Comment
application to the Commissioner and those components are incorporated in said program as though
fully specified therein. The superintendent or the superintendent's designee is authorized and
directed to prepare the necessary documentation to reflect these amendments to the program and
to set forth the property tax effects of the program for each fiscal year.
The clerk is hereby authorized and directed to cause the Commissioner's Review and
Comment to be published in the legal newspaper of the school district at least twenty (20) but not
more than sixty (60) days prior to the date of the special election as specified in paragraph 3 of
this resolution.
3. The questions on the borrowing of said funds in the maximum amounts specified above
shall be submitted to the qualified voters of the school district at a special election, which is
hereby called and directed to be held on Tuesday, September 26, 1995, between the hours of 7:00
a.m. and 8:00 p.m.
4. Pursuant to Minnesota Statutes, Section 205A.11, the board may establish combined
polling places to serve two or more precincts when no other election is being held in those
precincts on the day of a school district election. The following polling places and combined
polling places are hereby established for all school district special and general elections not held
on the same day as a statewide election:

file a copy of the map with the County Auditor of each county in which the school district is
located in whole or in part. The clerk shall also file a certified copy of this resolution with each
said County Auditor.
As required by Minnesota Statutes, Section 204B.16, Subdivision la, the clerk is hereby
authorized and directed to give written notice of new polling place locations to all registered voters
in the school district whose school district polling place locations have been changed. The notice
must be a nonforwardable notice mailed at least twenty-five (25) days before the date of the
special election. A notice that is returned as undeliverable must be forwarded immediately to the
appropriate County Auditor, who shall change the registrant's status to "challenged" in the
statewide registration system.
5. The clerk is hereby authorized and directed to cause written notice of said special
election to be given to the county auditor of each county in which the school district is located,
in whole or in part, at least forty-five (45) days prior to the date of said election. The notice shall
specify the date of said special election and the question or questions to be voted on at said special
election.
The clerk is hereby authorized and directed to cause notice of said special election to be
posted at the administrative offices of the school district and at each polling place at least ten (10)
days before the date of said special election.
The clerk is hereby authorized and directed to cause a sample ballot to be posted at the
administrative offices of the school district at least four (4) days before the date of said special
election and to cause a sample ballot to be posted in each polling place on election day. The
sample ballot shall not be printed on the same color paper as the official ballot.
The clerk is hereby authorized and directed to cause notice of said special election to be
published in the official newspaper of the school district, for two .(2) consecutive weeks with the
last publication being at least one (1) week before the date of said election.
The notice of election so posted and published shall state the questions to be submitted to
the voters as set forth in the form of ballot below, and shall include information concerning each
established precinct and polling place.
The clerk is hereby authorized and directed to cause the rules and instructions for use of
the optical scan voting system to be posted in each polling place on election day.
6. The clerk is authorized and directed to acquire and distribute such election materials
and to take such other actions as may be necessary for the proper conduct of this special election.
7. The clerk is further authorized and directed to cooperate with the proper election
officials to cause ballot cards to be prepared for use at said election in substantially the following
form, with such changes in form, color and instructions as may be necessary to accommodate a
system other than a paper ballot system:
