INTRODUCTION: The police department is requesting city
council approval to order squad cars prior to the
approval and adoption of the 1996 budget.
BACKGROUND: In May of 1995 the police department was advised
by General Motors of its intention to discontinue
making the Chevrolet Caprice squad car available
to agencies under the state contract price and
that they may stop production altogether of the
full size Caprice. In September of this year
General Motors stated they would start production
of the 1995 squad cars that we ordered in January
of this year and that they would no longer be
taking orders for Chevrolet Caprice squad cars.
With that happening it left Ford as the only
automotive company that still produces a full size
squad car. However, Ford is only accepting a
certain number of orders as they have stated that
there is no way that they will be able to meet the
demand that will be placed on them for the

production of the Ford Crown Victoria. In
speaking with the Ford dealership that is working
with the Hennepin County bid the Ford Motor
company has produced 80% of the squad cars that
will be available under this bid. The dealership
suggested that we order as soon as possible if we
want to get full sized patrol cars in 1996.
DISCUSSION: With only one automobile company making a full
size patrol vehicle I would ask that the council
give the police department the approval to order
two squad cars for 1996 now so that we are assured
that the cars will be received. If we delay it is
possible that no full size vehicles would be
available. This would be inacceptable because the
mileage on the two squads anticipated for
replacement would exceed safety and reliability
limits.
ALTERNATIVES: The following options are available:
1) Allow the police department to order two Ford
Crown Victorias at a cost of $19,412.00 each.
2) Wait for the adoption of the 1996 budget and
take our chances on the availability of 1996
patrol vehicles.
RECOMMENDATION: Alternate 1: Allow the police department to
order two 1996 Ford Crown Victorias.
ACTION REQUIRED: Motion and second as part of the consent agenda
allowing the police department to order two 1996
Ford Crown Victorias from Superior Ford under the
Hennepin County bid. Total cost for the two
vehicles that would come out of the 1996 budget
once adopted would be $38,824.00.

RESOLUTION OF THE PRIOR LAKE CITY COUNCIL
APPROVING THE PURCHASE OF SQUAD CARS UNDER
THE HENNEPIN COUNTY COOPERATIVE PURCHASING PROGRAM

WHEREAS,
The preliminary police budget for 1996 provides for
the acquisition of two replacement police squads,
and
WHEREAS,
Bids have been solicited and received by Hennepin
County Cooperative Purchasing for full size 1996
Ford Crown Victoria squad cars, and
WHEREAS,
Because of production decisions by automotive
manufacturers it is essential that the city place
its order for squad cars now.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
PRIOR LAKE, that it hereby awards bid to Superior Ford in
accordance with the Hennepin County Cooperative Purchasing Contract
and directs the staff to place an order for the purchase of two
1996 Ford Crown Victoria squad cars in an amount not to exceed
$38,824.
Passed and adopted this 16th day of October, 1995.
