T.R. 13 CORRIDOR STUDY

INTRODUCTION:
The purpose of this agenda item is to discuss the process for
soliciting public input and receiving final approval for the
proposed Long Term Development Plan for T .R. 13.
BACKGROUND:
A draft Long Term Access and Development Plan has been
prepared for Highway 13. Implementation of the plan will help the
Cities of Prior Lake and Savage, Scott County and MnDOT to
provide for a safer and better functioning roadway that will
enhance positive community growth.
A Task Force was created consisting of representatives of the
various stake holders. We were represented by Councilmember
Greenfield and Public Works Director Anderson. The Prior Lake
and Savage perspective was to assure that the proposed plan safely
and economically meets the access and transportation needs of
current and future commercial and residential development. The
State Department of Transportation desired to limit accesses to 1/2
mile or more to assure that the road can continue to function
effectively as a highway. They were also interested in creating a
long range plan for incremental road improvement.
County representatives wished to assure that T .R. 13 revisions did
not negatively impact upon the County road system.
After several meetings the T .R. 13 task force has completed the
study of each access from T.R. 101 to CSAH 12. Attached is a
drawing showing the intersections with T .R. 13. This proposal is to
be implemented over a period of several years. Each intersection
has a Priority A, B or C as shown. The timetable for
implementation is from 1 to 30 years as shown on the legend, and
timing is dependent for priorities B and C on local development,
traffic growth, and available funding. Also note that intersections
not highlighted will be limited to "right.turn in and right turn out
only."

The attached map shows that the CSAH 12 (170th Street)
intersection with Highway 13 is a high priority with a construction
time table of 1 to 3 years. The only other 3 intersections in Prior
Lake that are ranked as a high priority are:
1. Signalize the intersection at CSAH 21 and Main Street
(County Project).
2. Signalize the intersection' at CSAH 44 and Franklin Trail
(County Project).
3. Signalize the intersection at CSAH 44 and Fish Point Road
(County Project).
The three above, mentioned intersections are not on T.H. 13,
however they are shown on the Long Term Access/Development
Plan since they impact the roadway.
The T .H. 13 Corridor Study was briefly discussed at the
Council/Planning Commission Workshop held on October 2, 1995.
However, due to a shortage of time, the process for implementing
the action plan was not discussed.
DISCUSSION:
The T.H. 13 Task Force agreed that the implementation of the
improvements to T .H. 13 should proceed with the following steps:
1. Submit the plan to the Savage and Prior Lake city councils, at
"work session" meetings. (Prior Lake has already held one
workshop session.)
2. Task Force holds four public information meetings to inform
the public of the plan, and solicit their input concerning it.
The meetings are tentatively proposed as follows:
A. Section of T .H. 13 from the junction with T .H. 101,
south to County Road 42. The meeting will be held at
the Savage City Hall.
B. Section from Boudin Street to County Road 42. The
meeting will be held at the Prior Lake Fire Hall.
C. Section from Rustic Road to Candy Cove Trail. The
meeting will be held at the Prior Lake Fire Hall.

D. Section from Franklin Trail North to County Road 12
(170th Street). The meeting will be held at the Prior
Lake Fire Hall.
3. Depending on the input from the city councils, and the
public, there may be a need for the task force to meet to
resolve issues that were raised.
4. A report will be written documenting the background and the
rationale, of the plan.
5. The Transportation Chapter of the Comprehensive Plan will
be amended to include the T .H. 13 plan as an important
implementation element.
6. Scott County may not want to endorse the plan until both
cities have done it. Consequently, after the cities have
approved the plan, approval will be sought from the County
Board.
ALTERNATIVES:
The alternatives are as follows:
1. Approve this proposal for soliciting public input and
receiving final plan approval.
2. Approve the plan with modification.
3. Take no action and direct the staff to provide additional
information.
RECOMMENDATION: Alternative #1.
ACTION REQUIRED: Approve a motion recommending Alternative #1 and provide the
staff with direction on the following issues:
. Who from the Council should attend the public information
meetings?
. When should the public information meetings be held?
. Should other organizations such as the Chamber of Commerce,
the School District or Churches 1 be contacted to see if an
informational meeting sh Id be jld with them?
