Dear Ms. Leitch, As discussed in our phone conversation on January 25, 2008, the City requests the reduced pressure zone backflow (RPZ) used for backflow prevention be substituted with alternate backflow prevention methods, such as an atmospheric vacuum breaker (AVB) or pressure vacuum breaker (PVB). By using devices such as these, the City can reduce the long term maintenance costs of yearly inspections and mandatory 5 year rebuilding of RPZ's. Also AVB's and PVB's are initially lower in material price than RPZ's. We suggest that the proposed 4" RPZ backflow protection of the service line to six truck fill bays and the 3/4" RPZ backflow protection on the service line for the pressure washer be substituted with six separate AVB's for the truck bay fills and that a manufacturer for the pressure washer be specified with a built-in air break tank. The proposed pressure washer, Landa model # VNG4-20024H is not supplied with an approved built-in air break tank. We suggest that a supplier that manufactures a pressure washer with an approved built-in air break be utilized, which would eliminate the need for an RPZ device. For the truck fill bays there are 2 alternative methods of installation acceptable to the Minnesota State Plumbing Code (MSPC) 4715.2100. A.) Atmospheric Vacuum Breaker. (1) Must be installed at least six inches above the spill line (see special requirements in part 4715.2150.) (2) No possibility of back pressure permitted. (3) Only permitted on discharge side of last control valve. (4) No more than 8 hours of continuous line pressure permitted. B.) Pressure Vacuum Breaker. (1) Must be installed at least 12" above spill line. (2) No possibility of back pressure permitted. A minimum horizontal separation of 10 feet must be maintained between the water service and any sewer, whenever possible. No underground sections of building drain and buildingsewer pipe may be located within 10 feet horizontally of underground water service pipe unless prior approval is given by the administrative authority. Construction must be in accordance with Minnesota Rules,part 4715.1710, subpart 2. 2. The water service lino must be installed at least 10 feet horizontally front any manhole,catchbasin,or any other potential source of contamination(see Minnesota:Rules,part 4715,1710, subpart 3). This shall include the potable water connections to the refrigerator ice makers,the clothes washer,the extractor,and all potable water connections to equipment not shown. 13. The submitted plans show dual water distribution systems within the facility, one potable water and the other nonpotable, The nonpotable water distribution system must be labeled nonpotable in accordance with Minnesota Rules,part 4715.1910. Points of outlets for nonpotable water shall be marked with a tag or color coded(see Minnesota Rules, part 4715.1910,subpart 2). This shall include the wall hydrant and truck fills located downstream of tire RPZ, the pressure washer outlets,and all water connections to the nonpotable water. 14. The direct connection between a potable water supply and the lawn irrigation system shall be provided with an approved backflow preventer in accordance with Minnesota Rules,part 4715.2110,T,and part 4715.2100.
