HomeMy WebLinkAbout5H Establishing School Zone Report 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: JANUARY 11, 2016 AGENDA #: 5H PREPARED BY: SENG THONGVANH, PROJECT ENGINEER PRESENTER: SENG THONGVANH AGENDA ITEM: CONSIDER APPROVAL OF A SCHOOL ZONE ON FIVE HAWKS AVENUE FOR FIVE HAWKS ELEMENTRARY SCHOOL DISCUSSION: Introduction The purpose of this agenda item is to consider approval of a school zone and the associated sign acquisition and installation costs. The school zone is proposed to be established and signed on Five Hawks Avenue for the Five Hawks Elementary School. History A request from a resident was received by the Traffic Safety Advisory Committee (TSAC) on August 6, 2015 with concerns in regards to speeds along Five Hawks Avenue. Five Hawks, as the council may be aware, intersects with TH13 and as it approaches Five Hawks Elementary decreases in grade significantly as it approaches Tranquility/Priorwood. The TSAC originally reviewed the request at their October 1, 2015 meeting and requested that a speed study be performed to further evaluate the request. The speed study was performed on Five Hawks Avenue which show speeds between 4-9 mph higher than the 30 mph speed limit (85th percentile speed). The TSAC reviewed the item again on November 12, 2015 and recommended that a school zone be established for Five Hawks Elementary School. Proposed use of a school zone was also discussed with school district representatives. They also agreed that creation of a school zone would be beneficial for student safety. Current Circumstances Details of the required signage have been evaluated by city staff and the signage layout was completed per the Minnesota Manual on Uniform Traffic Control Devices. The school zone establishes a speed limit of 20 mph when children are present. The current speed limit is 30 mph at all times. ISSUES: There is currently no direct funding for implementation of the school zone. However once the zone is established the police department will monitor speeds as workload allows by posting the speed wagon or a squad car. This will be the second school speed zone in the city. The other is on County Road 44 serving four schools located adjacent to that roadway. 2 Conclusion The TSAC recommends establishment of a school zone on Five Hawks Avenue from Willow Wood Street to Priorwood Street and installation of the necessary signage as shown on the attached layout. FINANCIAL IMPACT: The financial impacts would include acquisition of necessary signs and installation of the signs by City Public Works Staff. The total estimated cost for signs and installation material is $1,800. Funding would be through the street operating budget. It is also estimated that 22 labor hours would be required to complete the installation. Initial installation and future maintenance of the signs will be the responsibility of the City. ALTERNATIVES: 1. Approve a resolution as part of the consent agenda establishing of a school zone on Five Hawks Avenue from Willow Wood Street to Priorwood Street. 2. Deny this item and provide direction to City Staff. 3. Defer this item and provide direction to City Staff. RECOMMENDED MOTION: A motion and a second as part of the consent agenda to approve Alternative #1. 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 16-xxx A RESOLUTION APPROVING ESTABLISHMENT OF A SCHOOL ZONE ON FIVE HAWKS AVENUE FROM WILLOW WOOD STREET TO PRIORWOOD STREET Motion By: Second By: WHEREAS, A request was made to the Traffic Safety Advisory Committee with concerns in regards to speeds along Five Hawks Avenue in the general vicinity of Five Hawks Elementary School; and, WHEREAS, The TSAC has requested and reviewed a speed study and approved the request at their November 12, 2015 meeting with input and assistance from representatives from Prior Lake-Savage School District; and, WHEREAS, The estimated cost for implementation is $1,800 for acquisition of signs and installation hardware and staff time of 22 labor hours. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council approves the establishment of a 20 mph school zone on Five Hawks Avenue from Willow Wood Street to Priorwood Street. 3. The City Council authorizes the purchase and installation of necessary signs to establish a school zone on Five Hawks Avenue from Willow Wood Street to Priorwood Street. The estimated costs for sign acquisition is $1,800. 4. Costs will be recorded in the Street Operating Budget 101 -43100-224. PASSED AND ADOPTED THIS 11TH DAY OF JANUARY 2016.
