HomeMy WebLinkAbout9A Advisory Goals and Objectives Report Phone 952.447.9800 / Fax 952.447.4245 / www.cityofpriorlake.com 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: January 11, 2016 AGENDA #: 9A PREPARED BY: Frank Boyles, City Manager PRESENTED BY: Frank Boyles AGENDA ITEM: CONSIDER APPROVAL OF THE 2016 GOALS AND OBJECTIVES FOR CITY ADVISORY COMMITTEES DISCUSSION: Introduction City advisory committees assist the City Council and staff in one way or another to develop and implement our most important documents including: the 2040 Vision and Strategic Plan, City code, Comprehensive Plan, Budgets and Capital Improvement Program. The purpose of this agenda item is to formally approve the 2016 goals and objectives of the advisory bodies. History On Monday, November 23, 2015, as part of the recognition of our volunteers and advisory committees, the 2015 accomplishments and 2016 goals and objectives were shared with the City Council. The understanding at that time was that the staff would review the 2016 goals and objectives for consistency with the 2040 Vision and recommend them in original or modified form for City Council adoption at the annual meeting. Current Circumstances The staff has reviewed each of the advisory committee 2016 goals and objectives for the following: 1. Are they within the purview of the body as set forth by the bylaws? 2. Are they consistent with the 2040 Vision and Strategic Plan? 3. Is there duplication or an opportunity for the goal or objective to be pursued or achieved collaboratively? The Council should examine the committee goals against these criteria or any other they believe appropriate for the purpose at hand. ISSUES: Attached is the matrix comparing each goal and objective for all advisory committees to the criteria set forth above. From a staff perspective it appears that each of the goals proposed for 2016 are both within the purview of the committee proposing them and are consistent with the 2040 Vision and Strategic Plan. FINANCIAL IMPACT: Support of the City and EDA committees is an extensive and time consuming undertaking. However, the work accomplished by the committees is valuable to the development and implementation of our most important documents. ALTERNATIVES: 1. Motion and second to approve 2016 advisory committee goals as proposed. 2. Motion and second to approve 2016 advisory committee goals with amendments. RECOMMENDED MOTION: Alternative #1 or #2. ADVISORY BODY GOALS FOR 2016 1 | P a g e Goal Committee Purview Vision Duplicative Planning Commission PC1 Continue to make decisions and recommendations on subdivision and zoning applications throughout the year. Y Y N PC2 Evaluate the Subdivision Ordinance, including but not limited to, lot combinations. Y Y N PC3 Begin the 2040 Comprehensive Plan update process including the development of an inclusive public involvement program and a update to the Land Use Element. Y Y N Economic Development Authority EDA1 Guide and support the Technology Village Board of Directors and the Economic Development Advisory Committee. Y Y N EDA2 Begin to plan and implement long-term recommendations provided in the 2015 Downtown Parking Analysis. Y Y Y EDA3 Identify key city support mechanisms related to the development of commercial and industrial property in targeted areas of the City. Y Y N EDA4 Work with SCALE to plan and implement county-wide initiatives, including such things as workforce housing and development, a customer centric culture and transportation planning. Y Y N Economic Development Authority Committee EDAC1 Evaluate and respond to comments and ideas shared at the Business Mixer and use these suggestions to make recommendations to the EDA and City Council to make Prior Lake a stronger business community. Y Y N EDAC2 Support the implementation of the Downtown Parking Study recommendations. Y Y Y EDAC3 Utilize the EDAC Commercial Liaison Program to contact every brick & mortar Prior Lake business at least once during the year. Y Y N EDAC4 Expand the committee’s social media outreach to promote local business news and the positive steps being taken by the City of Prior Lake to strengthen commercial and industrial activity in the community. Y Y N Technology Village Board of Directors TV1 Evaluate the findings and recommendations of the Technology Village Phase III Program Analysis, being completed by Greenwood Consulting Group. Based on Y Y N ADVISORY BODY GOALS FOR 2016 2 | P a g e the analysis, develop a roadmap and provide direction and suggestions to the EDA around March 2016. TV2 Identify participants and roll-out the Technology Village Virtual Participation Program. Y Y N TV3 Establish a pipeline of technology and professional service businesses that will allow the continued full use of the Technology Village program while retaining the seven existing program participants and identify a minimum of two additional programs participants. Y Y N Lakes Advisory Committee LAC1 Increase public awareness of water resources issues and help the City meet certain state education and outreach requirements related to storm water. Y Y N LAC2 Work with the Prior Lake-Spring Lake Watershed District’s Citizen Advisory Committee (CAC) on at least one collaborative initiative or project. Y Y N LAC3 Advise staff and Council on various issues related to water quality and surface water use.
