Call to Order The meeting was called to order at 7:40 a.m. in the Wagon Bridge Conference Room at Prior Lake City Hall. Members present: Lloyd Erbaugh, Bill Henry, Jim Mahoney, Thane Tande, Wade Larson and EDA Liaison Michele Choudek. Members absent: Mike Stout, Marisa Colby, Kim Prchal, and Chamber of Commerce Liaison Sandi Fleck. Staff present: Dan Rogness and Casey McCabe. Guest Present: Celina Byers. 2. Approval of Meeting Minutes a. September 24, 2015 MOTION BY HENRY and SECOND BY TANDE to approve the September 24, 2015 meeting minutes. Motion adopted 5-0. 3. Old Business a. Prior Lake Business Mixer – Thursday, October 29, 2015 McCabe: presented an outline of the agenda for the upcoming Prior Lake Business Mixer, including: social half- hour; welcome by City Council member Keeney, Presentation by Erbaugh and Renee Christianson (First Stop Shop); break-out session; large group recap; and next steps/thank you. EDAC members discussed the business mixer and their role as facilitators and note takers. 4. New Business a. EDAC 2015 Accomplishments and 2016 Goals EDAC Members: are invited to attend the City Council / Advisory Committee work session on November 23rd. At this meeting, the EDAC will present 2015 accomplishments and 2016 goals. EDAC members reviewed a list of accomplishments and goals prepared by staff. Following discussion, the committee agreed on the following accomplishments and goals: 2015 Accomplishments  The EDAC hosted the Prior Lake Business Mixer event which provided an opportunity for business leaders, property owner and developers to gather with local elected and appointed officials to share opportunities, express concerns or offer ideas to make Prior Lake a stronger business community.  The committee continued its business outreach strategy by establishing the EDAC Commercial Area Liaison Program which assigns an EDAC member to serve as another point of contact for any comments or questions community businesses leaders may have.  The EDAC continues to publish its quarterly Prior Lake Business Pages e-newsletter to over 400 recipients. The Prior Lake Business Pages shares commercial/industrial news, promotion of upcoming events, highlights new businesses, as well as provides residential, commercial and industrial development updates. 2016 Goals  Evaluate and respond to comments and ideas shared at the Business Mixer and use these suggestions to make recommendations to the EDA and City Council to make Prior Lake a stronger business community.  Support the implementation of the Downtown Parking Study recommendations.  Utilize the EDAC Commercial Liaison Program to contact every brick & mortar Prior Lake business at least once during the year.  Expand the committee’s social media outreach to promote local business news and the positive steps being taken by the City of Prior Lake to strengthen commercial and industrial activity in the community. Erbaugh and Prchal offered to present the goals and accomplishments at the November 23rd meeting. 5. Other Business a. Residential and Commercial Activity Update EDAC Members: reviewed the residential and commercial activity update as of September 30, 2015. b. Staff Updates i. Prior Lake Business Pages McCabe: informed the committee that the fall 2015 Prior Lake Business Pages has been sent. The e- newsletter included information about the Prior Lake Business Mixer, Technology Village Lunch & Learn event, the Economic Gardening program, an MVTA/Scott County transit survey and a Prior Lake Building Activity report. ii. EDAC Interview Status McCabe: updated the committee on the status of EDAC member interviews. A total of nine applications were received; three of which are applications for reappointment. The interview committee has interviewed eight of the nine applicants and the EDA is expected to approve appointments at their November 16th meeting. c. EDAC Commercial Area Liaison Updates None. d. Member Ideas/Recommendations None. 6. Next Meeting Date. The next regular meeting of the EDAC will be on Thursday, December 10, 2015 at 7:30 a.m. 7. Adjourn.
