Added are the Code sections that address the requirement. The section numbers are from the 2007 Minnesota State Building Code (MSBC) which adopted with amendments the 2006 International Building Code (IBC) also requirements of the 2007 Minnesota State Fire Code (MSFC), which adopted with amendments the 2006 Fire Code (IFC). 1. Add manual alarm-initiating device for the chemical room locate outside corridor at chemical room door 109B. MSFC 2704.9. 2. Add manual alarm-initiating device for the generator room in garage at generator room door 104B MSFC 2704.9. 3. Add horn/strobe outside corridor at chemical room by door 109B and between fluoride room. MSFC 2704.9. 4. Add horn/strobe in garage at generator room door 104B. MSFC 2704.9. 5. Add exit light above door 104B in generator room. MSBC 1011.1. 6. Add a smoke detector in the chemical room. IFC 4004.1.7. 7. IFC 2703.1 #4. www.cityofpriorlake.com Phone 952.447.4230 / Fax 952.447.4263 10.As per memorandum to Seth Peterson from Wentz Associates dated June 4, 2008,provide the generator room ventilation system with a programmable time clock and interlock for a complete air change once an hour. 10. Provide a fire alarm test to prove above items #1, 2, 3, 4 and 6. Also prove items #7, 8 and 9. Also during the WTF fire alarm test on March 31, 2009, it was brought to my attention that the 411UDAC Fire Alarm Communicator panel that was installed as per specification manual 15330 part 2.3 is not UL labeled as a Fire alarm Control Panel. I spoke with technical support person Jacob (1-800- 627-3473) of Fire-Lite Alarms by Honeywell, manufacturer of the panel and he stated that this panel is not UL listed as a Fire Alarm Control panel which the Fire Code requires. It is used for communication between panels, it functions as a fire alarm control panel but it is not UL listed as one. He indicated that Fire-Lite does make a product that is 5 zone 12 volt systems and is UL listed as a fire alarm control panel. Also in looking in NFPA 72 the National Fire Alarm Code, states that flow switches, supervisory/tamper switches, pull stations, smoke detectors and low air supervisory switches must have separate zones in a fire alarm panel, thus any of the 12 volt UL listed fire alarm panels that provide 4 zones would not be Code acceptable in the building project. The fire alarm control panel would require 5 separate zones. An addressable system is not required for this installation. With the above information, the communicator panel that is installed in the water treatment facility is not acceptable and must be removed and replaced with an approved fire alarm panel. See IBC 907.1.2 which states: Systems and their components shall be listed and approved for the purpose for which they are installed. The fire alarm system is required to have a final test completed before final occupancy. I have also discussed the above information with installer Dale of J. By using devices such as these, the City can reduce the long term maintenance costs of yearly inspections and the mandatory 5 year rebuilding of RPZ's. Also AVB's and PVB's are initially lower in material price than RPZ's. We suggest that the proposed 2" RPZ for the lawn irrigation, 4" RPZ for the reclaim tank wash down lines and 3/4" RPZ for boiler feed be substituted with a 2" AVB for the lawn irrigation, three AVB's for the reclaim wash down and a manual boiler feed with a double-check with intermediate atmospheric vent (DCVIAV) be utilized. The Minnesota State Plumbing Code (MSPC), as stated in 4715.2110 which allows the use of an AVB's and PVB's in these installations. The following are installation requirements for AVB's and PVB's: A.) Atmospheric Vacuum Breaker. (1) Must be installed at least six inches above the spill line (see special requirements in part 4715.2150.) (2) No possibility of back pressure permitted. (3) Only permitted on discharge side of last control valve. (4) No more than 8 hours of continuous line pressure permitted. B.) Pressure Vacuum Breaker. (1) Must be installed at least 12" above spill line. (2) No possibility of back pressure permitted. (3) And continuous line pressure permitted. We understand that a concern of the State of Minnesota Department of Heath, Section of Drinking Water Protection is the substitution of an AVB in lieu of the RPZ providing backflow prevention of the wash down system in the reclaim tank. Because of the cost saving measures mentioned above, the City is suggesting the use of three AVB's to these wash down lines for backflow prevention. The list of redundancies in this installation is as follows: a.) Backflow device in room #123 is at an elevation of 919.0' with invert elevations of the 2" wash down lines at 908.0', difference in elevation of 11.0' lower than the backflow devices. b.) The pneumatic valve is disengaged/closed until water and sludge levels reach approximately 891.6' elevation. c.) The 3 compartment reclaim tank is not pressurized or air tight and if water levels would reach the overflow elevation of 911.6', it is still 7.4' below backflow devices installed in room#123. In regards to the 1" service line to the Potassium Permanganate feed system, the RPZ installation is required and would remain as proposed. This letter is based on plumbing plans dated June 25, 2007. The treatment process design includes induced draft aeration,iron and manganese gravity filtration,and chlorine disinfection with sodium hypochlorite,sodium permanganate feed,fluoride feed,and phosphate feed. The filtration stage will consist of six filter beds,each 440 square feet,and will allow for a firm filtration capacity of 6,250 gpm. Other major components of this project include a 200,000 gallon concrete detention basin,a 235,000 gallon concrete clearwell,a 1,289,000 gallon concrete reservoir,a 373,500 gallon concrete backwash reclamation basin, 3 high service pumps each with a capacity of 3,125 gpm,a 6,600 gpm backwash pump,and a 1,500 kW diesel generator. REQUIREMENT(S): TREATMENT PLANT (NEW) 1. Smooth-nosed sample taps shall be installed prior to the sodium permanganate injector,at points between the anthracite and sand filter media, and on the finished water line. 2. The open ends of air release drainpipes shall terminate at least 18 inches above the finished floor. 3. The vent for the sodium hypochlorite feed system shall be turned downward and provided with a corrosion resistant screen. 5. Stock phosphate solution must be kept covered and disinfected by carrying approximately 10 ppm free chlorine residual unless the phosphate is not able to support bacterial growth and is being fed from the covered shipping container. Phosphate solutions having a pH of 2,0 or less also may be exempt from this requirement. 6. The fluoride is fed at a rate shall be such that the fluoride level in the finished water is maintained between 0.9 ppm and 1.5 ppm,with the optimum level being 1.2 ppm. • 7. Chemical feed lines shall be easily accessible throughout their entire length. 8. All chemicals being fed shall meet the requirements of NSF standard 60. 9. The project owner shall make sure that if a vacuum truck is used to remove the contents from a treated water tank,or from a backwash reclaim tank,-that the tank truck and the associated pumping/vacuum equipment shall be used only for potable water installations. In addition,the equipment shall be thoroughly disinfected with a chlorine solution of at least 200,ppm before it is used. PLU!M1BING 1. Double wyes may not be used for drainage fittings in the horizontal position(see Minnesota Rules, part 4715.2420, subpart 3). Proper pipe slope cannot be maintained on both of the offset branches. 2. The installation of reduced pressure zone backflow preventers is permitted only when periodic testing is done by a trained backflow preventer tester acceptable to the administrative authority. Testing intervals shall not exceed one year, and records must be kept. All devices must be tested after initial installation to assure that debris from the piping installation has not interfered with the functioning of the device. The devices shall be overhauled at least once every five years. The installation of new backflow preventers must be at least 12 inches,but not more than 6 feet above the finished floor or ground level. COMPLIANCE: No construction shall take place except in accordance with the approved plans. If it is desired to make deviations from the approved plans, the State Department of Health should be consulted and approval of the changes obtained before construction is started;otherwise,such construction is installed without proper approval, and in addition may create dangers to public health. Authorization for construction in accordance with the approved plans may be withdrawn if construction is not undertaken within a period of two years.
