(HAI) to prepare a Hazardous Materials Technical Opinion Report in compliance with MSBC (IBC) Section 414.1.3 for the Water Treatment Facility(WTF)located in Prior Lake,MN. The purpose of this report is to identify the applicable code requirements related to the proposed storage and use of hazardous material at Prior Lake WIT to assist the City of Prior Lake in their review of the project. 2.0 APPLICABLE CODES The following references were utilized in this analysis and as the basis for the requirements found in this report. 1. 2003 Minnesota State Building Code (MSBC), International Building Code (IBC), 2000 Edition as amended by the State of Minnesota 2. 2003 Minnesota State Fire Code (MSFC), International Fire Code (IFC), 2000 Edition as amended by the State of Minnesota 3. NFPA 430—Code for the Storage of Liquid and Solid Oxidizers (2004 Edition) 3.0 OCCUPANCY CLASSIFICATION Chapter 3 of the Building Code requires that every building shall be classified by its use or the character of its occupancy as set forth in Section 302.1. When hazardous materials are present the occupancy of the building or an area of the building is dictated by the proposed quantity of storage and/or use compared to the Maximum Allowable Quantity(MAQ)per control area found in MSBC Tables 307.7(1)& (2). The bulk storage of hazardous materials is in three areas of the facility an include Chemical Room (109), Fluoride Room (108), and the Generator Room (104). There is closed use of the hazardous materials in areas outside these rooms, but based on the delivery system proposed, pump sizes, safeguards/monitoring, and location of shut off valves, the quantities are significantly below the (MAQ) and are not a concern in classifying the occupancy of the building. Below is a summary of the proposed storage by location, and the classification of the hazardous materials. All of the hazardous materials are liquids and reported in gallons. HUGHES ASSOCIATES, INC. The tables below summarize this analisis. HazMat Technical Opinion Report Prior Lake WTF March 3,2008 Page 3 Based on the information above the rooms are classified by the MSBC as follows: Chemical Room(109) Group H-3/H-4 Fluoride Room(108) Group H-4 Generator Room(104) Group H-3 4.0 CHEMICAL ROOM (GROUP H-3/H-4) 4.1 Construction The Chemical Room is required to be separated from the remainder of the building by a 1-hour occupancy separation (fire barrier) with 3/4-hour doors or opening protection. Per the drawing the room is designed to be separated by 3-hr construction. The floor of the room is required to be non-combustible construction (MSFC 2704.12) and liquid tight(MSFC 4004.1.5). 4.2 Egress The Chemical Room is 565 SF and has an assumed occupant load of 2. Per MSBC Table 1014.1 the room may have one means of egress. The room is provided with two means of egress, with one direct to the exterior. The egress for the room is within the allowable 150 ft travel distance. 4.3 Automatic Sprinkler System Automatic sprinkler protection is required for the room per MSBC 903.2.4.1. The design of the system shall not be less than that required for Ordinary Hazard Group 2 over a remote area of 3,000 SF. Due to the storage of Oxidizers, the system shall also meet the requirements of NFPA 430. Per NFPA 430 the storage must meet a design of 0.20 gpm/SF over a remote area of 3,750 SF. Therefore, based on the two requirements the room is required to have a sprinkler design of 0.2 gpm/SF over the entire room. Based on a review of the existing design the sprinkler protection for the room is designed for 0.15 gpm/sf and is not compliant with the above requirements. HUGHES ASSOCIATES, INC. HazMat Technical Opinion Report Prior Lake WTF March 3,2008 Page 4 4.4 Fire Detection and Alarm In addition to the standard requirements of the building and monitoring of the sprinkler system, the Chemical Room requires automa; smoke detectio iue to the presence of oxidizers per MSFC Section 4004.1.7. Per MSBC Section 901.6.3, ' "_ automatic fire-extinguishing and emergency alarm systems in Group H occupancies shall be monitored by an approved supervising station. 4.5 Emergency Alarm An approve• manual emergency alarm system shall be provided for the Chemical Room as stated in MSBC Section 414.7.1 and MSFC Section 2704.9. 1. Emergency alarm-initiating devices shall be installed outside of each interior exit or exit access door. 2. Activation of an emergency alarm4initiating device shall sound a local alarm to alert occupants of an emergency situation involving hazardous materials, per MSFC Section 2704.9. 3. System components (equipment) shall be listed for the worst-case weather and temperature ranges to which the equipment will be exposed. 4.6 Ventilation Per MSFC Section 2704.3, ventilation for the Chemical Room is required. A separate ventilation systems for the room shall be designed as follows: 1. The system must be continuously running. 2. Mechanical ventilation shall be not less than 565 cfm for the room (based on 1 cfm/sq.ft. of floor area). 3. Exhaust and supply (make-up) air inlets should be located to provide air movement across all portions of the floor to prevent accumulation of vapors. 4. A manual shut off shall be provided outside the room in a position adjacent to the access door in.an approve d location. The switch shall be a break glass type and -labeled"VENTILATION SYSTEM EMERGENCY SHUTOFF". 5. Exhaust ventilation shall not be recirculated within the room or building. Based on a review of the design the room is provided with 800 cfm of continuous exhaust. HUGHES ASSOCIATES, INC. HazMat Technical Opinion Report Prior Lake WTF March 3,2008 Page 5 4.7 Spill Control and Secondary Containment The Chemical Room requires some form of spill control and secondary containment or drainage. Spill control and secondary containment appears to be provided via a depressed trench with grating at the floor. The volume of the trench must be sized to contain the spill from the single largest container in the room plus 20 minutes of sprinkler flow. Based on the largest container of 1,100 gallons and the sprinkler design (0.20 gpm/sf)the total volume of the containment required is 3,360 gallons. The drawings show the trench is currently design to contain 1,683 gallons, which does not meet the minimum above. M sui 4.8 Smoke and Heat Venting The Chemical Room due to the presence of oxidizers is required by MSFC Section 4004.1.6 to have smoke and heat venting per MSFC Section 910. However, given the size of the room and the fact that the 2007 MSBC/MSFC has removed the requirement for smoke and heat venting as related to this room, HAI feels it would be acceptable to not provide the smoke and heat venting required if acceptable to the City of Prior Lake. 4.9 Piping Systems Piping, tubing, valves, fittings and related components used for hazardous materials in or originating from the Chemical Room shall be in accordance with the following: 1. Piping, tubing, valves, fittings and related components shall be designed and fabricated from materials that are compatible with the material to be contained and shall be of adequate strength and durability to withstand the pressure, structural and seismic stress and exposure to which they are subject. 2. Piping and tubing shall be identified in accordance with ASME A13.1 to indicate the material conveyed. 3. Readily accessible manual valves or automatic remotely activated fail-safe emergency shutoff valves shall be installed on supply piping and tubing at the following locations: a. The point of use. b. The tank, cylinder or bulk source. 4. Manual emergency shutoff valves and controls for remotely activated emergency shutoff valves shall be identified and the location shall be clearly visible, accessible and indicated by means of a sign. Backflow prevention or check valves shall be provided when the backflow of hazardous materials could create a hazardous condition or cause the unauthorized discharge of hazardous materials. 6. Piping for sodium hypochlorite solution or sodium permanganate solution that has a working pressure greater than 15 psi shall be provided with an approved means of leak detection and emergency shutoff or excess flow control. 4.10 Emergency and Standby Power Per MSFC Section 2704.7, the required mechanical ventilation system, emergency alarm, and other electrically operated equipment required by the code for the Hazardous Occupancies must be provided with a secondary, or standby, source of power in accordance with the Electrical Code. It is our opinion that although not specifically required we feel that the monitoring equipment and controls for the pumps should be provided with the same standby power as the required systems. 4.11 Incompatible Materials The phosphate MSDS states to keep it away from strong base, so phosphate and hypochlorite should be separated. The plan shows that these materials are to be separated by 20 feet, which is in compliance with MSFC Section 2703.9.8 for incompatible materials. It is also recommended that phosphate be provided with its own spill pallet or other means of keeping the phosphate from spilling into the containment for the hypochlorite solution. The permanganate is a reasonably strong oxidizer, so you need to follow those rules. It also should be kept away from acids, which the phosphate is a weak one and likely should be separated. I did not see anything specific between the hypochlorite and permanganate (but that doesn't mean it doesn't exist) 5.0 FLUORIDE ROOM (GROUP H-4) 5.1 Construction The Fluoride Room is required to be separated from the remainder of the building by a 1- hour occupancy separation(fire barrier)with 3 -hour doors or opening protection. Per the drawing the room is designed to be separated by 3-hr construction. The floor of the room is required to be non-combustible construction (MSFC 2704.12) and liquid tight(MSFC 3104.1.1). Per MSBC Table 1014.1 the room may have one means of egress. The room is provided with one means of egress direct to the exterior. The egress for the room is within the allowable 175 ft travel distance. 5.3 Automatic Sprinkler System Automatic sprinkler protection is required for the room per MSBC 903.2.4.1. The design of the system shall not be less than that required for Ordinary Hazard Group 2 over a remote area of 3,000 SF. Based on a review of the existing design the sprinkler protection for the room is designed for 0.15 gpm/sf and is not compliant with the above requirements. 5.4 Fire Detection and Alarm There are no special fire alarm requirements for the Fluoride Room that would require detection or similar additional protection. Exhaust and supply (make-up) air inlets should be located to provide air movement across all portions of the floor to prevent accumulation of vapors. 4. A manual shut off shall be provided outside the room in a position adjacent to the access door in an approved location. The switch shall be a break glass type and labeled"VENTILATION SYSTEM EMERGENCY SHUTOFF". 5. Exhaust ventilation shall not be recirculated within the room or building. Based on a review of the design the room is provided with 200 cfm of continuous exhaust. 5.7 Spill Control and Secondary Containment The Fluoride Room requires some form of spill control and secondary containment or drainage. Spill control and secondary containment appears to be provided via a depressed trench with grating at the floor. The volume of the trench must be sized to contain the spill from the single largest container in the room plus 20 minutes of sprinkler flow. Based on the largest container of 805 gallons and the required sprinkler design (0.20 gpm/sf)the total volume of the containment required is 1,525 gallons. The drawings show the trench is currently design to contain 1,549 gallons, which meets the minimum amount above. 5.8 Smoke and Heat Venting Smoke and heat is not required for the Fluoride Room. 5.9 Piping Systems Piping, tubing, valves, fittings and related components used for hazardous materials in or originating from the Fluoride Room shall be in accordance with the following: 7. Per the drawing the room is designed to be separated by 1-hr construction. The floor of the room is required to be non-combustible construction (MSFC 2704.12). 6.2 Egress HUGHES ASSOCIATES, INC. Per MSBC Table 1014.1 the room is required to have two means of egress. The room is provided with two means of egress, with one direct to the exterior. The egress for the room is within the allowable 150 ft travel distance. 6.3 Automatic Sprinkler System Automatic sprinkler protection is required for the room per MSBC 903.2.4.1. The design of the system shall not be less than that required for Ordinary Hazard Group 2 over a remote area of 3,000 SF. Due to the generator it is recommended that the design in this area also meet the NFPA 37 requirements for Extra Hazard Group 1. Based on these 2 requirements the room should be designed for 0.30 gpm/SF over the entire room. Based on a review of the existing design the sprinkler protection for the room is designed for 0.15 gpm/sf and is not compliant with the above requirements. 6.4 Fire Detection and Alarm There are no special fire alarm requirements for the Generator Room that would require detection or similar additional protection. Per MSBC Section 901.6.3manual fire alarm, utom tic__fire-extinguishing and emergency alarm systems in G p H occupancies shall be Monitored by an approved supervising station. 6.5 Urgency Alarm An approved manual emergency alarm system shall be provided for the Generator Room as stated in MSBC Section 414.7.1 and MSFC Section 2704.9. 1. Emergency alarm-initiating devices shall be installed outside of each interior exit or exit access door. 2. Activation of an emergency alarm-initiating device shall sound a local alarm to alert occupants of an emergency situation involving hazardous materials, per MSFC Section 2704.9. 3. System components (equipment) shall be listed for the worst-case weather and temperature ranges to which the equipment will be exposed. 6.6 Ventilation Per MSFC Section 3404.3.7.4 & 2704.3, ventilation for the Generator Room is required. - Either mechanical or natural ventilation is required. No specific ventilation was found in the design and must be provided. HUGHES ASSOCIATES, INC. HazMat Technical Opinion Report Prior Lake WTF March 3,2008 Page 11 6.7 Spill Control and Secondary Containment The Fluoride Room requires some form of spill control and secondary containment or drainage. Spill control and secondary containment was not shown in the design. The option to use a double wall tank in lieu of the curbs, sills, drainage, etc. is allowed for this application. If a double wall tank is not used then a leakage alarm will be required per MSBC 415.2.6. 6.8 Smoke and Heat Venting Smoke and heat is not required for the Generator Room. 6.9 Tank Construction The design, fabrication and construction of tanks shall comply with NFPA 30. Each tank shall bear a permanent nameplate or marking indicating the standard used as the basis of design. Tanks shall be provided with normal venting as required by MSFC Section 3404.2.7.3 and must meet the following: 1. Vent lines from tanks shall not be used for purposes other than venting unless approved. 2. Vent-line flame arresters and venting devices shall be installed in accordance with their listings. Use of flame arresters in piping systems shall be in accordance with API 2028. 3. Vent pipe outlets shall be located such that the vapors are released at a safe point outside of buildings and not less than 12 feet above the adjacent ground level. Vapors shall be discharged upward or horizontally away from adjacent walls to assist in vapor dispersion. Vent outlets shall be located such that flammable vapors will not be trapped by eaves or other obstructions and shall be at least 5 feet from building openings or lot lines of properties that can be built upon. Per MSFC Section 3404.2.7.4 Stationary, above-ground tanks shall be equipped with additional venting that will relieve excessive internal pressure caused by exposure to fires. Emergency vents shall not discharge inside buildings. The venting shall be installed and maintained in accordance with Section 4.2.5.2 of NFPA 30. Filling, emptying and vapor recovery connections to the tank in accordance with MSFC 3404.2.7.5.2 shall be located outside of buildings at a location free from sources of ignition and not less than 5 feet away from building openings or lot lines of property that can be built on. Such openings shall be provided with a liquid-tight cap which shall be HUGHES ASSOCIATES, INC. An approved means or method in accordance with MSFC Section 3404.2.9.6.6 shall be provided to prevent the overfill of the storage tank. 6.10 Emergency and Standby Power Per MSFC Section 2704.7, the required mechanical ventilation system, emergency alarm, and other electrically operated equipment required by the code for the Hazardous Occupancies must be provided with a secondary, or standby, source of power in accordance with the Electrical Code. 6.11 Incompatible Materials No other hazardous materials are stored with the room, so no compatibility issues exist. Revise the control of the motorized dampers in the Generator Room as indicated below: E. GENERATOR ROOM VENTILATION SYSTEM: Motorized dampers, MD-7 at the intake louver WL-10, motorized dampers, MD-8 at the exhaust louver WL-11 and by-pass recirculation dampers MD-9. Normally open, 2-position motorized dampers, MD-7, at intake louver WL-10 shall fully open whenever the generator is started and shall remain open until the generator is shut down. Dampers shall fully close when the generator is shut-down. Division 16 will provide a set of auxiliary contacts at the generator for interlocking. Additionally the normally open, 2-position motorized dampers, MD-7, at intake louver J1/4)` , A 4q(,W - l all fully open whenever receiving an "Energize"signal from ,�ro. n time clock /nd shall remain open until no longer receiving the time clock signal at whic time the dampers shall fully close. }"Y` e Motorized dampers, MD-8, at the exhaust louver, WL-11, shall consist of four(4) normally open, 2-position dampers and four(4) normally closed modulating dampers. 11 The four, 2-position motorized dampers at the exhaust wall louver WL-11 shall fully open whenever the generator is started and shall remain open until the generator is shut down. Dampers shall fully close when the generator is shut-down. Division 16 will provide a set of auxiliary contacts at the generator for interlocking. Additionally the four(4)normally open, 2-position motorized dampers, MD-8, at exhaust louver WL-11 shall fully open whenever receiving an "Energize"signal from a programmable time clock and shall remain open until no longer receiving the time clock signal at which time the dampers shall fully close. The four(4) modulating motorized dampers at exhaust louver WL-11 and the by-pass dampers, MD-9 shall modulate in opposition to each other as dictated from a modulating heating thermostat to maintain temperature set point, 80 degrees. On space temperature rise above set point, the exhaust dampers shall modulate fully open and the by-pass recirculation dampers fully closed. As temperature falls below set point, the exhaust dampers shall modulate closed and the by-pass recirculation dampers shall modulate open. The programmable time clock and interlock with the intake and exhaust dampers shall be furnished and installed by the T.C. Contractor. All interlocks, damper actuators, thermostats and control wiring to be furnished and installed by the T.C. Contractor. T.C. Contractor to coordinate power source tie-in location with Division 16. NFPA 430—Code for the Storage of Liquid and Solid Oxidizers (2004 Edition) 3.0 OCCUPANCY CLASSIFICATION Chapter 3 of the Building Code requires that every building shall be classified by its use or the character of its occupancy as set forth in Section 302.1. When hazardous materials are present the occupancy of the building or an area of the building is dictated by the proposed quantity of storage and/or use compared to the Maximum Allowable Quantity (MAQ) per control area found in MSBC Tables 307.7 (1) & (2). The bulk storage of hazardous materials is in three areas of the facility an include Chemical Room (109), Fluoride Room (108), and the Generator Room (104). There is closed use of the hazardous materials in areas outside these rooms, but based on the delivery system proposed, pump sizes, safeguards/monitoring, and location of shut off valves, the quantities are significantly below the (MAQ) and are not a concern in classifying the occupancy of the building. Below is a summary of the proposed storage by location, and the classification of the hazardous materials. All of the hazardous materials are liquids and reported in gallons. HUGHES ASSOCIATES, INC. HazMat Technical Opinion Report Prior Lake WTF March 3,2008 Page 3 Based on the information above the rooms are classified by the MSBC as follows: Chemical Room(109) Group H-3/H-4 Fluoride Room (108) Group H-4 Generator Room(104) Group H-3 4.0 CHEMICAL ROOM(GROUP H-3/H-4) 4.1 Construction The Chemical Room is required to be separated from the remainder of the building by a 1-hour occupancy separation (fire barrier) with 3/4-hour doors or opening protection. Per the drawing the room is designed to be separated by 3-hr construction. The floor of the room is required to be non-combustible construction (MSFC 2704.12) and liquid tight (MSFC 4004.1.5). 4.2 Egress The Chemical Room is 565 SF and has an assumed occupant load of 2. Per MSBC Table 1014.1 the room may have one means of egress. The room is provided with two means of egress, with one direct to the exterior. The egress for the room is within the allowable 150 ft travel distance. 4.3 Automatic Sprinkler System Automatic sprinkler protection is required for the room per MSBC 903.2.4.1. The design of the system shall not be less than that required for Ordinary Hazard Group 2 over a remote area of 3,000 SF. Due to the storage of Oxidizers, the system shall also meet the requirements of NFPA 430. Per NFPA 430 the storage must meet a design of 0.20 gpm/SF over a remote area of 3,750 SF. Therefore, based on the two requirements the room is required to have a sprinkler design of 0.2 gpm/SF over the entire room. Based on a review of the existing design the sprinkler protection for the room is designed for 0.15 gpm/sf and is not compliant with the above requirements. HUGHES ASSOCIATES, INC. HazMat Technical Opinion Report Prior Lake WTF March 3,2008 Page 4 4.4 Fire Detection and Alarm In addition to the standard requirements of the building and monitoring of the sprinkler system, the Chemical Room requires automatic smoke detection due to the presence of oxidizers per MSFC Section 4004.1.7. Per MSBC Section 901.6.3, manual fire alarm, automatic fire-extinguishing and emergency alarm systems in Group H occupancies shall be monitored by an approved supervising station. 4.5 Emergency Alarm An approved manual emergency alarm system shall be provided for the Chemical Room as stated in MSBC Section 414.7.1 and MSFC Section 2704.9. 1. Emergency alarm-initiating devices shall be installed outside of each interior exit or exit access door. 2. Activation of an emergency alarm-initiating device shall sound a local alarm to alert occupants of an emergency situation involving hazardous materials, per MSFC Section 2704.9. 3. System components (equipment) shall be listed for the worst-case weather and temperature ranges to which the equipment will be exposed. 4.6 Ventilation Per MSFC Section 2704.3, ventilation for the Chemical Room is required. A separate ventilation systems for the room shall be designed as follows: 1. The system must be continuously running. 2. Mechanical ventilation shall be not less than 565 cfm for the room (based on 1 cfm/sq.ft. of floor area). 3. Exhaust and supply (make-up) air inlets should be located to provide air movement across all portions of the floor to prevent accumulation of vapors. 4. A manual shut off shall be provided outside the room in a position adjacent to the access door in an approved location. The switch shall be a break glass type and labeled "VENTILATION SYSTEM EMERGENCY SHUTOFF". 5. Exhaust ventilation shall not be recirculated within the room or building. Based on a review of the design the room is provided with 800 cfm of continuous exhaust. HUGHES ASSOCIATES, INC. HazMat Technical Opinion Report Prior Lake WTF March 3,2008 Page 5 4.7 Spill Control and Secondary Containment The Chemical Room requires some form of spill control and secondary containment or drainage. Spill control and secondary containment appears to be provided via a depressed trench with grating at the floor. The volume of the trench must be sized to contain the spill from the single largest container in the room plus 20 minutes of sprinkler flow. Based on the largest container of 1,100 gallons and the sprinkler design (0.20 gpm/sf) the total volume of the containment required is 3,360 gallons. The drawings show the trench is currently design to contain 1,683 gallons, which does not meet the minimum above. 4.8 Smoke and Heat Venting The Chemical Room due to the presence of oxidizers is required by MSFC Section 4004.1.6 to have smoke and heat venting per MSFC Section 910. However, given the size of the room and the fact that the 2007 MSBC/MSFC has removed the requirement for smoke and heat venting as related to this room, HAI feels it would be acceptable to not provide the smoke and heat venting required if acceptable to the City of Prior Lake. 4.9 Piping Systems Piping, tubing, valves, fittings and related components used for hazardous materials in or originating from the Chemical Room shall be in accordance with the following: 1. Piping, tubing, valves, fittings and related components shall be designed and fabricated from materials that are compatible with the material to be contained and shall be of adequate strength and durability to withstand the pressure, structural and seismic stress and exposure to which they are subject. 2. Piping and tubing shall be identified in accordance with ASME A13.1 to indicate the material conveyed. 3. Readily accessible manual valves or automatic remotely activated fail-safe emergency shutoff valves shall be installed on supply piping and tubing at the following locations: a. The point of use. b. The tank, cylinder or bulk source. 4. Manual emergency shutoff valves and controls for remotely activated emergency shutoff valves shall be identified and the location shall be clearly visible, accessible and indicated by means of a sign. Backflow prevention or check valves shall be provided when the backflow of hazardous materials could create a hazardous condition or cause the unauthorized discharge of hazardous materials. 6. Piping for sodium hypochlorite solution or sodium permanganate solution that has a working pressure greater than 15 psi shall be provided with an approved means of leak detection and emergency shutoff or excess flow control. 4.10 Emergency and Standby Power Per MSFC Section 2704.7, the required mechanical ventilation system, emergency alarm, and other electrically operated equipment required by the code for the Hazardous Occupancies must be provided with a secondary, or standby, source of power in accordance with the Electrical Code. It is our opinion that although not specifically required we feel that the monitoring equipment and controls for the pumps should be provided with the same standby power as the required systems. 4.11 Incompatible Materials The phosphate MSDS states to keep it away from strong base, so phosphate and hypochlorite should be separated. The plan shows that these materials are to be separated by 20 feet, which is in compliance with MSFC Section 2703.9.8 for incompatible materials. It is also recommended that phosphate be provided with its own spill pallet or other means of keeping the phosphate from spilling into the containment for the hypochlorite solution. The permanganate is a reasonably strong oxidizer, so you need to follow those rules. It also should be kept away from acids, which the phosphate is a weak one and likely should be separated. I did not see anything specific between the hypochlorite and permanganate (but that doesn't mean it doesn't exist) 5.0 FLUORIDE ROOM(GROUP H-4) 5.1 Construction The Fluoride Room is required to be separated from the remainder of the building by a 1- hour occupancy separation (fire barrier) with 3/4-hour doors or opening protection. Per the drawing the room is designed to be separated by 3-hr construction. The floor of the room is required to be non-combustible construction (MSFC 2704.12) and liquid tight(MSFC 3104.1.1). Per MSBC Table 1014.1 the room may have one means of egress. The room is provided with one means of egress direct to the exterior. The egress for the room is within the allowable 175 ft travel distance. 5.3 Automatic Sprinkler System Automatic sprinkler protection is required for the room per MSBC 903.2.4.1. The design of the system shall not be less than that required for Ordinary Hazard Group 2 over a remote area of 3,000 SF. Based on a review of the existing design the sprinkler protection for the room is designed for 0.15 gpm/sf and is not compliant with the above requirements. 5.4 Fire Detection and Alarm There are no special fire alarm requirements for the Fluoride Room that would require detection or similar additional protection. Per MSBC Section 901.6.3, manual fire alarm, automatic fire-extinguishing and emergency alarm systems in Group H occupancies shall be monitored by an approved supervising station. 5.5 Emergency Alarm An approved manual emergency alarm system shall be provided for the Fluoride Room as stated in MSBC Section 414.7.1 and MSFC Section 2704.9. 4. Emergency alarm-initiating devices shall be installed outside of each interior exit or exit access door. 5. Activation of an emergency alarm-initiating device shall sound a local alarm to alert occupants of an emergency situation involving hazardous materials, per MSFC Section 2704.9. 6. System components (equipment) shall be listed for the worst-case weather and temperature ranges to which the equipment will be exposed. 5.6 Ventilation Per MSFC Section 2704.3, ventilation for the Fluoride Room is required. Exhaust and supply (make-up) air inlets should be located to provide air movement across all portions of the floor to prevent accumulation of vapors. 4. A manual shut off shall be provided outside the room in a position adjacent to the access door in an approved location. The switch shall be a break glass type and labeled "VENTILATION SYSTEM EMERGENCY SHUTOFF'. 5. Exhaust ventilation shall not be recirculated within the room or building. Based on a review of the design the room is provided with 200 cfm of continuous exhaust. 5.7 Spill Control and Secondary Containment The Fluoride Room requires some form of spill control and secondary containment or drainage. Spill control and secondary containment appears to be provided via a depressed trench with grating at the floor. The volume of the trench must be sized to contain the spill from the single largest container in the room plus 20 minutes of sprinkler flow. Based on the largest container of 805 gallons and the required sprinkler design (0.20 gpm/sf) the total volume of the containment required is 1,525 gallons. The drawings show the trench is currently design to contain 1,549 gallons, which meets the minimum amount above. 5.8 Smoke and Heat Venting Smoke and heat is not required for the Fluoride Room. 5.9 Piping Systems Piping, tubing, valves, fittings and related components used for hazardous materials in or originating from the Fluoride Room shall be in accordance with the following: 7. The egress for the room is within the allowable 150 ft travel distance. 6.3 Automatic Sprinkler System Automatic sprinkler protection is required for the room per MSBC 903.2.4.1. The design of the system shall not be less than that required for Ordinary Hazard Group 2 over a remote area of 3,000 SF. Due to the generator it is recommended that the design in this area also meet the NFPA 37 requirements for Extra Hazard Group 1. Based on these 2 requirements the room should be designed for 0.30 gpm/SF over the entire room. Based on a review of the existing design the sprinkler protection for the room is designed for 0.15 gpm/sf and is not compliant with the above requirements. 6.4 Fire Detection and Alarm There are no special fire alarm requirements for the Generator Room that would require detection or similar additional protection. Spill control and secondary containment was not shown in the design. The option to use a double wall tank in lieu of the curbs, sills, drainage, etc. is allowed for this application. If a double wall tank is not used then a leakage alarm will be required per MSBC 415.2.6. 6.8 Smoke and Heat Venting Smoke and heat is not required for the Generator Room. 6.9 Tank Construction The design, fabrication and construction of tanks shall comply with NFPA 30. Each tank shall bear a permanent nameplate or marking indicating the standard used as the basis of design. Tanks shall be provided with normal venting as required by MSFC Section 3404.2.7.3 and must meet the following: 1. Vent lines from tanks shall not be used for purposes other than venting unless approved. 2. Vent-line flame arresters and venting devices shall be installed in accordance with their listings. Use of flame arresters in piping systems shall be in accordance with API 2028. 3. Vent pipe outlets shall be located such that the vapors are released at a safe point outside of buildings and not less than 12 feet above the adjacent ground level. Vapors shall be discharged upward or horizontally away from adjacent walls to assist in vapor dispersion. Vent outlets shall be located such that flammable vapors will not be trapped by eaves or other obstructions and shall be at least 5 feet from building openings or lot lines of properties that can be built upon. Per MSFC Section 3404.2.7.4 Stationary, above-ground tanks shall be equipped with additional venting that will relieve excessive internal pressure caused by exposure to fires. Emergency vents shall not discharge inside buildings. The venting shall be installed and maintained in accordance with Section 4.2.5.2 of NFPA 30. Filling, emptying and vapor recovery connections to the tank in accordance with MSFC 3404.2.7.5.2 shall be located outside of buildings at a location free from sources of ignition and not less than 5 feet away from building openings or lot lines of property that can be built on. Spill control and secondary containment appears to be provided via a depressed trench with grating at the floor. The volume of the trench must be sized to contain the spill from the single largest container in the room plus 20 minutes of sprinkler flow. Based on the largest container of 1,100 gallons and the sprinkler design (0.20 gpm/sf)the total volume of the containment required is 3,360 gallons. The drawings show the trench is currently design to contain 1,683 gallons, which does not meet the minimum above. t' -tom'-k.._ 4.8 Smoke and Heat Venting .. The Chemical Room due to the presence of oxidizers is required by MSFC Section 4004.1.6 to have smoke and heat venting per MSFC Section 910. However, given the size of the room and the fact that the 2007 MSBC/MSFC has removed the requirement for smoke and heat venting as related to this room, HAI feels it would be acceptable to nit provide the smoke and heat venting required if acceptable to the City of Prior Lake. 4.9 Piping Systems Piping, tubing, valves, fittings and related components used for hazardous materials in or originating from the Chemical Room shall be in accordance with the following: 1. Piping, tubing, valves, fittings and related components shall be designed and fabricated from materials that are compatible with the material to be contained and shall be of adequate strength and durability to withstand the pressure, structural and seismic stress and exposure to which they are subject. 2. Piping and tubing shall be identified in accordance with ASME A13.1 to indicate the material conveyed. 3. Readily accessible manual valves or automatic remotely activated fail-safe emergency shutoff valves shall be installed on supply piping and tubing at the following locations: a. The point of use. b. Piping for sodium hypochlorite solution or sodium permanganate solution that has a working pressure greater than 15 psi shall be provided with an approved means of leak detection and emergency shutoff or excess flow control. 4.10 Emergency and Standby Power Per MSFC Section 2704.7, the required mechanical ventilation system, emergency alarm, and other electrically operated equipment required by the code for the Hazardous Occupancies must be provided with a secondary, or standby, source of power in accordance with the Electrical Code. It is our opinion that although not specifically required we feel that the monitoring equipment and controls for the pumps should be provided with the same standby power as the required systems. 4.11 Incompatible Materials The phosphate MSDS states to keep it away from strong base, so phosphate and hypochlorite should be separated. The plan shows that these materials are to be separated by 20 feet, which is in compliance with MSFC Section 2703.9.8 for incompatible materials. It is also recommended that phosphate be provided with its own spill pallet or other means of keeping the phosphate from spilling into the containment for the hypochlorite solution. The permanganate is a reasonably strong oxidizer, so you need to follow those rules. It also should be kept away from acids, which the phosphate is a weak one and likely should be separated. I did not see anything specific between the hypochlorite and permanganate (but that doesn't mean it doesn't exist) 5.0 lettlYRIDE`ROOM (GROUP 11'4-4) 5.1 Construction The Fluoride Room is required to be separated from the remainder of the building by a 1- hour occupancy separation(fire barrier)with%-hour doors or opening protection. Per the drawing the room is designed to be separated by 3-hr construction. The floor of the room is required to be non-combustible construction (MSFC 2704.12) and liquid tight(MSFC 3104.1.1). The egress for the room is within the allowable 175 ft travel distance. 5.3 Automatic Sprinkler System Automatic sprinkler protection is required for the room per MSBC 903.2.4.1. The design of the system shall not be less than that required for Ordinary Hazard Group 2 over a remote area of 3,000 SF. Based on a review of the existing design the sprinkler protection for the room is designed for 0.15 gpm/sf and is not compliant with the above requirements. 5.4 Fire Detection and Alarm There are no special fire alarm requirements for the Fluoride Room that would require detection or similar additional protection. If a double wall tank is not used then a leakage alarm will be required per MSBC 415.2.6. 6.8 Smoke and Heat Venting Smoke and heat is not required for the Generator Room. 6.9 Tank Construction The design, fabrication and construction of tanks shall comply with NFPA 30. Each tank shall bear a permanent nameplate or marking indicating the standard used as the basis of design. Tanks shall be provided with normal venting as required by MSFC Section 3404.2.7.3 and must meet the following: 1. Vent lines from tanks shall not be used for purposes other than venting unless approved. 2. Vent-line flame arresters and venting devices shall be installed in accordance with their listings. Use of flame arresters in piping systems shall be in accordance with API 2028. 3. Vent pipe outlets shall be located such that the vapors are released at a safe point outside of buildings and not less than 12 feet above the adjacent ground level. Vapors shall be discharged upward or horizontally away from adjacent walls to assist in vapor dispersion. Vent outlets shall be located such that flammable vapors will not be trapped by eaves or other obstructions and shall be at least 5 feet from building openings or lot lines of properties that can be built upon. Per MSFC Section 3404.2.7.4 Stationary, above-ground tanks shall be equipped with additional venting that will relieve excessive internal pressure caused by exposure to fires. Emergency vents shall not discharge inside buildings. The venting shall be installed and maintained in accordance with Section 4.2.5.2 of NFPA 30. Filling, emptying and vapor recovery connections to the tank in accordance with MSFC 3404.2.7.5.2 shall be located outside of buildings at a location free from sources of ignition and not less than 5 feet away from building openings or lot lines of property that can be built on. We anticipate the electrical inspector's comments early next week and seek his comfort level of the proposed production/testing of the facility. 2. The only known correction item on the fire suppression system at this time is the sprinkler heads under the stairs. During our inspection of the system, items unknown to us now may be discovered;the sprinkler contractor is experienced at dealing with any unexpected problems. 3. The plumbing monometer test can be completed at anytime before turning the building over to the City. 4. In regards to the smoke detectors, emergency and manual fire alarms in the Chemical room;manual fire and emergency alarms in the fluoride room and generator room, all are required per the MN State Fire Code and are included in the Hazardous Materials Technical Opinion Report prepared by Hughes Associates,Inc. dated March 3, 2008. You had indicated that the fire alarm panel may not support the required number of points but the SCADA system may be able to temporarily be set up to report a water flow on the fire suppression system. I noted that the electrical inspector will be on-site on Monday. He may not provide anything in writing but he will call your department after his visit. Regarding the fire suppression system,you noted that after your site visit on Wednesday of this week,the only item remaining was to place the correct sprinkler heads under the mezzanine stairs and then the system would be ready to do the various tests. It sounds as if the fire sprinkler contractor is already aware of what they need to do. I will make sure that the contractor gets the heads switched out and gets the remainder of the system ready for testing. We discussed that completing the final inspections for occupancy (HVAC,plumbing, etc.) will occur in steps and the contractor will need to coordinate these items through your department. You did mention that you'd like to get the plumbing manometer testing done in the near future.
