I have included results for 8"plain, 8"rock-face,and 12"plain concrete masonry units. From the testing of the 8"concrete masonry units, you can see that the face shells are thicker on the rock-face units than on the plain units. The effect of this is to increase the equivalent thickness of rock-face units over plain units. No doubt this is due to your method of production for the rock-face units where you remove the interior plate of the casting mold and use a splitter to separate the two units after steam curing. The last round of testing on your 12"plain units showed that the equivalent thickness was 5.4 inches. The equivalent thickness requirement for a 3-hour fire rating per Table 1 of NCMA TEK 7-1A is 5.3 inches. Thus, your 12"plain units meet the 3-hour fire rating. Given that all rock-face units have greater equivalent thicknesses than plain units,it is a reasonable conclusion that if the 12"plain unit meets the requirement than the 12"rock-face can be expected to meet or exceed the requirement. Please call Jamison Langdon at 952.995.2346 if you have any questions or comments regarding this letter. Prior Lake, MN 55343 RE: 3-Hour Fire Resistive Construction Revised Shepherd's Path Senior Housing Dear Mr. Hutchins, The concrete block bearing walls in the basement S-2 occupancy as shown on drawing by Pope Architects, will be constructed for three-hour fire resistive rating by using block manufactured at the factory with face shell thickness and web thickness that meet the three-hour requirement (see Enclosure 1). This will be done in lieu of filling all cores from top of wall to concrete footing with Core-Fill 500 foam insulation or by grouting solid with mortar as stated in our July 7, 2006 letter. The three-hour rating will be obtained on all foundation block and any interior partitions that are load bearing within the S-2 occupancy area up to and including the fire separation walls. Above grade concrete masonry unit walls will be filled with foam insulation for thermal insulation purposes only. If you have any questions, please feel free to contact me directly at: 952-417-8374. Hutchins RE: Shepherds Path Campus Preliminary Plat Following are the results of the Preliminary Plat review for the Shepherds Path Campus Preliminary Plat. Our review was based on the Minnesota State Building Code (MSBC) which adopted with amendments the 2000 International Building Code (IBC) with handicap regulations of the Minnesota Accessibility Code Chapter 1341. Also requirements of the 2003 Minnesota State Fire Code (MSFC), which adopted with amendments the 2000 Fire Code(IFC). 1. Complete a Building Code analysis for each building. IBC Chapter 5. Include the following: a. Occupancy Classification. b. Type of Construction. c. Location on Property. d. Allowable Floor Area. e. Height and Number of stories. 2. The City has adopted MSBC chapter 1306, buildings to be equipped with a fire suppression system. MSBC 1306.0030. Note: NFPA 13 systems are required for fire department concerns in all buildings. 3. It appears that buildings will be attached onto the existing church building. If proposed buildings are located on separate parcels, openings are not permitted on parallel exterior walls and walls shall be constructed as Party walls. IBC Table 704.8 and 503.2 4. Dome Building: Building shall be adjoined by public ways or yards not less than 60 feet in width. IBC 507.2. It appears that Youth Center encroaches within 60-foot required dimension. 5. The buildings require one fire hydrant within 150 feet of the fire department connection and a hydrant(s) within 300 feet of all portions of the exterior of the buildings. J:\BUILDING\LETRMEMO\Shepherds Path\shepherds path campus site05.DOC 6. Provide a Post Indicator Valve (PIV) on sprinkler supply line into buildings. Locate a minimum distance away the height of the building. 7. Provide fire lanes for fire apparatus response. Signage to read:"No Parking Fire Lane by order of Fire Department". Indicate on Site plan. IFC 503.3. 8. Siamese connection and enunciator panels to be located by front entrances. 9. Provide a 12' wide, weight sustaining drive lane South of the Dome building and on the South side of the YMCA building, existing church, Town center and 84 unit independent living building. 10. An S.A.C. determination must be completed by the Metropolitan Waste Control Commission for each building. Contact Jody Edwards at 651.602.1113. Presently, there is a charge of $4,800.00 per SAC unit which is collected at the time of the building permit issuance. 11. If provided, indicate means of lawn irrigation. May use separate service and metering for billing purposes. If it is desired, there can be two water meters for domestic use and lawn irrigation. The City requires that there be a curb stop valve that can be accessed by the City for each individual water meter. Each must have a curb stop valve and separate lines running to each meter that are located within the building. There is a financial incentive to have separate meters, as the lawn irrigation meter would not be charged for sewer usage. 12. Submit signed architectural, structural plans and a Certificate of Survey before building permits. Submit signed HVAC, plumbing, fire/smoke alarm, emergency lighting/exit signs and sprinkler plans. May be submitted at a later date. 13. Maintain 96"vertical clearance height for drive aisle in underground parking garages. 14. Structural engineer to design retaining walls over 4'-0" in height. This is a preliminary review only on conceptual plans. Other code items will be addressed when the preliminary plans are submitted. The building plans must be reviewed by the Cities Developmental Review Committee (DRC) which consists of representatives of Planning, Engineering, Parks, Finance, and Building Departments. The DRC must approve the site plans before a building permit can be issued. 2
