The waste pipe from the elevator pit drain sump must discharge indirectly to the sanitary waste system through a fixture that is trapped and vented(see Minnesota Rules,part 4715.1305). The sump discharge line is shown to be directly connected to the sanitary sewer on the submitted waste and vent riser diagram. 2. Changes in direction in drainage piping must be made by appropriate use of wyes and bends. Sanitary tees are not allowed where the direction of flow changes from either vertical to horizontal or horizontal to horizontal (see Minnesota Rules,part 4715.2410). 3. It has been a pleasure working with your excellent staff. Their input and dedication to this study process serves the community well. a The City of Prior Lake has recently experienced rapid growth. The City, in its endeavor to balance the needs and the demands of City services in relationship 0 to their current facilities, has identified the necessity for a comprehensive study to analyze space needs for City Hall, Public Works, Fire Department, and the Branch Library. 0 The business of government is to serve its constituents. Tax payers' investment in staff, equipment and facilities warrants efficient, cost effective, and functional facilities in a convenient and appropriate location. The architect is charged with 0 assisting and advising the staff and council in planning facilities which meet the City's mission and responsibility. 0 Prior Lake retained Boarman Kroos Pfister & Associates to provide a municipal study, which entailed working closely with the City team leadership in establishing the basic data for an evaluation of space needs, block plan options, site definitions, and cost impacts. The principle objective of the report is to determinee a current and ten year projection of space needs for City facilities. It is our intent that the information contained within the report will assist the City of 11 Prior Lake in making informed decisions regarding their need for improved facilities now and in the future. Preliminary programming has established the current need for space to be approximately 31,900 square feet, five year projection of space to be 33,500 square feet and the U ten year projection at 33,600 square feet. The space needs are driven by service demand, support areas, workload and equipment and not significantly by additional staff projections. The space projections include a larger public meeting 0 center planned for maximum flexibility to accommodate a variety of City boards, commissions and community groups. PUBLIC WORKS IIII Over the last 15 years, the taxpayer has come to expect that a city must take responsibility for providing a wide variety of services to maintain the convenience, P property value, image and quality of life of the community. This is especially true in the case of Public Works, where it is expected that streets will be plowed and maintained in a timely manner, attractive parks and recreational areas will reinforce the neighborhoods, and all city utilities will function without interruption or inconvenience. The Prior Lake Public Works Department is experiencing circumstances which make the delivery of this level of service extremely difficult. Existing conditions are at the least, inefficient, non-cost effective and, at worst, hazardous. Vehicles and equipment are crammed into available storage areas. Having to constantly move equipment in these overcrowded areas is both dangerous, time consuming and results in premature depreciation of mobile equipment. Currently in the absence of adequate facilities, shop operations compete for space in the vehicle storage areas. Projects are routinely interrupted each night allowing for equipment storage. The incompatibility of these functions results in a constant re-shuffling of vehicles, and expensive equipment stored out-of doors or in cold storage. The conditions result in wasted man hours, added wear-and-tear on equipment and shortened equipment life span. Welding stations are scattered throughout the facility with inadequate ventilation and no centralization of welding supplies. Also, there is no well ventilated area for the repair of small gas engines. Operations are currently fragmented on a number of sites throughout the City. The existing main facility is environmentally poor with inadequate waste i ( containment in an area in close proximity to A lowland pond area. (Markley Lake . FIRE STATION The current main fire station serving Prior Lake, located east of City Hall, was constructed in 1966 when their were fewer than 4000 residents and the average home value was $19,000. Today, with a population of 12,500, and growing, and the average home value at$120,000, the existing station is struggling to keep pace with the increased service demand. I I a -� � � 1u 7tri 01 The existing structure includes approximately t.'$I i.quare feet comprised of four 111 apparatus bays, training room, one office, dispatc area, hose tower, mezzanine storage, and ancillary facilities. The Fire Department owns nine vehicles for use in fire fighting and rescue operations. Except for one car, all of the vehicles are stored in the station. The Department also added a rescue van and a large pumper to the fleet in 1993, which necessitated the need for off-site storae of some vehicles. The existing station has insufficient space to house it's current vehicles and equipment. The current location does not provide adequate III response time to many areas of the City. While the department is likely to eliminate its ambulance service function this will not reduce space needs since the City is likely to retain one of two ambulance units and the future service provider will probably use the facility to house its ambulance and the ambulance crew 0 overnight. ,2, 4i9 6/ P6) 0 S e TT COUNTY BRANCH LIBRARYY�J' it- 0 The Prior Lake Branch of the Scott County Libra System s establi i was 1969. Under their agreement, the City is to provide the building, insurance, m �`� utilities, and maintenance. The County provide library materials, furnishings, and the library staff. The County has exclusive cont of of the building under thrms of the contract. The Prior Lake ' Library has been located in th urrent facility since 1983, when the City purchased a former bank building fo a purposes of providing library 0 space. The existing facility is approximate) 4 300 square feet and houses 26,400 pieces of library material of which about one is in circulation at any given time. The library is open 43 hours a week with a current usage of about 31,000 people a year. 0 The increase in population has put added demand on the library. According to the Scott County Library System, for a population of 10,000 to 24,000, 7000 square 0 feet would be the planning guide for a city the size of Prior Lake. Improvements to the existing building would serve to enhance library functions. 0 Without an elevator and handicapped accessibility to the lower level, this part of the building can only be used for storage. With adequate circulation, this valuable space could better serve the needs and space requirements of the library. IIIRECOMMENDATIONS AND CONCLUSIONS The architect, having worked with City staff to project the future staffing needs 0 and space for the City, tested those results against the current municipal site for City Hall as well as alternate site locations and discussed with staff. As you recall, Stair C of Alternate#1 is located north of the main lobby and connects the main level with the lower level and we are proposing glazed openings in the wall of the enclosure at the main level. According to the 2000 International Building Code section 1005.3.2, a vertical exit enclosure less than four stories shall be 1-hour fire resistance rated. Also,per section 1005.3.4,vertical exit enclosure openings shall be limited to that necessary for exit access to the enclosure from normally occupied spaces and for egress from the enclosure. Stair C will be used primarily by City staff and at times the public for travel between the main level and the lower level for council-related and training functions. Glazing in the wall between the lobby and the stair will provide greater visibility from the lobby to the stair,which will allow greater visual security for after-hours functions. Individuals will not be able to hide in this stair. This visibility will also enhance the overall security of the area. Per our conversation on August 19, storefront glazing in this wall has been eliminated and replaced with smaller openings not exceeding 1,296 square inches per glass panel, which meets the requirements for a 1-hour assembly.
