HomeMy WebLinkAbout5A Comp Plan Discussion Report 4646 Dakota Street SE Prior Lake, MN 55372 PLANNING COMMISSION AGENDA REPORT MEETING DATE: FEBRUARY 16 , 2016 AGENDA #: 5A PREPARED BY: DAN ROGNESS, COMMUNITY & ECONOMIC DEVELOPMENT DIRECTOR PRESENTED BY: DAN ROGNESS AGENDA ITEM: COMPREHENSIVE PLAN DISCUSSION DISCUSSION: Introduction City staff will continue to present some general background information on the 2030 and 2040 Comprehensive Plans. The City is required to submit its 2040 Plan to the Metropolitan Council by the end of 2018 for its review and approval. History The City Council authorized the start of the 2040 Comprehensive Plan update process in 2016 with most of it to be completed in 2017. Since the Land Use Element of the plan is key to establishing other elements of the plan (i.e., sewer, water, and transportation), staff will update this part of the plan in 2016. Current Circumstances On January 19, 2016, the Planning Commission viewed a PowerPoint on the 2030 and 2040 Comprehensive Plans as an introduction to this topic. Staff will provide more information that is specific to SMSC property within Prior Lake. The Met Council has evaluated the complete removal of all SMSC-owned lands, in- cluding those that are in trust and in fee. Currently, only property held in trust is removed from any land use designation in the Plan. By removing all SMSC fee- owned property, more housing units and commercial development will not be included, resulting in a reduction in population, household and employment fore- casts for Prior Lake. Staff will review the Met Council’s forecast adjustments at the Planning Commission meeting. ISSUES: Conclusion City Staff will continue to discuss the Land Use Element for the updated 2040 Comprehensive Plan with the Planning Commission during 2016.
