CONSIDER APPROVAL OF A RESOLUTION ACCEPTING THE BIDS AND
AWARDING THE CITY'S STANDARDIZED CONSTRUCTION CONTRACT
TO INSTALL PLAYGROUND EQUIPMENT AT TWO CITY PARKS.

At the April 18th, 2005 regularly scheduled meeting, the City Council approved the
plans and specifications and authorized the advertisement for bids for the
installation of playground equipment at Wilds North and Sand Point Beach parks.
City staff had prepared plans and specifications similar to those prepared in 2003.
The purpose of this agenda item is to accept the bids and award the contract to
install playground equipment as identified in the resolution passed by the City
Council on April 18, 2005.

Wilds North Park was identified to receive a play structure in 2004. At that time,
staff recommended holding off on the Wilds North play equipment until 2005 to
receive a more favorable price by bidding it with Sand Point Beach Park. The
2005-2009 C.I.P. includes funds to install playgrounds at Sand Point Beach and
Hawk Ridge Development. These parks are identified in the 2005 C.I.P. with a
total estimated cost of $115,000. Due to the timing of the development in Wilds
North and Hawk Ridge, staff recommends that recreational needs would be better
served by substituting Wilds North Park in 2005 for Hawk Ridge Park, since the
expected development of Hawk Ridge area has not happened.
The followin is a breakdown of the cost estimates for each ark:

Bids were received and opened on May 27, 2005 at 10 a.m. A total of two (2) bids
were received. The low bid was submitted by St. Croix Recreation, in the amount
of $92,724.00. A second bid was submitted by Webber Recreational Design, Inc.
in the amount of $97,140.57. The City has worked with St. Croix Recreation on
several projects, including a similar playground layout at Lakefront Park and is
satisfied with their past performance.
Issues
Wilds North Park is a new park. The play structures that will be installed will meet
the Americans with Disabilities Act (ADA) Accessibility Standards and Consumer

Product Safety Commission (CPSC) guidelines. The new playground equipment
will be modular; compliant with current safety standards; provide accessibility and
will be durable and attractive, and provides equipment suitable for 5-12 year olds as
in all our neighborhood parks.
Sand Point Beach Park is an existing community park that receives a lot of
attendance throughout the summer. At present, play equipment at the park serves 5
to 12 year olds. The new playground structures (5-12 years and 2-5 years) at the
community park will serve many area residents that local parks cannot provide.
The Public Works and Parks maintenance crews will complete all grading and
preparation work including hauling sand, preparation of base work for the curbing,
resilient surface (wood carpet), sidewalks and complete all landscaping and
sodding. The City will contract for the concrete curb placement. The total costs
for this portion of the project will not exceed $18,500.
St. Croix Recreation was the lowest bidder for play equipment identified at Wilds
North and Sand Point Beach parks. Their bid meets the selection criteria, offers the
best design, and has the lowest total bid.
Budeet Imoact
The 2005-2009 C.I.P. has $115,000 programmed for two parks. The cost for the
play structures will be drawn from the Capital Park Fund. The project costs
including St. Croix Recreation's bid of $92,724 and the city staff portion of the
project ($18,500) will not exceed $115,000.
The alternatives are as follows:
1. Approve a Resolution accepting the bids and awarding the city's standardized
construction contract for playground equipment, not to exceed $115,000.
2. Table this item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.
Staff recommends alternative number 1.

RESOLUTION 05-XX
RESOLUTION ACCEPTING THE BIDS AND AWARDING THE CITY'S
STANDARDIZED CONSTRUCTION CONTRACT FOR THE INSTALLATION OF
PLAYGROUND EQUIPMENT AT TWO CITY PARKS.

The estimated cost to construct the play structures identified in Wilds North Park
and Sand Point Beach Park, is $115,000; and
WHEREAS,
Advertisement for Bids for the installation of playground equipment at two City
parks which was approved by the Council at the April 18, 2005 meeting; and
WHEREAS,
The following bids complying with the advertisement were received, opened, and

WHEREAS,
The City Council has determined that St. Croix Recreation of Stillwater,
Minnesota is the lowest responsible bidder.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are hereby authorized to execute the city's standardized
construction contract with St. Croix Recreation of Stillwater, Minnesota for the
installation of playground equipment at two City parks.
3. The City Manager is hereby authorized and directed to return to all bidders the deposits
made with their bid once the contracts have been signed.
4. Staff is authorized to purchase sand and landscaping material, and to contract for the
installation of concrete curb and gutter, sidewalk, and resilient surface (wood carpet) at
the two sites per the City's purchasing policy in an amount not to exceed $18,500.
5. The funding for the playground equipment, concrete curb and gutter, and landscaping
materials shall come from the Capital Park Fund.
