AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPROVING A YOUTH MEM-
BER APPOINTMENT TO COMMUNITY SAFETY ADVISORY COMMITTEE
DISCUSSION: Introduction
The purpose of this agenda item is to complete the appointment of the youth
member to the Community Safety Advisory Committee (CSAC).
History
The Bylaws of the Community Safety Advisory Committee provide that one
member of the committee may be under 18 years old as an effort to solicit ideas,
engage and better communicate with student of ISD 719 with respect to commu-
nity safety matters. The Bylaws require a screening committee interview of po-
tential candidates and recommendation from the interview panel and approval
by the City Council.
Last fall when applications were being accepted for the committee positions
there were no applicants for the youth position on the committee. Since that
time the committee members have been busy recruiting qualified applicants.
We have finally have an applicant for the position.
Current Circumstances
Elizabeth Heile applied and attended the last meeting to observe the committee
in action. Following the meeting the interview panel conducted an interview and
recommends her for the position.
Elizabeth Heile is a junior at Prior Lake High School. She is involved in many
organizations, clubs, and activities including; the Student Leadership Team at
her church, Pep Band, Marching Band, Wind Ensemble, Varsity Swim and Dive
Team, South Metro Swim Club, Junior Optimists Club, National Honor Society,
and Girl Scouts. She also works teaching swim lessons in Prior Lake and as a
Lifeguard in Bloomington.
In her application Elizabeth says she is interested in being a member of the
committee in order “to help to provide a safer environment for our community,
especially for students in the public and private schools” Considering her many
interest and activities, she is in a great position to both solicit input as well as
communicate safety information to students.
FINANCIAL
IMPACT:
This appointment has no additional financial impact.
ALTERNATIVES: 1. Motion and second as part of the consent agenda to approve a resolution ap-
proving Ms. Heile’s appointment to the CSAC.

2. Defer the matter and provide the staff direction.

A RESOLUTION APPPOINTING ELIZABETH HEILE TO SERVE ON THE
COMMUNITY SAFETY ADVISORY COMMITTEE

WHEREAS,
A vacancy exists for a youth member pursuant to the Bylaws of the Community
Safety Advisory Committee; and
WHEREAS, Applications were solicited from other persons in the community who were
interested; and
WHEREAS, Notices of such vacancies were published in The Prior Lake American and the city
website; and
WHEREAS, Applications were submitted and interviews conducted by the screening
committee.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
PRIOR LAKE, MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. That the following individual is appointed to fill the following term:
