HomeMy WebLinkAbout5K Flood Mitigation 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: FEBRUARY 22ND, 2016 AGENDA #: 5K PREPARED BY: KATY GEHLER, PUBLIC WORKS & NATURAL RESOURCES DIRECTOR PRESENTED BY: KATY GEHLER AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION IN SUPPORT OF THE PRIOR LAKE-SPRING LAKE WATERSHED DISTRICT’S EFFORTS TO SECURE STATE BONDING FOR A FLOOD MITIGATION PACKAGE DISCUSSION: Introduction The purpose of this agenda item is to seek City Council support for the Prior Lake-Spring Lake Watershed District’s efforts to secure funding through the state legislature for a flood mitigation package. History The Prior Lake-Spring Lake Watershed District (PLSLWD), in partnership with the City of Prior Lake and Spring Lake Township, has been working with the selected consultant to complete the Stormwater Management and Flood Mitigation Study. The Study includes updating modeling of the Prior Lake-Spring Lake watershed, reviewing flood-related issues and historical projects, identifying and evaluating a suite of potential flood reduction strategies, and creating an implementation plan. On February 8, 2016 the three entities held a joint workshop to review the results of the Study. During this workshop the PLSLWD provided an update relating to one of the potential funding sources, state bonding. Current Circumstances The Minnesota Legislature is on a biennial rotation for bonding legislation and a bonding bill is expected to be passed in 2016 and another one will not be con- sidered until 2018. This bill provides an opportunity to fund a portion of the po- tential project(s) identified in the Study. The PLSLWD has submitted a request for approximately $12.5 million ($6.25 million state and $6.25 million match) which will include various strategies rec- ommended by the Study. The PLSLWD Board of Managers adopted the at- tached resolution (ATT 1) in support of this effort and have been working with a consultant to help the request move through the legislative process. The sec- ond attachment (ATT 2) is a bonding legislative briefing provided by the PLSLWD to the legislature. The legislative session is expected to get underway in early March 2016. The final bonding bill is scheduled to be considered in the current session which is expected to conclude by June 2016. 2 Conclusion At this time the PLSLWD is seeking support from the City of Prior Lake for the funding request in the form of a resolution. This request does NOT commit the City to any of the Study-identified mitigation options nor does it commit the City to funding any of the required match. ISSUES: The PLSLWD is submitting their initial request for funding during the 2016 leg- islative session to take advantage of the momentum gained from the 2014 flooding event and because the implementation of the mitigation measures are likely to occur over three to five years. FINANCIAL IM- PACT: The Study’s Implementation Plan will include a potential suite of options ad- dressing flood mitigation along with potential funding sources. Any funding commitments would be discussed during the finalization of the Study. There are no financial commitments by the City for supporting the PLSLWD’s legislative efforts. ALTERNATIVES: 1. RECOMMENDED MOTION: Alternative No. 1 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 16-xxx A RESOLUTION IN SUPPORT OF THE PRIOR LAKE-SPRING LAKE WATERSHED DISTRICT’S EFFORTS TO SECURE STATE BONDING FOR A FLOOD MITIGATION PACKAGE Motion By: Second By: WHEREAS, The Stormwater Management and Flood Mitigation Study Project is expected to be completed in 2016; and WHEREAS, The Study is sponsored by the Prior Lake-Spring Lake Watershed District and the City of Prior Lake, in collaboration with Spring Lake Township; and WHEREAS, The Study will recommend flood reduction strategies as part of a long-term Implementation Plan; and WHEREAS, The Minnesota Legislature is on a biennial rotation for bonding legislation and a bonding bill is expected to be passed in 2016 and another one will not be considered until 2018; and WHEREAS, it is important to secure funding for flood mitigation as soon as possible in order that mitigation measures may be implemented as soon as feasable; and WHEREAS, On January 12, 2016, The Prior Lake-Spring Lake Watershed District Board of Managers passed a resolution regarding seeking funding for a flood mitigation package of approximately $12.5 million ($6.25 million state and $6.25 million match) which will include various strategies recommended by the Stormwater Management and Flood Mitigation Study Project Implementation Plan. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated he rein. 2. The spring rain events caused flooding on Prior Lake, Spring Lake and in the seven mile Prior Lake Outlet Channel. This plan will identify flood damage reduction needs within the subwatershed. The options include increasing the Prior Lake outlet capacity by 20 cubic feet per second; Spring Lake outlet modifications to increase storage; upper watershed storage at nine distributed storage locations; and flood proofing or acquiring three high flood risk structures. These projects will be phased in over five years. Phase1 includes upper watershed storage and structure flood proofing/acquisition; Phase 2 includes increasing the Prior Lake Outlet’s capacity and Phase 3 includes Spring Lake storage. Project Benefits: Flood Damage Reduction The project will provide will provide flood protection to an elevation of 904.4 feet (water overtops the Outlet Structure at 902.5) and flood proof or acquire three structures that would not be protected by the other measures. The project would minimize flood damage to public and private structures and other local infrastructure. Based upon previous flood disaster events, the project could prevent damages upwards of $15 million per event. 4646 Dakota Street SE, Prior Lake, MN 55372  (952) 447-4166 www.plslwd.org / info@plslwd.org Water Quality The project would enhance current water quality efforts on both Spring Lake and Prior Lake by reducing sediment and nutrient loading from the upper watershed that discharges to the Prior Lake Outlet Channel and the Minnesota River.
