Amendments to the State Aid system will help maximize Prior Lake’s allocation and provide a funding source for these State Aid routes. History Each year the gas tax, license tab fees, and motor vehicle sales tax generate approximately $1.8 Billion in the state of Minnesota. These funds are divided between the state, counties, and Minnesota cities. Minnesota cities of population 5,000 or greater divide approximately $155 Million through the State Aid process. In 2015 Prior Lake received $905,000. The formula for dividing and administering the funds is handled by a division of MNDOT called “State Aid”. The intention of State Aid is to provide a funding source for roadways which have a higher order in the hierarchy of streets within a community. For Prior Lake these are the collector streets. In many cases the collector streets do not have driveways, so State Aid can be a funding source in lieu of assessments. On May 26, 2015, the City Council held a work session which discussed the State Aid system. The formula for division of State Aid funds is heavily based on population and traffic count information. Only 20% of City streets can be placed on the State Aid network. As a growing city with population 2 and traffic increases, the city allotment has grown over the years. At the work session the City Council directed Staff to review changes to the Prior Lake system to assist in maximizing the Prior Lake allocation and define routes which may need funding in the future. During the summer of 2015, City Staff performed traffic counts on many collector roadways which are not yet on the State Aid system. Staff used the traffic data to compare routes for addition to the State Aid system. Currently the City has 1.59 miles of roadway which is currently not allocated to a specific route. Current Circumstances The analysis of the Prior Lake system included the traffic count data, traffic growth potential, possibility for the use of State Aid dollars for construction, and connection to other State Aid routes. Based on the analysis, Staff is recommending the follow changes:  Remove several un-built roadways from the system. These include North Berens Road, unbuilt sections of roadway within the Vierling property north of CSAH 42 and east of CSAH 21.  Remove Turner Drive and Sunray Boulevard  Add Wilds Parkway  Add Arcadia Avenue from Colorado to TH 13  Add Fish Point Road from Cottonwood Lane to Mushtown Road  Add Mushtown Road from Village Lake Drive to Fish Point Road  Add Toronto from Tower Street to Mushtown Road The changes as proposed remove 3.19 miles of roadway from the State Aid System and add 4.63 miles to the system. This leaves only 0.15 miles unallocated. Attached to the report is a spreadsheet showing the route analysis and a map showing the changes. Conclusion Staff recommends the adjustment of State Aid routes as discussed above based on the analysis provided in the attached spreadsheet. ISSUES: The changes proposed should improve Prior Lake’s State Aid allocation and provide a funding source for the roadways selected for placement on the State Aid system. The local roadways selected seem appropriate as they are higher in the hierarchy of our local road system and take the most traffic. The extension of Arcadia was selected to provide another possible funding source for this future project. FINANCIAL IMPACT: The City received $905,000 in 2015 and will be receiving $929,179 in 2016. Currently the City has a negative balance of ($682,271) due to the use of State Aid funding on recent projects. While the City has seen an increase in the allocation due to the growth within the community. The changes proposed will increase the probability of receiving more funding through State Aid. Many variables go into the calculation of Prior Lake’s share including the amount of money generated by the gas tax, license tab fees, and the motor vehicle sales tax. Other cities also make changes to their system or are added to the State Aid 3 system. ALTERNATIVES: 1. Approve Two Resolutions Pertaining to State Aid Routes: 1) Revoking Municipal State Aid Street designation for MSAS 112 Chatonka Beach Avenue (non-existing), MSAS 115 135th Street (non- existing), MSAS 133 North Berens Road (non-existing), MSAS 121 Carriage Lane (non-existing), MSAS 126 Turner Frive (existing), and MSAS 124 Sunray Boulevard (existing) 2) Designating Municipal State Aid Street Designation for extention of MSAS 105 Fish Point Road (Mushtown Road to Cottonwood Lane), extension of MSAS 130 Arcadia Avenue (TH 13 to Colorado Street), MSAS 136 Mushtown Road (Fish Point Road to Village Lake Drive), MSAS 137 Toronto Avenue (Mushtown Road to Tower Street), and MSAS 138 Wilds Parkway (Mystic Lake Drive to 154th Street) 2. Deny for a specific reason and provide staff with direction. 3. Table this item until some date in the future. The recitals set forth above are incorporated herein. 2. That the Municipal State Aid Streets described above, to wit; be, and hereby are revoked as Municipal State Aid Streets of the City of Prior Lake subject to the approval of the Commissioner of Transportation of the State of Minnesota 3. The City Manager is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for his consideration. The streets described as follows, to wit: MSAS 105 Fish Point Road extension from Mushtown Road to Cottonwood Lane MSAS 130 Arcadia Avenue extension from TH 13 to Colorado Street MSAS 136 Mushtown Road from Fish Point Road to Village Lake Drive MSAS 137 Toronto Avenue from Mushtown Road to Tower Street MSAS 138 Wilds Parkway from Mystic Lake Drive to 154th Street be and hereby are established, located, and designated Municipal State Aid Streets of the City of Prior Lake, County of Scott, subject to the approval of the Commissioner of Transportation of the State of Minnesota. 3. The City Manager is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for his consideration , and that upon his/her approval of designation of said roads or portions thereof, that same be constructed improved and maintained as Municipal State Aid Streets of the City of Prior Lake to be numbered and known as Municipal State Aid Streets as indicated.
