Historv In August 2004 the City of Prior Lake approved a design alignment for CR 12. The approval included the realignment of approximately 2,500 feet of CR 12 from 0.55 miles east of CSAH 17 to 1.44 miles west of T.H. 13 through the Spring Lake Regional Park and the Stemmer Ridge property. On June 6, 2005 the City Council approved Cooperative Agreement for the funding of this project. Current Circumstances Scott County has requested approval of two resolutions needed for State Aid Funding on CSAH 12. In order to complete funding applications and move forward with this project the City of Prior Lake must approve the construction plans and restrict parking on the realignment segment of CSAH 12, SAP 70-612-09. Staff has reviewed the construction plans and approval is recommended. Because the realignment segment lacks adequate width for parking on both sides the City has been asked to prohibit the parking on this segment of roadway. The alternatives are as follows: 1. Approve a resolution 1) Approving construction plans for the CSAH 12 Realignment Project 2) Restricting Parking on CSAH 12 Realignment Segment, SAP 70-612-09. 2. Defer action on this agenda item for a specific reason to a later date. 3. Deny this agenda item for a specific reason and provide staff with direction. Staff recommends alternative number 1. Prior Lake, MN 55372-1714 RESOLUTION OS-xx APPROVING SCOTT COUNTY PLANS TO IMPROVE COUNTY STATE AID HIGHWAY 12 REALIGNMENT SEGMENT SAP 70-612-09 MOTION BY: SECOND BY: WHEREAS, plans for Project No. SAP 70-612-09 showing proposed alignment, profiles, grades and cross-sections for construction, reconstruction or improvement of County State Aid Highway 12 within the limits of the City from 0.55 miles east of CSAH 17 to 1.44 miles west of T.H. 13 as a State Aid Project have been prepared and presented to the City. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA: 1. The recitals set forth above are incorporated herein. 2. The City approves the plans to improve CSAH 12 Realignment Segment, SAP 70-612-09. Passed and adopted this 20th day of June, 2005. Prior Lake, MN 55372-1714 RESOLUTION OS-xx RESTRICTING PARKING ON COUNTY STATE AID HIGHWAY 12 REALIGNMENT SEGMENT SAP 70-612-09 MOTION BY: SECOND BY: WHEREAS, the County of Scott has planned the improvement of County State Aid Highway 12 from 0.55 miles east of CSAH 17 to 1.44 miles west of T.H. 13; and WHEREAS, the County of Scott will be expending County State Aid Funds on the improvement of this highway; and WHEREAS, since this improvement lacks adequate width for parking on both sides of the road, approval of the proposed construction as a County State Aid Project must therefore include certain parking restrictions. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA: 1. The recitals set forth above are incorporated herein. 2. The City of Prior Lake shall prohibit parking of motor vehicles on both sides of CSAH 12 Realignment Segment, SAP 70-612-09 from 0.55 miles east of CSAH 17 to 1.44 miles west of T.H.13.
