PLACEMENT OF UNIT #521
DISCUSSION: Introduction
The purpose of this agenda item is to seek City Council approval for Unit #521,
the Public Works Tanker Truck.
History
The 2016 purchases were identified in the Capital Improvement Plan and incor-
porated into the 2016 budget adopted by the Council in December. At the Feb-
ruary 8th Council meeting the recommended public works fleet purchases re-
quiring council approval were presented for consideration. Unit #521, the water
truck, was programmed for replacement with a hook style truck that would allow
greater functionality.
During the meeting staff was asked to obtain quotes for a like-for-like replace-
ment.
Current Circumstances
The City currently utilizes a 1991 water tanker truck to complete a number of
public works functions including watering sod, trees, and other plantings in
summer, daily flooding of the ice rinks in the winter, cleaning of lift stations,
cleaning of environmental structures, dust control for street sweeping, and cool-
ing of the asphalt saw. This truck has significant issues with many of the sys-
tems including severe leaking of the piping and valves which has left it unsafe
to operate on roads during the winter months.
As part of this report two options are presented.
1. Replacing the tanker with like equipment. This option entails the purchase of a
truck chassis and having it equipped with an 1800 gallon stainless steel tank,
controls and nozzles.

The second option entails the purchase of the same truck chassis but equipping
it with a hook which would allow the use of different attachments. By changing
the attachments, this truck can be used to fulfill a variety of operational needs
within the department without purchase of additional equipment. The attach-
ments proposed as part of this purchase include an 1,800 gallon stainless steel
tank and a stainless steel dump box.

Over the last ten years the amount of park property has increased approximate-
ly 200 acres or 25%. As our fleet resources have been stretched, converting
the water truck to a hook truck maximizes the utilization of this truck unit allow-
ing the Department to postpone pending equipment requests that were antici-
pated in the next 5 years which include the addition of a 1-ton truck and trailer.
By converting this unit to a hook style truck this equipment will be optimized to
haul debris and material more efficiently than our current fleet.
During the summer, this equipment currently is used for about 300 hours or
about 50% of the work time available. Because of the limited functionality the
water truck sits for the remaining work hours. With conversion to a hook truck,
the use of this truck unit could be maximized during all of the available work
hours. Changeover of the attachments can be accomplished in a matter of
minutes which is why this style of truck has been utilized by many public works
fleets for its flexibility of uses.
During the summer the parks department makes use of 20-25 seasonal staff to
complete a variety of parks projects and maintenance work including grading,
tree trimming and removals, athletic field maintenance, etc. That means many
more work projects happening at the same time. Employees, equipment and
materials must be conveyed to the worksite concurrently. Our current truck and
trailering capabilities require some units to make trips to multiple sites in the
morning to get the staff and equipment to the appropriate sites. This truck will
be equipped to serve this need.
With the pending impacts of EAB, this truck will be able to hold larger amounts
of brush and logs minimizing trips to dispose of the material in Shakopee.
During the winter months this truck would be used to haul snow from the down-
town which is now accomplished with three 1-ton trucks. The new box would
have about four times the capacity of one of the trucks currently being used
which saves on both labor, fuel costs and time for each plowing event. Alt-
hough each event is managed differently depending on the conditions and staff-
ing, typical staffing and equipment for three categories of events are shown be-
low.

In accordance with the City’s purchasing policy, bids were solicited through the
State of Minnesota Cooperative Purchasing Venture (CPV) where available
along with contacting vendors for quotes that were not part of the CPV.

Attachment 1 shows the tabulation of the bids/quotes for the two options. The
council is being asked to select an option, authorize the disposal of the old
equipment and the purchase of the equipment highlighted in that option. Note
that each option uses the same truck chassis.
Conclusion
Considering the cost of the two options and the flexibility that a hook truck pro-
vides now and into the future, staff is recommending Option #2.
ISSUES: As priced, the attachments included with option #2 would include a water tank
to provide the existing functionality and a stainless steel dump box for hauling
debris and materials. The cost difference between replacing the water truck
with like equipment to converting it to a hook style truck is $54,000. Over the
15 plus year lifespan of this truck there will be operational savings and efficien-
cies found to offset this amount. The estimated time and labor savings for
snow removal is about $3,000 annually assuming an average number of snow
events each year. Summer labor savings in mobilizing staff and equipment to
sites is about $1,500 annually. This equates to a total savings of at least
$67,500 over the estimated life of the truck. In addition, this conversion will
postpone the request for an additional 1-ton truck and trailer. The cost of a
truck and trailer to serve this function is about $49,000 based on recent pur-
chases.
FINANCIAL
IMPACT:
The Equipment Replacement Plan programmed and the Revolving Equipment
Fund budgeted $227,630 for the replacement of the public works Water truck.
The replacement cost for option #1 is $157,390 which is $70,240 less than
budgeted. The replacement cost for option #2 is $211,115 which is $16,515
less than budgeted.
ALTERNATIVES: 1. Approve a resolution authorizing the purchase of Option 1 and disposal of
the existing equipment as detailed in this report.
