AGENDA ITEM: CONSIDER APPROVAL OF A PROCESS, TIMELIME, AND
COMMUNICATION STEPS PROPOSED FOR THE CONSTRUCTION OF
COUNTY ROAD 81/STEMMER RIDGE ROAD
DISCUSSION: Introduction
The connection of County Road 81/Stemmer Ridge Road from CSAH 12 to
CSAH 82 is shown in the City’s Comprehensive Plan and discussed for
many years. A portion of that connection was completed some years ago
with the Spring Lake Estates Subdivision.
Three actions are either completed or underway which will allow for
construction of the remainder of this road and the utilities thereunder by
2017. The actions are: 1. SMSC and Scott County entered into
Memorandum of Understanding which identifies roadway alignment,
easement, construction, utility access and ongoing maintenance
responsibilities. 2. The City entered into an agreement with the SMSC
addressing utility costs, annexation area and city response to fee to trust
application and 3. The BIA is reviewing the fee to trust application to
determine whether it should be approved. Bureau of Indian Affairs (BIA)
action is expected in the next 30 to 60 days.
Assuming trust status is approved by the BIA, the SMSC will be prepared
to begin construction including installation of utility pipes by this fall. The
bituminous surface would not be completed until 2017 at which time the
road would then become open for public use.
History
The history associated with the roadway connection between CSAH 12 and
CSAH 82 is shown below:
2003 – Orderly Annexation Agreement Approved which defines
orderly annexation area. (An earlier agreement as well existed but
the annexation area was different.)
2006 – City Comprehensive Plan Approved Including Planning of
Utilities and Roadway through Former Stemmer and Menden
Parcels
2006 – Development of Stemmer Ridge Road South of Former

Menden Parcel as part of the Spring Lake Estates Subdivision.
Aug, 2012 – County Road 81/Stemmer Ridge Road Extension
Added to City Capital Improvement Plan
2013 – County Road 12 Reconstruction which includes City
installed capital infrastructure to serve annexation area.
Oct, 2013 – Aug, 2014 – Feasibility Report and Environmental
Assessment Worksheet Preparation for Stemmer/CR 81
Fall, 2014 – SMSC Purchases Former Menden Property
Dec, 2014 – Public Hearing and City Council Orders Project which
Extends County Road 81/Stemmer Ridge Road to County Road 82.
Council directs the staff to assure that traffic calming be
incorporated into the existing stretch of County Road 81/Stemmer
Ridge Road as part of roadway completion.
Spring, 2015 –City and SMSC unsuccessfully attempt to negotiate
an agreement with respect to the new roadway and proposed trust
property.
June, 2015 – SMSC Applies to Place Property into Trust
Fall, 2015 – SMSC Begins Preliminary Roadway Design to Define
Right of Way. City and SMSC work to incorporate the resident
concerns from the Spring Lake Estates area into the design of the
new section of road.
Dec, 2015 – SMSC and Scott County Enter into an Agreement to
Dedicate Right of Way as County Road 81 which includes SMSC
design, construction and ongoing maintenance of the road.
March, 2016 – City of Prior Lake Enters into Agreement with the
SMSC on Trust Application and Extension of City Utilities
Current Circumstances
To provide stakeholder input, transparency, and assure that City Staff is
acting in accordance with City Council desires, the Staff has prepared a
draft process, timeline, and communication steps. Staff would appreciate
comments and direction on these elements.
Process
Attached to the report is a flowchart showing the typical project delivery
steps. In this case there are unique circumstances in which this flowchart
would not apply but in other areas the steps are more extensive in an effort
to keep stakeholders informed and involved.
A review of the existing portion of County Road 81/Stemmer Ridge Road is
proposed to include a work group of stakeholders from the Spring Lake
Road area to study and review potential options for traffic calming
measures. The work group is proposed to meet on several occasions to
study and make recommendations for possible improvements. Once

recommendations are formed it is proposed that the Traffic Safety
Committee review this issue prior to City Council approval through the
Capital Improvement Plan.
Timeline for Stemmer Ridge / County Road 81 (New Road)
City Staff has met with the SMSC staff to discuss the anticipated timeline
for delivery of this project. These tentative dates are for the delivery of the
County Road 81 and Stemmer Ridge Road Project.
March – May, 2016 - Preparation of Final Plans and Specifications
April 20, 2016 – Joint SMSC/City Open House for Project so input
may be included in project plans where appropriate
June, 2016 – Open Bids for Project
July, 2016 – City and SMSC Cost Sharing Agreement Approvals
July, 2016 – Award Bids
August, 2016 – Begin Construction
Fall, 2016 – Utility Pipe Installed
Summer, 2017 – Pave Roadway, Open to traffic
Timeline for Existing Stemmer Ridge Road
Separately, City Staff would begin a process to review the existing portion
of Stemmer Ridge Road for incorporation of traffic calming elements. A
timeline for study of this area is proposed:
April, 2016 – Study Group composed of Spring Lake Estates
representatives organized/Ideas collected at April 20th Open House
May and June 2016 – Work Group meets to discuss options and
provide recommendation
June, 2016 – Traffic Safety Committee reviews recommendations
from work group
August, 2016 – City Council reviews recommendations as a part of
the Capital Improvement Plan
Spring 2017 – Traffic Calming Devices installed on existing stretch
of Stemmer Ridge Road
Communication Steps
Several communication steps are outlined in the timeline. These include
the following:
1. March 18, 2016 E-mail Blast – An e-mail was already sent to those
residents who have provided their e-mail address to the City during
the Stemmer Ridge Road Feasibility Study in 2014. The e-mail is
attached and alerts residents of the recent agreement between the
City Council and the SMSC and to the fact that a Work Group is

being formed and that we would like volunteers to identify
themselves at the April 20 open house.
2. This has already resulted in a response from Spring Lake Estates
neighbors asking for more information. Councilor Keeney has
responded as has City Engineer Poppler.
3. Newsletter – A newsletter providing general information and inviting
residents to the April 20th Open House will be sent out the week of
March 28th. The newsletter will include residents in the general
vicinity from County Road 82 on the north to County Road 12 on the
south and from spring Lake Park on the east to County Road 17 on
the west. This mailing list will be used for subsequent efforts.
4. Notification of Spring Lake Township and joint meeting with staffs.
5. April 20th Open House – This open house will showcase the design
for the County Road 81 / Stemmer Ridge Road Project. This open
house will provide opportunity for residents to comment on the
design and offer ideas for the existing portion of Stemmer Ridge
Road.
6. Subsequent newsletters will be sent out at key points, for example
when the project is awarded, beginning of construction, completion
of key elements, etc.
7. Capital Improvement Plan Public Hearing – A public hearing is
proposed in August regarding the Capital Improvement Plan.
Citizens may provide comments to the City Council at this public
hearing regarding the existing portion of Stemmer Ridge Road.
8. Fall 2016 – When City utilities are installed by the fall of 2016, City
Staff will contact developers to alert them that development can
occur in the annexation area. A mailed document to landowners
within the annexation area could also be sent to communicate the
availability of City utilities.
Conclusion
This process and timeline is a work in progress. Suggestions from the city
council are encouraged.
ISSUES: As the City Council is aware the annexation has been part of the city’s
comprehensive plan for decades. At least two different annexation
agreements over the last four decades testify to this fact. While we do have
an obligation to develop the annexation area as included in the city’s 2030
Comprehensive Plan we must also be sensitive to property owners in this
area whether in Spring Lake Estates, farmers, potential developers and
intended long term residents.
By the same token County Road 81/Stemmer Ridge Road has long been
contemplated as a reliever road for County Road 17 and a connection
between County Road 82 and County Road 12 as well as for access and
egress to the county and city parks.
The new roadway design incorporates single lane divided roadway. The
road is curvilinear to slow traffic. The design speed of the road is 35 miles
per hour which does not equate to the speed limit but instead the speed at
which it can safely be travelled. A roundabout is included in the road at the
entry to the parks to control traffic. Finally traffic calming is intended to be
incorporated into the existing roadway before the entire road is opened.
The interests of people in this area are much too diverse to think that

everyone will be satisfied. But by working to communicate and gather input
we can try to achieve the best project which will satisfy the greatest
diversity of interests.
The process and timeline will be shared electronically and in newsletter.
FINANCIAL
IMPACT:
The Capital Improvement Plan includes this project including $2,000,000 in
City funding. The City and SMSC agreement stipulates that the City is
responsible for materials and installation of City Utilities. The SMSC is
funding the street construction components.
Funding for traffic calming on the existing portion of Stemmer Ridge Road,
would be incorporated as a part of the Capital Improvement Plan process.
ALTERNATIVES: 1. Approve a process, timeline, and communication steps for the County
Road 81/Stemmer Ridge Road project as proposed or with
amendments.
2. Table this item until some date in the future.
