Removal of All SMSC Property

Process to Amend Forecasts
1.Prior Lake City Council requested City staff to process a 2030
Comp Plan amendment to remove SMSC property from any
land use designation other than “SMSC Trust” or “SMSC Fee”.
2.Three subsequent meetings were held between Prior Lake,
Shakopee, SMSC and Met Council staff to discuss a process
to amend the 2020, 2030 and 2040 forecasts (use for the 2040
planning process rather than amend the 2030 Plan).
3.INITIAL QUESTION: look at the 2040 Household forecast of
15,700 for Prior Lake; how many of those households (housing
units) should be removed when taking away all SMSC property
from the City’s Comprehensive Land Use Plan?
4.All parties came to a general agreement on the appropriate
adjustments for Prior Lake, Shakopee and SMSC.

M.C. =Reduce: 550 / 900 / 1,000
The City used a SMSC land use analysis with GIS
mapping and the 2030 Comp Plan map.
The Met Council used a land capacity analysis with
GIS mapping and Transportation Analysis Zones
(TAZ).
