CONSIDER APPROVAL OF A RESOLUTION APPROVING FORE-
CAST ADJUSTMENTS BY THE METROPOLITAN COUNCIL IN 2020,
2030 AND 2040 WITH RESPECT TO ALL SMSC PROPERTIES
DISCUSSION: Introduction
The purpose of this agenda item is to review proposed Prior Lake fore-
cast adjustments proposed by the Met Council in cooperation with the
City of Prior Lake and SMSC. These forecasts will be the basis of the
2040 Comprehensive Planning process related to population, house-
holds and employment.
History
The City Council requested City staff to work on a proposed amendment
to the 2030 Comprehensive Plan that would essentially remove all SMSC
property (fee and trust) from any land use designation. This proposed
change is due to the fact that SMSC’s fee property ultimately goes into
trust status before development occurs. Therefore, all SMSC property
has no meaning in terms of land use regulations and controls by the City
of Prior Lake.
Current Circumstances
As discussions began between City and Met Council staff regarding the
proposed 2030 plan amendment, a decision was made to bring all parties
together to discuss adjusting the 2040 forecast as a result of SMSC prop-
erty. A series of meetings were held between the Met Council, cities of
Prior Lake and Shakopee, and SMSC. Over the course of three meet-
ings, general agreement was reached on how best to make adjustments
downward for Prior Lake and Shakopee. Methods of adjustment in-
cluded an analysis of SMSC land as guided in the 2030 Plan (by City
staff) as well as a review of overall vacant land development capacity (by
Met Council staff).
Conclusion
Attachment 1 shows the proposed adjustments by the Met Council that
were negotiated with City staff during the three joint meetings. These
adjustments downward for the City’s population, households and em-
ployment were discussed at a City Council Work Session on April 25,
2016. All adjustments are based on an analysis of SMSC property. The
figures representing the adjustments will be placed in a new SMSC table
with the Met Council (they don’t disappear).

Some of the issues discussed at the Work Session related to any poten-
tial future negative implications to the City for fewer employment figures.
It was also noted that the total figures transferred from Prior Lake and
Shakopee may not be truly representative of what may be added to
SMSC property.
Without the cooperation of the SMSC, Metropolitan Council and cities of
Shakopee and Prior Lake, an amendment to the comprehensive plans
of each community would have been required. In addition to the time
required, there would have been added expense. Instead each commu-
nity will be able to update their comprehensive plans including only the
property they are responsible for. The system used does allow for addi-
tional property acquired by the SMSC to be removed from the compre-
hensive plan as well.
Since all SMSC property is assumed to be eventually in a trust status,
then the removal of fee and trust property in the Comprehensive Lane
Use Plan will not impact (unexpected) tax revenues.

resolution approving forecast adjustments by the Metropolitan Coun-
cil in 2020, 2030 and 2040 with respect to SMSC properties.
2. Motion and a second to table action and request staff to provide ad-
ditional information.

A RESOLUTION APPROVING FORECAST ADJUSTMENTS BY THE METROPOLITAN
COUNCIL IN 2020, 2030 AND 2040 WITH RESPECT TO ALL SMSC PROPERTIES

WHEREAS, The Prior Lake City Council directed City staff to amend the 2030 Comprehensive
Land Use Plan to remove all SMSC (fee and trust) property from any future land
use designation; and

Rather than amend the 2030 Plan, City staff worked with the Metropolitan Council,
SMSC and Shakopee to jointly review and develop forecast adjustments for the
2040 planning process based on the removal of all SMSC properties; and
Staff from the City and the Metropolitan Council Summit agree upon adjustments
for population, households and employment in 2020, 2030 and 2040 due to the
removal of SMSC properties in Prior Lake; and
WHEREAS, The Prior Lake City Council desires to review and approve the proposed forecast
adjustments.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council of Prior Lake approves the proposed forecast adjustments by the
Metropolitan Council for the 2040 Comprehensive Planning process as follows:
(a) Population: 2020 = 27,500; 2030 = 32,500; 2040 = 37,600
(b) Households: 2020 = 10,500; 2030 = 12,600; 2040 = 14,700
(c) Employment: 2020 = 5,000; 2030 = 7,000; 2040 = 8,100
