AGENDA ITEM: DOWNTOWN PARKING REPORT
INTRODUCTION: A vibrant downtown is an asset to any community. Prior Lake’s downtown
provides opportunities for social gatherings, economic vitality, public services
and residential uses. More importantly, the downtown area provides a sense
of community and serves as a central hub for commerce and day-to-day
activities.
TOPICS: Prior Lake’s downtown parking stalls experience heavy demand on occasions.
This occasional ‘peak’ demand sparks the question - is there a need for
additional parking stalls or a new parking facility/structure? Currently, parking
may not be allocated in the appropriate locations to meet land use needs and
the demands of special events. Providing too much parking in one location
can result in underutilized lots, while not having enough parking in another
location can negatively impact the downtown’s vitality.
CONCLUSION: The City of Prior Lake Downtown Parking Study was completed last year and
reviewed by the EDAC and the EDA but the city council has not formally
discussed contents. The purpose of the study is to help answer these
challenging questions by providing a comprehensive review of the downtown’s
parking supply and demand with the necessary recommendations to serve the
area well into the future.
Staff will review the study report via a PowerPoint during the first half of the
Work Session. It provides various recommendations, both short and long-
term, that will require a corresponding project timeline and budget. A few
pages from the study are provided as attachments for your review before
Monday’s meeting. We have allocated 45 minutes for this topic.
