TO PROVIDE CONSTRUCTION STAKING 2) ACCEPTING PROPOSALS AND AUTHORIZING ELEMENT MATERIALS TECHNOLOGY TO PROVIDE CONSTRUCTION TESTING DISCUSSION: Introduction The purpose of this agenda item is to accept the proposals for professional ser- vices related to construction staking and construction testing for the Manitou Road Improvement Project #TRN16-000001. History The City received bids for the Manitou Road project on April 19, 2016. At its April 25, 2016 meeting the City Council adopted Resolution 16-055 accepting the bids and awarding the construction contract to Northwest Asphalt, Inc. out of Shakopee, Minnesota. Construction is anticipated to start in June with substantial completion in October 2016. The project includes storm sewer, sanitary sewer, water main, concrete curb and gutter, aggregate base, bituminous surfacing, and appurtenant work. The im- provements require construction staking and construction testing of new City in- frastructure. Current Circumstances Before you tonight is authorization for construction staking and construction test- ing for the Manitou Road Improvement Project #TRN16-000001. Construction Staking Staff has requested proposals from three firms for surveying services. They in- clude: Bolton and Menk Inc., WSB and Associates, and Probe Engineering. Each of these firms has a positive history of construction staking for the City of Prior Lake. Two of the three firms provided bids for surveying services. The bids re- ceived by these firms are tabulated below: FIRM NAME BASE PRICE BOLTON AND MENK $31,900 WSB $34,500 2 The proposals received were each analyzed and City Staff is recommending that Bolton and Menk, Inc. perform the construction staking for the City of Prior Lake. Bolton and Menk recently was the consultant engineer on the Five Streets Project. Because the amount of re-staking cannot be determined, any re-staking will be performed at an hourly basis. This could increase the cost to a total that exceeds the base price. Re-staking typically accounts for an additional 15% of the base price. Construction Testing Staff has requested proposals from three firms for geotechnical services. They include: American Engineering Testing, Element Materials Technology, and Braun Intertec. Each of these firms has a positive history of construction testing in Prior Lake. The results are tabulated below: FIRM NAME BASE PRICE ELEMENT $11,998 AMERICAN ENGINEERING TESTING $18,029 BRAUN INTERTEC $19,461 The proposals received were each reviewed using an estimated construction test- ing estimate. The number of tests actually performed could be less than the esti- mate or could exceed the estimate. For the purposes of evaluation, the consultant provided a unit price for each item listed in the estimated construction testing es- timate. The results were analyzed and City Staff is recommending that Element Materials Technology be selected to perform the construction testing for the City of Prior Lake. Element completed the preliminary soil boring analysis for this pro- ject as well as the Maple Lane, Mushtown Road, Panama Avenue Improvement project and provided pavement section recommendation. Because of the poor soils and saturated conditions, the Contractor needs to take special precaution during the street reconstruction and Element’s familiarity with the project will be critical. Conclusion With award of the construction contract and anticipated start of construction in June 2016 staking and testing will be needed for the project. ISSUES: Construction staking must be done by or under the supervision of a registered land surveyor and thus qualifies as a professional service. The City of Prior Lake is not equipped or licensed to perform construction staking and testing for these projects. FINANCIAL IMPACT: The staking and testing for this project will be funded through various funding sources as calculated in the project support costs analysis and preliminary project funding table. The final project funding will be determined after substantial com- pletion of the construction activities and after the assessment hearing. ALTERNATIVES: 1. Approve two resolutions for the Manitou Road Improvement project as part of the consent agenda: 1) accepting proposals and authorizing Bolton and Menk, Inc. to provide construction staking 2) accepting proposals and authorizing El- ement Materials Technology to provide construction testing. 3 2. Deny this item for a specific reason and provide Staff with direction. 3. Table this item until some date in the future. TO PROVIDE CONSTRUCTION STAKING SERVICES FOR THE MANITOU ROAD IMPROVEMENT PROJECT, #TRN16-000001 Motion By: Second By: WHEREAS, Construction staking is necessary to properly install City infrastructure; and, WHEREAS, Construction staking is needed for the Manitou Road Improvement Project, #TRN16- 000001; and, WHEREAS, The City does not have the in house expertise to complete these services; and, WHEREAS, The City solicited and evaluated proposals from qualified firms to provide construction staking for the Manitou Road Improvement Project. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. Bolton and Menk, Inc. is hereby selected to provide Construction Staking Services for the Manitou Road Improvement Project for a base price in the amount of $31,900.00. 3. The Mayor and City Manager are authorized to execute the City’s Standardized Professional Services Agreement with Bolton and Menk, Inc. on behalf of the City. 4. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. Element Materials Technology is hereby selected to provide Construction Testing Services for the Manitou Road Improvement Project for a base price in the amount of $11,998.00 and the unit pricing rates shown in the proposal and attached to the City’s Standard Professional Services Contract. 3. The Mayor and City Manager are authorized to execute the City’s Standard Professional Services Agreement on behalf of the City. 4.
