AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPROVING THE
COOPERATIVE AGREEMENT FOR PUBLIC SAFETY INFORMATION
AND RADIO SYSTEMS WITH SCOTT COUNTYAND AUTHORIZING
THE MAYOR AND CITY MANAGER TO EXECUTE THE SAME
DISCUSSION: Introduction
The purpose of this agenda item is enter into a cooperative agreement with
Scott County for public safety information and radio systems.
History
The 10 public safety agencies in Scott County share a computer
information and radio communications system. Police, fire, and EMS
providers share this system known as the Scott County Public Safety
Information System “PSIS”. Prior Lake has been part of this agreement in
the past and this is a continuation of that agreement.
Current Circumstances
In 2015 Scott County purchased and implemented a new records
management and computer aided dispatch system from Law Enforcement
Technology Group to replace and enhance the existing system. The new
system is in the development and testing stage and set to “go live” in July.
This agreement is being entered into in order to continue the past
operating agreement, but with the addition of the new technology.
Conclusion
It is recommended that the city council approve this mutually beneficial
Agreement in order to continue to deliver efficient public safety services to
the city.
ISSUES: This new system replaces an outdated system that is no longer supported
by the developer. Without this agreement the City of Prior Lake would
have to find and implement a system on its own, losing the economy of
scale advantage that is gained through this agreement.
FINANCIAL
IMPACT:
No new financial impact, continues with the same funding rate of paying
our own connectivity costs and paying a percentage of operating costs
based on percentage of population.
ALTERNATIVES: 1. Adopt the attached resolution approving the cooperative agreement
and authorizing it is execution as part of the consent agenda.

RESOLUTION 16-XXX
A RESOLUTION APPROVING A COOPERATIVE AGREEMENT FOR PUBLIC SAFETY
INFORMATION AND RADIO SYSTEMS WITH SCOTT COUNTY AND AUTHORIZING THE
MAYOR AND CITY MANAGER TO EXECUTE THE SAME

WHEREAS, Scott County operates a consolidated public safety radio system and a single
dispatch and 9-1-1 communications center to provide public safety communications
to all citizens of the County; and,
WHEREAS, Scott County has migrated its public safety communications system to 800 MHz
and joined the Metropolitan Radio System, hereinafter referred to as “Radio
System”; and,
WHEREAS, In April of 1996 Scott County and the Cities recognized a growing need for direct
information access and exchange by law enforcement and other public safety
agencies of the County and the Parties; and,
WHEREAS, The Parties established a computer communication and information access and
exchange system, employed mobile data terminals in vehicles operated by
personnel of law enforcement, fire, and/or emergency departments, and developed
a central records management system and computer aided dispatch system,
known as the Scott County Public Safety Information System, hereinafter referred
to as “PSIS”; and,
WHEREAS, Participation in the Radio System and PSIS, hereinafter referred to as “Systems”,
has increased the efficiency, accuracy, and effectiveness while decreasing the
duplication of services and resulted in increased public safety for the citizens and
governments within Scott County; and,
WHEREAS, In 2015, Scott County purchased and implemented a new PSIS, Law Enforcement
Technology Group (LETG), to replace the existing systems.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council hereby approves the Cooperative Agreement with Scott County regarding
the public safety information and radio systems.
3. The City Council hereby authorizes the Mayor and City Manager to execute the attached
Cooperative Agreement on behalf of the City of Prior Lake.
