Historv
The Lakefront Park Master Plan which was approved by the
City Council on April 11, 1996 identified specific
improvement proj ects to the park.
Current Circumstances
The current project estimate is $2.5 million to complete all
improvements prescribed in the master plan. The Minnesota
Department of Natural Resources (D.N.R.) is currently
offering an Outdoor Recreation Grant. Agencies receiving
the grant have the potential to receive $50,000 to $250,000 in
matching funding for improvement projects. The Lakefront
Park renovation meets the application requirements for this
grant.
The D.N.R. grant which we are applying for is a 50/50
matching grant. Currently the maximum amount of money
available per application is $50,000.00. However, there is
currently a bill at the legislature which is proposing that the
grant be raised to $250,000.00. We are submitting the grant
in hopes of receiving the $50,000.00 amount, however, if the
legislation is approved we will be requesting the full
$250,000.00.
One problem that many communities have when applying for
such a grant is that they do not have the matching funds to
cover their matching portion. The advantage that we have is
that we have referendum dollars which can be used as our
matching portion. We have verified this with the D.N.R.
grant program personnel.

Conclusion
The purpose of this agenda report is to receive City Council
approval through resolution to apply for a Minnesota
Department of Natural Resources Outdoor Recreation Grant.
The resolution is one of the requirements of the grant
application. 'A Public Hearing was conducted prior to the
Parks Advisory Committee meeting on March 8th and we
received no community feedback. At that same meeting the
Parks Advisory Committee unanimously agreed through a
motion and second that the City of Prior Lake should apply
for this grant and recommends to the City Council that this
resolution be approved.
The list of amenities for Lakefront Park is quite extensive
and with the grant funding we would be able to subsidize
many of the improvements which are identified in the Master
Plan. An example of some of the items we may not be able
to fund through the referendum but could do so if the grant is
successful are: street and parking lot lighting, tennis court
and sliding hill lighting, reforestation, buckthorn control,
prairie restorations, etc..
There are no current issues. At this point in time this is
merely an application. One never knows how you will rank
in the approval process and whether or not your grant
application will be successful.

RESOLUTION 99-XX
RESOLUTION AUTHORIZING THE CITY OF PRIOR LAKE TO APPLY FOR
A MINNESOTA DEPARTMENT OF NATURAL RESOURCES
OUTDOOR RECREATION GRANT
MOTION BY: SECOND BY:
WHEREAS, the City of Prior Lake will act as legal sponsor for the project contained
in the Outdoor Recreation Grant Program Application to be submitted
on March 30, 1999 and that the Parks and Recreation Director is hearby
authorized to apply to the Minnesota Department of Natural Resources
for funding of this project on behalf of the City of Prior Lake, and,
WHEREAS, the City of Prior Lake has the legal authority to apply for financial
assistance, and the institutional, managerial, and financial capability to
ensure adequate construction, operation, maintenance, and replacement
of the proposed project for its design life, and,
WHEREAS, the City of Prior Lake has not incurred, any costs and has not entered
into any written agreements to purchase property, and,
WHEREAS, the City of Prior Lake has not violated any Federal, State, or Local laws
pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of
interest or other unlawful or corrupt practice, and,
WHEREAS, upon approval of its application by the state, the City of Prior Lake may
enter into an agreement with the State of Minnesota for the above-
referenced project, and that the City of Prior Lake certifies that it will
comply with all applicable laws and regulations as stated in the grant
agreement.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR
LAKE, that the Parks and Recreation Director is hearby authorized to execute such
agreements as are necessary to implement the project on behalf of the applicant.
