Brew Pub -an on-sale license to a brewer for a restaurant
operated in the place of manufacture.
•Must have a restaurant license and manufacture fewer than
3,500 barrels of malt liquor in a year.
•Off-sale license may be granted for the sale of ‘growlers’.
Small Brewer -a brewer who holds a retail license to
produce, package and sell off-sale malt liquor.
Brewer Taproom -an establishment located on the premises
of a brewery for the on-sale and consumption of malt liquor
produced by the brewer.
Microdistillery -a distillery producing premium spirits in a
total quantity not to exceed 40,000 proof gallons in a
calendar year.
•May be granted an off-sale license for the sale of distilled
spirits manufactured on-site in the amount of one 375 ml.
bottle / customer / day.
Cocktail Room –an on-sale license for the sale of distilled
spirits produced by the microdistillery for consumption on
its premises.
ZONING ORDINANCE AMENDMENTS
LIQUOR LICENSING FEES
SUMMARY
The Ordinance:
•Deletes Section 301 Liquor Control in its entirety and replaces with an
amended Section 301;
•Conforms to Minnesota Statutes;
•Allows the granting of on-sale and off-sale liquor licenses;
•Identifies additional land use descriptions in Section 1101; and
•Identifies which Zoning Use Districts these land uses will be allowed as a
Permitted Use or as a Use Permitted by Conditional Use Permit.
All uses applying for or holding a liquor licenses must comply with all
existing City Code provisions as to licensing, enforcement and other
administrative matters.
RECOMMENDATION
The Prior Lake Planning Commission, following a May 2, 2016 public
hearing, recommend the City Council approved the proposed
amendments.
Recommended Motions:
1.Motion and a second to approve an Ordinance amending Sections
301, 1101 and 1102 of the Prior Lake City Code as proposed, or as
may be amended by the City Council.
2.Motion and Second to approve a Resolution adopting the Summary
of Ordinance and ordering the publication of said summary.
