HomeMy WebLinkAbout9C Bluff Ordinance Amend PresentationBluff & Steep Slopes Zoning Text Amendment May 23, 2016 City Council Meeting Bluff Definition Bluff Failures Retaining Wall Failures Example (Variance approval) Before After Proposed Ordinances •Lateral Additions/Construction –DNR has created new rules to allow lateral additions onto existing structures. (Maximum structural expansion into bluff setback area is proposed at 500 sq. ft.) •Engineering Report –Inclusion of waiver allowance under the terms of slope stability analysis and clear, concise review requirements •Stairways, Lift, and Landings –ordinance currently allows 4 foot width; would include ability for construction into bluff slope rather than just elevated above slope with the incorporation of improved drainage, erosion control, and slope stability. •Topographical Alterations/ Grading & Filling –allow for modifications of retaining walls up to 4 feet in height; still no importing or exporting of materials without variance approval Example Plan Text Amendment Criteria •There is a public need for the amendments. •The amendments will accomplish one or more of the purposes of this Ordinance, the Comprehensive Plan, or other adopted plans or policies of the City. •The adoption of the amendment is consistent with State and/or Federal requirements.
