DISCUSSION:
History
The Lakefront Park Master Plan which was approved by the City Council
on April 11, 1996 identified the construction of a Multi-Purpose building
(Pavilion). On January 20, 1998 the City Council named Brauer and
Associates as the architect for Lakefront Park generally and the Pavilion
specifically.
This building replaces the old warming house with a facility which
includes bathrooms, concessions, multi-purpose room, mechanical room,
and attached outdoor picnic area. The old warming house did not have
indoor plumbing nor a concession area and was only utilized in the winter
months for a skating warming house. This new facility will be used year-
round for a warming house, picnic shelter, community events, summer
playground program, and a rental facility for receptions, and family
reunions. The concession stand will be operated during special events,
athletic events, and concerts. The building will be 2,460 square feet and
the outdoor porch area will be 2,500 square feet.
Current Circumstances
The Architectural firm of Frederick Bentz/Milo Thompson/Robert Rietow
Inc. was hired by Brauer and Associates to prepare the plans and
specifications for the Pavilion. This is the same firm that designed the
Lake Harriet Bandstand and concession/restroom facility.
Conclusion
The City will act as the general contractor on this project and in
accordance with the City Council's earlier discussion, the city staff (AI
Friedges) will act as the construction manager for this project. Al has
already completed one such project for the City: The Memorial Park
building which included concessions, press box, and restrooms. The
architects have prepared bidding and specification documents for the
Pavilion including: carpentry, plumbing, mechanical, painting/staining,
sheetrock and taping, excavation, cabinetry, flooring and tile, concrete and
masonry, electrical, etc. Bids will be opened and analyzed for each area.
We will recommend award of bid in those areas where prices appear to be

competitive. Rebidding or subsequent acquisition through quotation could
also be recommended to the Council.
We did this with the Memorial Park building and were able to save nearly
$60,000.00. The Architects estimates for the Lakefront Pavilion are
$560,700.00. We feel that we should be able to build this building for
approximately $400,000.00. See attached preliminary budget estimates
and conceptual sketches prepared by the architect.
The process we are recommending is not the typical general contractor
approach. We believe that our experience with the Memorial Park
building and our commitment to building the finest parks economically
will serve as well in this role of construction management.

WHEREAS,
On February 25, 1997 the citizens of Prior Lake passed a referendum which
included the development of Lakefront Park, and
WHEREAS,
The park development included the construction of a Multi-Purpose building,
also know as a Pavilion, and
WHEREAS,
This Pavilion is in accordance to the Lakefront Park Master Plan which was
approved by the City Council on April 11, 1996, and
WHEREAS,
Brauer and Associated is under contract with the City of Prior Lake to
provide Architectural services which they have done so in cooperation with
the firm of Frederick Bentz/Milo Thompson/Robert Rietow Inc., and
WHEREAS,
Plans and specifications have been reviewed and approved by staff, and
WHEREAS,
Staff is recommending the advertisement and solicitation of bids, and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that the plans and
specifications for the Pavilion at Lakefront Park are approved and that staff is hereby authorized to advertise and
solicit bids for said project.
