Mastous Home Occupation
Following are the results of the preliminary plan review for Mastous Home Occupation
located at 16181 Fillmore Ave. SE. The applicant is proposing to operate a photo studio
in a residential home. This business is open to the public, and as such is required to have
handicap accessible facilities. It will also have an increase in sewer and water use and is
subject to a Service Availability Charge (S.A.C.) unit by the Metropolitan Waste Control
Commission (MWCC). Presently the charge is $3950,00 per SAC unit. This includes
costs charged by the City of Prior Lake and the MWCC. Our comments are based on the
Minnesota State Building Code (MSBC) which adopted with amendments the 1997
Uniform Building Code (UBC) with handicap regulations of the Minnesota Accessibility
Code Chapter 1341. Also requirements of the 1998 Minnesota State Fire Code (MSFC)
which adopted with amendments the 1997 Uniform Fire Code (UFC),
1. Submit a building permit application for the change in use. Include two sets of
detailed/dimensioned floor, toilet and construction plans.
2. Provide a Handicap (HDCP) accessible route to the space under consideration and a
HDCP accessible toilet facility. The accessible route to the primary functions area shall
include toilet facilities or drinking fountains serving the area of primary function. Some
of the requirements of a HDCP accessible route include: I :20 site approach, 36" wide
entrance door to space, and 18" clearance on latch side of door. Enclosed are the
requirements for the HDCP accessible toilet.
3. Provide minimum of one HDCP parking stall and sign. Number will depend on amount
of parking stalls required by Planning Dept. MSBC 1341.0403 Item E, Sub item 1.
4. Provide a site plan by a licensed civil engineer providing elevations for the HDCP site
approach.

5. A Service Availability Charge (S,A.C.) determination must be completed by the
Metropolitan Waste Control Commission. Contact Jody Edwards at 651.602.11 13.
6. Provide on plan emergency lighting and exit signs. UBC 1003.2.8.
7. Provide fire extinguishers minimum 2AIOBC rated, within 75 feet travel distance of all
areas. UFC 1002.
8. Provide a one-hour fire-resistive occupancy separation between the R-3 residential and
B, business occupancies. Indicate construction method on plans.
This is a preliminary review on concept plan only. Other code items will be addressed
when the preliminary plans are submitted.

This letter is to inform you that the City of Prior Lake has reviewed your application for the
above referenced home occupation permit for property located at 16181 Filhnore Avenue
SE received on November 27, 2002, Prior to staff making an official determination on the
application, please submit information to demonstrate compliance with the following zoning
