Dear Mr. Hartmann:
On February 15, 2002, I sent you a letter notifying you that your application to subdivide
Lots 1 and 2, Kopps Bay Addition, into two lots has been approved. Approval of this
application is subject to the condition that you grant a 5' drainage and utility easement to
the City around the perimeter of both Parcel A and Parcel 8, This easement can be
granted to the City in the form of a quitclaim deed. I sent a letter reminding you of this
deadline on March 28, 2002, and another on May 29, 2002.
In order to implement your administrative land subdivision, all pertinent documents must
be filed with the Scott County Auditor's Office, These documents were to be filed within
sixty (60) days of the date of approval, or by April 15, 2002. However, I did allow an
extension to allow time to prepare the easement documents. It has been nearly a month
since I last heard from you on this application. Please provide me with an update on
your progress as soon as possible. If this matter is not resolved within 30 days of the
date of this letter, I will close the file and assume you are no longer interested in
subdividing this property.
Scott County requires all deeds creating new parcels or altering legal descriptions be
approved by the City before they will be accepted for recording, Please submit the
original deeds to this office, along with the documents granting the easement, and we will
issue the necessary approvals, Copies of the recorded documents must then be
submitted to the City as evidence that the administrative land subdivision has been filed,

This letter is to inform you that your application to subdivide Lots 1 and 2, Kopps
Bay Addition, into two lots as shown on the attached survey has been approved.
Approval of this application is subject to the condition that you grant a 5'
drainage and utility easement to the City around the perimeter of both Parcel A
and Parcel B. This easement can be granted to the City in the form of a
quitclaim deed.
You should also be aware that there are no sewer and water stubs available to
serve Parcel B. In order to serve this lot, service lines will have to be tapped into
the existing mains, and the owner will be responsible for this cost. In addition, as
the attached memorandum from City Finance Director Ralph Teschner indicates,
there is a deferred assessment in the amount of $19,619.24 on this lot. This
assessment will be due before the City will approve the deeds for this
subdivision,
In order to implement this administrative land subdivision, all pertinent

Lots I & 2 Kopp's Bay Addition (PIN #250510010) are proposed to be re-divided. Lot I was
initially served with sewer and water utilities in 1977 under Project 77-3 and a lateral front
footage charge of 150'was assessed. Lot 2 was served in 1978 under Project 78-1 and charged a
deferred assessment of $6,990,69 for 95' of frontage because the home was situated on both lots.
This assessment amount was subject to 8% interest accrued on an annual basis until the property
was re-subdivided to allow for an additional residential unit The entire parcel was assessed
100% for sewer and water trunk acreage charges.
The administrate lot split would result in the following special assessment for Parcel A:
Deferred Sewer & Water Assessment:
$6,990,69 plus interest' of$12,628.55 ~ $19,619.24
(calculated September 1,1979 thru March, 2002)
The above referenced deferred special assessment would be determined and collected at the time
the administrative lot subdivision is approved,
There are no other outstanding special assessments currently certified against the property. Also,
the tax status of the property is current with no outstanding delinquencies,
